411. Teacher Professional Development around the World: The Gap between Evidence and Practice

Abstract:
Many teachers in low- and middle-income countries lack the skills to teach effectively, and professional development (PD) programs are the principal tool that governments use to upgrade those skills. At the same time, few PD programs are evaluated, and those that are evaluated show highly varying results. In this paper, we propose a set of indicators—the In-Service Teacher Training Survey Instrument—to standardize reporting on teacher PD programs. Applying the instrument to 33 rigorously evaluated PD programs, we find that programs that link participation to career incentives, have a specific subject focus, incorporate lesson enactment in the training, and include initial face-to-face training tend to show higher student learning gains. In qualitative interviews, program implementers also report follow-up visits as among the most effective characteristics of their professional development programs. We then use the instrument to present novel data on a sample of 139 government-funded, at-scale professional development programs across 14 countries. The attributes of most at-scale teacher professional development programs differ sharply from those of programs that evidence suggests are effective, with fewer incentives to participate in PD, fewer opportunities to practice new skills, and less follow-up once teachers return to their classrooms.

Abstract:
As Europe’s working-age population continues to decline, sub-Saharan Africa’s is rapidly increasing. Many of these new labour market entrants will seek opportunities in Europe, plugging skill gaps and contributing to economies in their countries of destination. To make the most of these movements, the new European Commission should create and promote new kinds of legal labour migration pathways with more tangible benefits to countries of origin and destination; pilot and scale Global Skill Partnership projects between Europe and sub-Saharan Africa and within Africa; and be a positive voice for migration within Europe, promoting the benefits from migration and ensuring they are understood.

Abstract:
The Industrial & Commercial Workers’ Union (ICU) – a trade union, rural peasant movement, and urban squatters’ movement – formed on the docks in Cape Town in 1919. Within a decade, the ICU had expanded across Southern Africa without regard for national borders and counted people from various African countries and the Caribbean in its leadership, as well as people who were Indian and mixed race. The largely forgotten history of the ICU is well worth recovering in a time of escalating chauvinism and xenophobia. Our Dossier #20 offers an introduction to this extraordinary popular movement.

Abstract:
Technical and Vocational Education and Training (TVET) in Swaziland is key for employment and self-employment opportunities which result in economic growth. TVET has proven to be an educational pathway that can be used to significantly reduce the unemployment rate by 2022. TVET graduates acquire skills that empower them to be immediately absorbed by the labour market and/or be self-employed. About 73.1% of the graduates are in productive employment after graduating from NHTC; with 47.6% formally employed, 25.5% self-employed, while 26.2% were unemployed in the period 1995 – 2015. The Benefit-Cost Ratio of NHTC, based on the Government of Swaziland and the Republic of China on Taiwan’s investment in NHTC, is 1:4.66. This means for every E1 invested in NHTC, the economy realises E4.66 through the income generating activities of graduates. The positive return on investment in NHTC indicates that if Government can increase funding to TVET institutions, the economic return can make significant contributions to skills development and GDP growth in the country.

Abstract:
The Swaziland MDG Report (MDGR, 2015) documents that to improve wellbeing in Swaziland beyond 2015 requires the country to accelerate efforts geared toward creating lucrative employment and decent work for all, including women, the youth, and people living with disabilities. This is pertinent for the Kingdom of Swaziland given that 28.1% of the economically active population was unemployed in 2014 (ILFS, 2014). Others have argued that the unemployment rate is higher in rural areas, where the actual figure is probably more than 40% (Manyatsi et al., 2013). The handicraft sector has the potential to provide mass employment opportunities. However, undermining handicraft in Swaziland is a lack of appreciation of the potential this sector has toward changing the economic status and livelihoods of the people (Bam, 2014). As a result, the sector is notorious for paying low wages that do not support a decent standard of living, particularly in rural areas. Poor pay or low wages can have adverse impacts on economic growth by depressing per capita consumption.

