361. Skilled Migration: Boon or Bane? The Role of Policy Intervention

Abstract:
Often highly skilled migration from developing to Western countries is conceptualized as “brain drain” and as detrimental for development. However, recent research and policy development challenges mainstream assumptions of brain drain, insisting that skilled migration is a more complex phenomenon. In this paper, the evidence for the migration of the skilled either to prejudice or to promote development will be examined. The terms “brain drain” and “brain gain” immediately introduce into the debate value judgements, which are either negative, that migration is bad for countries of origin, or positive, that migration is good and can be used to promote development. The evidence for each is conflicting and the adoption of such judgemental terms obscures factual analyses. The paper argues that rather than focussing on the consequences of the migration, policy should focus more on the causes and particularly on training and education policies.

Abstract:
In 2008, Oxfam commissioned the Wilberforce Institute for the Study of Slavery and Emancipation, based at Hull University, to conduct an independent evaluation of the Gangmasters Licensing Authority (GLA). The research team found that the GLA and its licensing regime were considered effective by many labour providers, unions, retailers and representatives of vulnerable workers, for its significant work in improving labour rights standards for workers and creating a more level playing field for employers. However, a significant number of unlicensed gangmasters continue to operate, and exploitation, though reduced, is still reported. Workers' fear of the consequences of blowing the whistle – loss of job, loss of accommodation, violence, and deportation – fundamentally thwarts intelligence-led enforcement. There are clear indications that some gangmasters have switched their operations to sectors beyond the remit of the GLA in which enforcement is scarce. Exploitation is endemic in the sectors of construction, hospitality, and care.

363. Skill Flow: A Fundamental Reconsideration of Skilled-Worker Mobility and Development

Abstract:
Large numbers of doctors, engineers, and other skilled workers from developing countries choose to move to other countries. Do their choices threaten development? The answer appears so obvious that their movement is most commonly known by the pejorative term “brain drain.” This paper reconsiders the question, starting from the most mainstream, explicit definitions of “development.” Under these definitions, it is only possible to advance development by regulating skilled workers' choices if that regulation greatly expands the substantive freedoms of others to meet their basic needs and live the lives they wish. Much existing evidence and some new evidence suggests that regulating skilled-worker mobility itself does little to address the underlying causes of skilled migrants' choices, generally brings few benefits to others, and often brings diverse unintended harm. The paper concludes with examples of effective ways that developing countries can build a skill base for development without regulating human movement. The mental shift required to take these policies seriously would be aided by dropping the sententious term “brain drain” in favor of the neutral, accurate, and concise term “skill flow.”

365. Oil, Labor Markets, and Economic Diversification in the GCC: An Empirical Assessment

Abstract:
In a bid to reduce their dependency on oil and natural gas revenues, GCC governments have recently invested considerable resources to diversify their economies. This paper provides an empirical assessment of economic diversification in the GCC for the period 1980–2005. In particular we assess whether oil and natural gas revenues, government policies and foreign flows of labor have contributed to greater economic diversification, proxied by real growth in non-hydrocarbon GDP per worker. To our knowledge, this is the first paper that analyzes economic diversification in the Gulf using panel data techniques that explicitly treat the GCC as an economic block.

366. The Value of International Education to U.S. Business and Industry Leaders: Key Findings from a Survey of CEOs

Study abroad experience is widely recognized among senior management as having the potential to cultivate valued skills and desirable personal qualities in new recruits. In a recent survey, ninety percent of senior management who reported studying abroad during their own careers also reported a hiring or promotion strategy that actively sought out and rewarded study abroad experience. This suggests that individuals with personal experience studying abroad are more likely to place a higher value on the study abroad experience of a potential employee. However, appreciation of study abroad experience in recruitment is not limited to management with personal study abroad experience: 60 percent of all respondents reported that the hiring and promotion strategy of their companies acknowledge the importance of a study abroad experience.

367. Flexible Employment, Flexible Families, and the Socialization of Reproduction

Abstract:
The progress of markets erodes traditional relations of social solidarity that are essential for the stability and performance of societies. As markets advance, pressures build on the state to replace informal social obligations with formal ones. Regulation may fail, however, which tends to give rise to demands for public services substituting for private reciprocity and compliance with institutionalized normative expectations. As a result, demands on public finances increase. The paper demonstrates this sequence by describing how the pressures and attractions of labor markets undermined the “Fordist family” of the 1960s; how the complex interaction between increasingly more flexible employment and loosening family structures resulted in declining fertility in a variety of modern societies; and how providing for societies' physical reproduction increasingly became a matter of public policy in some countries but not in others. Parallels are drawn to active labor market policy and the recent rescue of the money-making industry by Western governments. Moreover, special attention is paid to differences between countries, especially Sweden on the one hand and the United States on the other, in particular to the conditions under which governments apparently can afford not to heed calls for ever deeper and ever more expensive intervention in social relations. Exploring the increasingly negative relationship between fertility and “familialism,” the paper also shows how advanced commodification of labor and individualization of social life has effectively made it impossible to return to traditional social arrangements, such as the postwar family.

368. Crossing Borders, Changing Landscapes: Land-Use Dynamics in the Golden Triangle

Over the last half-century, public policy has affected land-use practices across the borders linking China, Thailand, and Laos. Political and economic reforms have facilitated labor mobility and a shift in agricultural practices away from staple grains and toward a diverse array of cash crops, rubber being one of the foremost. China has promoted the conversion of forests to rubber agroforestry in southern Yunnan--profitable for farmers, but a concern in terms of biodiversity and long-term viability. In Thailand, the response is at the other end of the spectrum as the government's concerns about land-use practices and watershed management have led to policies that dramatically constrain land-use practices and limit tenure rights. In Laos the future is not yet clear. Government policies provide weak support for both private land ownership and protected areas. In a global environment where national policy has such a dramatic effect on land use and land cover, the factors behind land-use change merit close examination.

Abstract:
This paper looks at the dynamics affecting the external dimensions of the EU's labour immigration policy. It assesses the role and functions of mobility partnerships as a mechanism for governing circular migration schemes that allow the temporary movement of individuals for employment purposes between EU member states and non-EU countries. The paper argues that given the actual origins, rationale, conditional nature and kinds of circular migration policies advocated by these partnerships, they should be considered 'security' partnerships for the participating EU member states and to a limited extent for the non-EU countries. At the same time, they could be regarded as 'insecurity' partnerships for the coherency and legitimacy of the EU's labour immigration policy, as well as the liberty and security of the third-country workers.

370. Institutionalizing Inequality: The Political Origins of Labor Codes in Latin America

Abstract:
When do labor laws protect workers from workplace risks, and when do they serve to institute or insulate the privilege of particular political and economic actors? This paper argues that Latin American labor laws are highly politicized, and have been since their early origins. In the early decades of the twentieth century, the first labor codes were formulated to favor skilled, unionized labor in key economic sectors controlled by business and governmental elites. Non-skilled labor outside of these sectors was largely locked out of the benefits of legislation. Recent efforts at market-oriented reforms, rather than creating a common (albeit weakened) norm for all workers, have only strengthened the privileges given to formal-sector, unionized workers, and widened the gap between these sectors and the unskilled workers in the informal sector. In this paper, I develop a theory of the political dynamics of labor code origins, emphasizing the explanatory role of skilled labor profiles, geographic isolation, and union organization, as well as the concentration of capital and nascent state power in the hands of a limited group of elites. I then illustrate the principal claims of the theory through a historical examination of three cases of labor law formulation: Argentina, Chile, and Peru.
