491. Migrants in construction work: Evaluating their welfare framework

Abstract:
More than two decades after the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 and the Building and Other Construction Workers Welfare Cess Act, 1996 came into force, the efficacy of this framework remains in question. Correctional steps have the potential to extend social benefits to construction workers, especially migrants who face particular vulnerabilities. Available data regarding implementation of the Acts by States presents a picture of overall tardiness and delay with wide variations. States need to ramp up worker registration; data suggests that lowering entry barriers for migrants improves registration and consequently, access to welfare benefits. While collection of cess funds has improved and is broadly proportionate to construction activity, their utilisation remains dismal. States need to think strategically on how to spend accumulated cess funds—especially on housing, occupational health and safety, grievance redressal and legal aid—and sustain welfare provisions over time. Accumulated unspent funds offer an opportunity for big-ticket, one-time expenditures. Examples from some States show that collaboration with civil society organisations could improve outreach, particularly to migrants.

492. Immigration Restrictions as Active Labor Market Policy: Evidence from the Mexican Bracero Exclusion

An important class of active labor market policy has received little rigorous impact evaluation: immigration barriers intended to improve the terms of employment for domestic workers by deliberately shrinking the workforce. Recent advances in the theory of endogenous technical change suggest that such policies could have limited or even perverse labor market effects, but empirical tests are scarce. We study a natural experiment that excluded almost half a million Mexican ‘bracero’ seasonal agricultural workers from the United States, with the stated goal of raising wages and employment for domestic farm workers. We build a simple model to clarify how the labor market effects of bracero exclusion depend on assumptions about production technology, and test it by collecting novel archival data on the bracero program that allow us to measure state-level exposure to exclusion for the first time. We reject the wage effect of bracero exclusion required by the model in the absence of induced technical change, and fail to reject the hypothesis that exclusion had no eect on US agricultural wages or employment. Important mechanisms for this result include both adoption of less labor-intensive technologies and shifts in crop mix.

493. How to Dismantle the Business of Human Trafficking: Blueprint for Congress

Since passage of the Trafficking Victims Protection Act (TVPA) of 2000—and its subsequent reauthorizations—the U.S. government has taken steps to build an anti-human trafficking infrastructure. Through annual publication of the Department of State’s (DOS) Trafficking in Persons (TIP) report,[ii] the United States has led the movement to call worldwide attention to this problem. The DOS Office to Monitor and Combat Trafficking in Persons (J/TIP) provides grants to both American and foreign institutions involved in prevention and awareness raising, protection and victim services, law enforcement and efforts to increase prosecutions, research and data collection, and evaluation. J/TIP also facilitates coordination between U.S. agencies, both at home and abroad, including those on the President’s Interagency Task Force (PITF).[iii] Despite these efforts, human trafficking continues to be a massive human rights problem across the globe, one that inflicts suffering on millions and undermines legitimate, law-abiding U.S. businesses and their workers. Victims are forced to work in fields and factories and on fishing boats for little to no pay, while others are held captive in private homes. Forced prostitution rings imprison women, girls, and boys in brothels or make them to work on the streets under threat of abuse. The primary reason for the persistence of slavery is clear: the crime pays. Operating with virtual impunity, traffickers earn an estimated $150 billion annually in illicit profits worldwide.[iv] The 2016 DOS TIP report used law enforcement data to determine that there were only 6,609 human trafficking convictions globally in 2015—a paltry figure considering the millions of victims. The U.S. government reported just 297 convictions in 2015.[v] The United States should flip the financial equation for traffickers: dismantle the business of human trafficking by increasing the risks and decreasing the profits. To that end, the 115th U.S. Congress has an opportunity to prioritize policies that will increase prosecutions through the annual appropriations process and the Trafficking Victims Protection Act, which is up for reauthorization this fall. These policies should strengthen partnerships across federal, state and local law enforcement and related agencies, and increase funding to create more effective and sustainable efforts to combat this horrific crime.

494. Brain Circulation: Canada & Israel

Abstract:
High-skilled Prime working age (PWA) people are fundamental in securing economic growth. Therefore, a country’s ability to attract PWA immigrants and encourage its domestic PWA population to remain put, is crucial to sustaining economic competitiveness. Looking at Canada and Israel, authors Creed Atkinson (MGA ’17) and Jinhui Jiao (MGA ’17) found that Canada is currently benefitting from PWA brain gain while Israel is experiencing PWA brain drain. Given Canada’s already high ability to attract high quality PWA immigrants, its policy should focus on circulating PWA migrants back home. With the acute shortage of high-skilled workers and unique geo-political and legal conditions in Israel, limiting its ability to attract PWA migrants, its policy should also focus on brain circulation. Accordingly, both Canada and Israel would do best if they focus their future activities on brain circulation instead of attracting PWA immigrants.

Abstract:
The situation of the healthcare systems in the Gulf has become multi-tiered, primarily due to the lack of systematic population health need assessments, including short-term health solutions for low-skilled workers. Even though the Gulf region has attained significant social and economic achievements in a short span of time, healthcare policies are still centered more on curative health and not enough emphasis has been placed on protective and preventive measures. There is a lack of medical educational institutions in the Gulf, and the role of the private sector is in need of further study as there is no explanation as to why patients are shifting from public to private healthcare institutions.

