Abstract:
The U.S. government has a permanent reliance on contracts with the private sector for a wide range of services, though the share of federal services contracts has declined slightly in recent years. For the past eight years, the Defense - Industrial Initiatives Group (DIIG) at the Center for Strategic and International Studies (CSIS) has tracked the trends driving the services industry. Overall, this report analyzes the trends for all federal services contract obligations from FY 2000 through FY 2012, the most recent full fiscal year for which reliable data are available from the Federal Procurement Data System (FPDS). This Executive Summary provides an overall view of the data and trends, including projections for federal services contract spending over the next 3 years (FY 2013 – 2015).

632. English-Taught Master's Programs in Europe

Abstract:
In recent years, European countries in which English is not the primary language of instruction have developed an increasing number of programs taught either fully or partly in English in order to serve domestic demand for higher education in English and to attract students from around the world. In an IIE briefing paper published in 2012, we looked at trends related to English-taught master's programs in Europe. We were able to gain new insights into the types of programs that were on offer, as well as the types of programs international students were looking for. This paper takes another look at data from StudyPortals.eu, the most comprehensive website related to educational offerings in Europe, in order to get a sense of where the market is going. In 2011, StudyPortals estimated that 90 percent of English-taught master's programs in Europe were represented on the website, which makes it a remarkably accurate reflection of the situation on the ground.

Abstract:
Unprecedented human migration is an issue of critical importance in today's rapidly globalizing world. International migrants constitute a group with more people than the population of Brazil, and they send more money home each year than the entire value of Argentina's economy (International Organization for Migration [IOM], 2013). Migration flows have doubled since 1980 and show no signs of slowing down due to growing inequalities in global development, population pressure, environmental change and conflict (Koser, 2010). Compared to the majority of citizens in many countries, migrants face heightened risks because they do not receive adequate social protections such as health care, income security, education, housing or access to clean water and sanitation.

Abstract:
With massive unemployment, insecure livelihoods and unpredictable political transitions in many fragile states, there is an urgent need to train and educate young people – tomorrow's citizens. Governments and donors now realise this, yet, according to recent documentation, donors commit only 10% of what is needed to educate and train youth in fragile situations, and provide even less. UNESCO, among others, points to the serious underfunding as the most problematic aspect of aid to education in fragile states, especially at secondary school level.

635. Understanding human smuggling as a human rights issue

Abstract:
Human smuggling plays a central role in migration from areas affected by conflict and poverty to areas of relative safety. The terms 'smuggling' and 'trafficking' are often used synonymously in public discussions and the media. The accepted international definitions of smuggling and trafficking were not devised until the end of the 1990s. In international law, with the signing in December 2000 of the United Nations Protocol Against the Smuggling of Migrants and the Protocol to Prevent, Suppress and Punish Trafficking in Persons, a distinction was made in order to aid authorities in managing and prosecuting individuals involved. Human smuggling and trafficking are covered under the two Protocols to the Convention Against Transnational Organized Crime (UNTOC), which were negotiated in Vienna under the United Nations Commission on Crime Prevention and Criminal Justice, with the UN Centre for International Crime Prevention serving as secretariat, in the 'Vienna Process'. The Smuggling Protocol was signed at a meeting convened in Palermo, Italy, as one of what were dubbed the 'Palermo Protocols'. The following definition of human smuggling is widely accepted by governments and academic communities.

636. Empirical Investigation of Declining Childbirth: Psychosocial and Economic Conditions in Japan

Abstract:
Background: For the past two decades, more and more women in certain European countries, Japan, and the United States are giving birth to their first child at a considerably later age than ever before. It remains unclear as to what extent this age-related general fertility decline is affected by changing social and cultural norms. Method: The Global Centers of Excellence Survey was conducted by Osaka University in Japan (n=5313) in 2009. Multivariate regression analyses were conducted to examine the impact of psychosocial norms, cultural differences, and economic conditions on the perception of childbearing. Results: The findings suggest that a subjective measure of happiness has a significant influence on childbearing. A society with income inequalities between classes discourages childbearing. It is observed that women's higher labor force participation generates a negative impact on motherchild relations which causes discouragement of childbearing. A higher female labor force participation stemmed from a transition of a traditional society into a modern and marketoriented society discourages childbearing. Conclusions/implications: A woman's decision to delay childbearing is based on her perception of psychosocial norms with surrounding economic environment and her own value of opportunity in the market oriented society. Childbearing also imposes psycho-economic burdens on the working population under mix of a traditional, patriarchal society, and a modern market oriented framework. Childbearing incentives could be a strategic policy to encourage positive attitudes of childbearing in general and proper welfare policy, labor law(s), employment conditions, and social security system for a working mother with a child or children.

In making women an integral part of the supply chain, we hope to bring about long - term societal change, both facilitating development of the horticulture sector and improving the status of women. We seek to do this by working with and through partners such as the government, private sector, micro finance institutions (MFIs), and civil society, to leverage large - scale change through evidence - based advocacy.

639. Does Lean Capability Building Improve Labor Standards? Evidence from the Nike Supply Chain

Abstract:
This paper offers the first empirical analysis of the introduction of lean manufacturing as a "capability building" strategy for improving labor standards in global supply chains. Buyer interventions to improve supplier management systems have been proposed to augment existing, and widely deemed insufficient, private regulation of labor standards, but these claims have yet to be systematically investigated. We examine Nike Inc.'s multiyear effort to promote lean manufacturing and its associated high-performance work systems in its apparel supply base across eleven developing countries. Adoption of lean manufacturing techniques produces a 15 percentage point reduction in serious labor violations, an effect that is robust to alternative specifications and an examination of pre-trends in the treatment group. Our finding contradicts previous suggestions that pressing suppliers to adopt process improvements has deleterious effects on labor conditions and highlights the importance of relational contracting and commitment-oriented approaches to improving labor standards in the developing world.

640. Parallel Paths to Enforcement: Private Compliance, Public Regulation, and Labor Standards in the Brazilian Sugar Sector

Abstract:
In recent years, global corporations and national governments have been enacting a growing number of codes of conduct and public regulations to combat dangerous and degrading work conditions in global supply chains. At the receiving end of this activity, local producers must contend with multiple regulatory regimes, but it is unclear how these regimes interact and what results, if any, they produce. This paper examines this dynamic in the sugar sector in Brazil. It finds that although private and public agents rarely communicate, let alone coordinate with one another they nevertheless reinforce each other's actions. Public regulators use their legal powers to outlaw extreme forms of outsourcing. Private auditors use the trust they command as company insiders to instigate a process of workplace transformation that facilitates compliance. Together, their parallel actions block the low road and guide targeted firms to a higher road in which improved labor standards are not only possible but even desirable.
