Abstract:
This World Leaders Forum program titled, The Balancing Act: Women, Work and Family in the United States and France, will feature a conversation between Najat Vallaud-Belkacem, Minister for Women's Rights and Government Spokesperson of France, and Anne-Marie Slaughter, President of the New America Foundation. The discussion will be moderated by Alondra Nelson, Professor of Sociology and Director of the Institute for Research on Women and Gender, and will be followed by a question and answer session with the audience. In her essay "Why Women Still Can't Have It All," published in The Atlantic in 2012, Anne-Marie Slaughter fueled a national debate on how the difficulties of finding a work-family balance have limited women in the top echelons of business and government. The French Minister Najat Vallaud-Belkacem defends the belief that national policies can and should be used to support women's personal and professional goals and to implement a "real equality between women and men." These two public figures and high-profile career women will discuss gender equality in the U.S. and in France. They will also discuss strategies to ensure that the next generation of women and men can have enough for all.

Against the background of demographic decline and growing economic competitiveness from emerging economies, this Policy Brief looks into the potential benefits of increased intra-EU labour mobility. On the basis of an examination of the 'German case' on EU labour mobility. It proposes ideas on how to better foster a European fair deal on talent, one that would benefit the EU as a whole. It concludes with a proposal on how to increase the potential benefits of the freedom of movement.

643. Extending Working Life in Finland

Abstract:
This report reviews national and private initiatives to allow the elderly to continue their participation in the Finnish labour market and provides an analysis of the labour market and living conditions of seniors. We are interested in how those over 50 can be engaged in various forms of employment and lifelong learning. We find strong evidence that Finland generally provides good institutional conditions for active ageing. The quick and early ageing process was tackled by the fundamental pension reform that already prolonged retirement substantially and will probably facilitate later retirement as the attitudes concerning retirement change. On the other hand, Finland still seems to lack behind the other Nordic welfare states, has considerable problems in providing the same health conditions to low educated people in physically demanding occupations and could - with respect to family pension in particular - invest further effort in reforming the pension system. While many of the reforms Finland has conducted seem to be favourable and transferable to other European countries that still face the steepest phases of ageing in their societies, a reluctance towards changing attitudes that we observe in Finland, shows that organizing active ageing is a long-term project.

644. Extending Working Life in Belgium

Abstract:
This report aims at understanding how persons aged 50 years and older are and can be integrated into the working society in Belgium. We are interested in how people in this age group can be induced to engage in various forms of employment and lifelong learning. Based on secondary literature, descriptive databases as well as interviews with experts and focus groups, we find that the discussion on active ageing in Belgium is well advanced with numerous contributions by academics, stakeholders, social partners, the public administration and interest groups. The wish to retire at 60 is widely shared but at the same time the majority of Belgium's elderly are able and would be willing to work under specific conditions. Therefore, we recommend that Belgium should invest in more flexible systems including a revision of the tax scheme, such as the part-time retirement system proposed by the insurance company Delta Lloyd. An equally relevant recommendation would be to ensure that public employment agencies, employers and agencies that provide training encourage all workers to work and learn regardless of their age.

645. Migrant Workers’ Access to Justice at Home: Indonesia

Each year, around half a million Indonesians travel abroad to work, half of those to the Middle East. Many are women who suffer abuse and exploitation when they work abroad but have virtually no access to recourse within their host country’s legal system. The vulnerability of migrant workers abroad makes it crucial for them to be able to seek redress in their own countries. Migrant Workers’ Access to Justice at Home: Indonesia is the first comprehensive study of migrant workers’ access to justice in their country of origin. A collaborative effort by the Open Society International Migration Initiative, the Tifa Foundation, and the Migrant Worker Access to Justice Project, the report analyzes how migrant workers may access justice in Indonesia, and identifies the systemic barriers that prevent them from receiving redress for harms they suffer before, during, and after their work abroad. The report also provides recommendations for improving access to justice and private sector accountability in 11 key areas, addressed to government, parliament, civil society, donors, and others. Migrant Workers’ Access to Justice at Home: Indonesia is an important contribution to advancing the rights of migrant workers and will serve as a valuable guide for civil society groups in Indonesia and elsewhere to better understand, use, and test existing justice mechanisms to enforce migrant workers’ rights.

646. Broken Borders: Government, Foreign-Born Workers, and the U.S. Economy

Abstract:
The U.S. government interferes with the market for foreign laborers by restricting the number and mix of immigrants and setting tight quantitative limits on foreign-born guest workers. This has created a mismatch between the demand for foreign workers from U.S. businesses and their supply, directly leading to the illegal immigration situation we confront today. The current system inefficiently limits the gains that our economy could achieve from employing larger numbers of foreign workers, and it disproportionately harms small U.S. businesses. The economic fears associated with increased guest workers or immigrants are unfounded. The current Senate immigration reform proposal would be a marginal improvement but does not go far enough. Red Card, an alternative guest worker proposal, would better coordinate labor markets. Ultimately, an immigration market free from government limitations and interference would be the most efficient solution.

After the economic crisis ground global business to a halt, leaders on both sides of the Atlantic Ocean began to recognize that ensuring a stable and prosperous future would require building greater resiliency to structural risks. In the coming decades, episodic banking crises and regional economic imbalances will interrupt global growth. Robotics and computer networks will upend entire industrial sectors. Stressed global ecosystems, a changing climate, pandemics, and demographic decline will all add other risks. While no one can yet say how these risks may manifest, they will shape the future.

Abstract:
Migration from Eastern Partnership (EaP) countries has only become a large and important phenomenon over the last twenty years. At its heart, labour migration reflects entrepreneurial decisions by individuals and families looking to improve their lives while facing complex challenges and opportunities. In the past, the language of "migration management" was sometimes used to suggest that migrants and migration needed to be “managed” to achieve government objectives. By contrast, in adopting a migrant-centered perspective, our project aimed to understand, first, EaP migrants’ incentives and the effects of migration on migrants and their families, on non-migrants in the country of origin, and on residents of the destination country. Second, we investigated how labour migration is shaped by and interacts with a wide range of government policies and which policy interventions can enhance the benefits of migration for the affected groups.

650. Should We Clash or Should I Go? The Impact of Low Wage and Bad Working Conditions on the Exit–Voice Trade-off

Abstract:
Although Hirschman’s exit–voice theoretical model has been applied to labor markets, research up to now has not tested one of its most important features: the impact of job quality on exit–voice strategies. Hirschman’s model of consumer behavior explains that those individuals unsatisfied with a product’s quality are more likely to “voice,” whereas those more concerned with its price are more likely to “exit.” A rationale for this tradeoff is based on information: first, information on the price of alternative options is much more accessible than information on quality; second, voice produces more information than exit and favors opportunities for specific improvements. We transpose Hirschman’s assumptions to labor markets and use the French SalSa survey and DADS, declaration by employers on social data, to examine the conditions under which French employees are more likely to exit, and the conditions under which they are more likely to voice. Our results support the Hirschmanian hypothesis. A deterioration by one unit in our working-conditions index increases the probability of participation in collective action by 5 percentage points. An increase in log hourly wage by one unit decreases the probability of quitting by 5 percentage points.