417. Chicago’s Fresh Approach to Incumbent Worker Training

Abstract:
In recent years, the United States grocery industry has become increasingly competitive and experienced unprecedented consolidation. In Chicago, 25 stores closed between 2015 and 2017 — bringing the total number of stores down to its lowest number since 2009. Independent, privately owned food retailers rate competition as their highest concern, followed by worries about hiring and retention. In 2017, sales declined for half of the nation’s independent grocers. Pete’s Fresh Market (Pete’s) offers a notable exception. Launched in the early 1970s as a small, full-service produce stand on the South Side of Chicago, today Pete’s has 13 stores in the city and plans to open five more in the next few years. This family-owned grocer recognizes what it takes to succeed in a rapidly changing industry. One key to Pete’s growth strategy is its partnership with Instituto del Progreso Latino (Instituto), a nonprofit organization committed to the fullest development of Latino immigrants and their families through education, training, and employment. Reimagine Retail, an initiative of the Aspen Institute Economic Opportunities Program funded by the Walmart Foundation, explores ways to enhance job quality and improve mobility for the retail workforce. In Chicago, we partner with a collaborative of workforce organizations, including Instituto, that is testing approaches to advance and retain workers in the retail sector. We caught up with Alita Bezanis, director of organizational development at Pete’s, and Yesenia Cervantes, dean of student services and community affairs at Instituto, who were eager to share how the partnership supports growth for Pete’s — and for Pete’s workers.

418. Organizing Old Age Pensions for India’s Informal Workers: A Case Study of a Sector-Driven Approach

Abstract:
About 88 percent of India’s total labor force is composed of informal (officially labeled “unorganized”) workers. As many as 388 million such workers lack old age income security by way of a pension system. The Atal Pension Yojana (APY) is the latest contributory, national-level old age pension scheme for unorganized workers, with an entry age of 18–40 years. In other words, all current unorganized workers above the age of 40 are excluded. How could a national pension system viably guarantee equal pension benefits to all current unorganized workers? This paper considers how such a system might work by offering a case study of a non-contributory pension scheme for building and other construction workers in Karnataka State, India. The results indicate that this state-level pension scheme, fully funded by sector-specific receipts, is financially viable and sustainable with high levels of coverage and adequacy. The robustness of these results is shown via sensitivity analyses of discount rates, inflation rates, and growth rates of specific purpose tax collections. Additional analyses outline the scenarios under which pension benefits could be extended to all informal workers in the sector studied.

On August 9, 2018, the Shorenstein Asia Pacific Research Center (APARC) hosted a conference, “Break Through: Women in Silicon Valley, Womenomics in Japan" with support from the Acceleration Program in Tokyo for Women (APT). Women thought-leaders and entrepreneurs from Stanford, Silicon Valley, and Japan came together to discuss innovative ideas for narrowing the gender gap, and cultivated interpersonal support networks and collaboration across the Pacific. The report, which is an outcome of the conference, offers an analysis and discussion of the themes and takeaways from the day.

420. The Impact of Adolescents’ Risky Health Behaviors on Their Later Economic Outcomes

Abstract:
Risky health behaviors such as illicit drug use, smoking, overconsumption of alcohol, violence, and early sexual activity have contemporaneous and intertemporal adverse health and economic outcomes. The health-related and economic costs to individuals and to society overall are particularly pronounced when adolescents are the ones engaging in one or more of such behaviors. This paper uses longitudinal data from the Philippines (from the Cebu Longitudinal Health and Nutrition Survey) to examine the long-term impact of adolescents’ risky behaviors in 2002 (related to sex, tobacco, alcohol, and violence, but not drugs) on their economic outcomes in 2009 (related to participation in the labor force, educational attainment, and family formation). The results reveal that risky behaviors are most likely to affect educational outcomes. Teenagers who smoked at least one cigarette a day were 21% less likely to be in college several years later, and this difference was 17% for those who had an early sexual initiation, and 7% for those who consumed alcohol at least once a week. Labor outcomes were also adversely affected.