496. The EU Migration Partnership Framework: Time for a Rethink?

Abstract:
The European Union’s (EU) Migration Partnership Framework (MPF) was established in June 2016 and seeks to mobilise the instruments, resources and influence of both the EU and member states to establish cooperation with partner countries in order to “sustainably manage migration flows” (European Commission, 2017a, p. 2). Its strong focus on EU interests and positive and negative incentives mark a departure from previous EU migration initiatives and have generated significant controversy. This Discussion Paper examines the politics, implementation and impact of the MPF more than one year on from its establishment, asking what lessons it offers for the future direction of EU migration policy. The paper begins by introducing the MPF and examining the different perspectives of EU actors on the framework. It finds that there is significant disagreement both among EU member states and within EU institutions over the MPF’s approach and priorities. The paper explores the political and ethical controversies that the MPF has generated, including regarding its ambition to subordinate other areas of external action to migration goals; its use of incentives; and its undermining of EU development and human rights principles. The paper assesses the implementation and impact of the MPF in its five priority countries – Ethiopia, Mali, Niger, Nigeria and Senegal. It argues that the concrete achievements of the migration partnerships have been limited; that the MPF has largely failed to incentivise the cooperation that the EU was seeking; and that the EU’s migration programming in MPF partner countries has suffered from serious flaws. The paper takes an in-depth look at the Ethiopia partnership, which has been the most challenging. It describes how the interests and goals of the EU and Ethiopia have not aligned themselves, how the issue of returns has come to entirely overshadow engagement, and how the relationship between the partners has been soured. The paper goes on to examine how the MPF relates to African interests and how it has affected EU-Africa relations, arguing that the MPF approach is seen by many African actors as imposing EU interests and undermining African unity and continental ambitions. Finally, it explores how the EU can develop engagement with Africa on migration issues that is more realistic, constructive, and sustainable, with the aim of fostering intra-African movement and economic opportunities; ensuring protection for refugees and vulnerable migrants; and allowing both continents to benefit from large-scale, safe and orderly African labour migration to Europe. However, it warns that any such shift will require a change in mindset by European leaders and populations.

Abstract:
Gaining an Employment Edge: The Impact of Study Abroad on 21st Century Skills & Career Prospects investigates the connection between study abroad programs and the development of skills that contribute to employment and career development in today's workforce. For the study, IIE developed a specific list of 15 soft and hard skills drawn from competencies identified as being most desired by 21st century employers, and explored their link to study abroad. Based on survey responses from more than 4,500 U.S. college and university alumni at various stages of their careers, as well as in-depth interviews, IIE reports that study abroad contributes to the development of transferrable skills and positive employment gains, with the impact varying according to program characteristics, study destinations, and the students’ goals. The survey looked at what specific features of study abroad programs contribute to career success, in order to help educators better develop programs that prepare students for the global workforce.

498. Citizen Oversight and India’s Right to Work Program: What Do the Social Auditors Say?

Abstract:
Can citizens’ voices improve the performance of large-scale government anti-poverty programs? India’s national rural employment guarantee program (NREGA) has provided employment to over 50 million households since its launch in 2005. NREGA also includes a transparency and accountability process—social audits—that enables collective action for public oversight. State governments are responsible for facilitating social audits through local governments, or panchayats, to prevent fraud and abuse of NREGA funds. In practice, however, a majority of local governments either lack capacity or are captured by vested interests. So far, only two state governments have created social audit units with the autonomy needed to prevent capture by vested interests. The states of Andhra Pradesh and Telangana established a neutral body—the Society for Social Audit Accountability and Transparency (SSAAT)—that is independent both of the state government administration and political patronage networks. Over the last decade, SSAAT has organized over 9,125 public hearings across these two states. This exploratory study was carried out in partnership with SSAAT-Telangana, and it is the first to examine the performance of the state-run social audits from the perspective of the staff facilitating the audit. This study is based on an anonymized web survey of over three hundred lower mid-level staff involved in facilitating social audits in Telangana (60 percent of SSAAT’s full time working staff), as well on ethnographic research and key informant interviews. We ask readers to consider a distinction between the questions that address staff perception of corruption (which can’t be verified) and their perception of NREGA processes like demand for work and timely wages (which can be verified with administrative data).

499. Labour income inequality in Mexico: Puzzles solved and unsolved

We analyse the evolution and proximate determinants of labour income inequality in Mexico between 1989 and 2017. Labour income inequality increased between 1989 and 1994 and declined between 1994 and 2006. What happened after 2006 is subject to uncertainty. The national labour force survey shows a steady decline and the income expenditure survey suggests that inequality increased. We correct for high and rising item (labour income) non-response and under-representation of high-wage earners through a ‘hot deck’ imputation method and post-survey weight adjustments. We obtain the new weights for formal workers from tabulations recently released by the Mexican social security administration. For informal workers, we correct using the hot deck imputation method. With corrected data, inequality no longer declines between 2006 and 2017.

Women’s economic empowerment could reduce poverty for everyone. In order to achieve it, we need to first fix the current broken economic model which is undermining gender equality and causing extreme economic inequality. The neoliberal model has made it harder for women to have better quality and better paid jobs, address inequality in unpaid care work, and women’s influence and decision making power is constrained. To achieve women’s economic empowerment, we need a human economy that works for women and men alike, and for everyone, not just the richest 1%.
