Abstract:
Children in Latin American (LA) countries were among the most vulnerable groups that suffered from the adjustment policies promoted by the “Washington Consensus” in the 1980s and 1990s. In that context, several organizations started initiatives to ensure and promote resources allocated by public budgets to children and women. This paper describes and analyzes the characteristics and main activities of such initiatives in a dozen LA countries, with in-depth analysis provided for three countries: Argentina, Brazil and Ecuador. A number of lessons are enumerated, which can serve as orientation for other regions, in particular for Africa.

342. The Roots of Global Wage Gaps: Evidence from Randomized Processing of U.S. Visas

Abstract:
This study uses a unique natural experiment to test a simple model of international differences in workers' wages and productivity. Large differences in wages across countries could arise from several sources. These include barriers to trade in outputs, differences in technology, differences in workers, or differences in the other factors of production accessible in different countries. To measure the relative importance of these sources in one setting, this study exploits the randomized processing of U.S. visas for a group of Indian workers who produce software within a single multinational firm. In this setting, international barriers to trade in outputs, barriers to technology transfer, and all observable or unobservable differences between workers are extremely low. The results indicate that location outside of India causes a sixfold increase in the wages of the same worker using the same technology to produce a highly tradable good. Under plausible assumptions about competition in the industry, this suggests that country-of-work by itself is responsible—in this industry—for roughly three-quarters of the gap in productivity between workers in India and workers in the richest countries. These findings have implications for open questions in labor, growth, international, and development economics.

343. The Link Between DDR and SSR in Conflict-Affected Countries

Abstract:
Disarmament, demobilization, and reintegration (DDR) and security sector reform (SSR) processes should be interrelated and mutually reinforcing. As DDR and SSR share the same objective—consolidation of the state's monopoly of force to uphold the rule of law—they succeed or fail together and should be planned, resourced, implemented, and evaluated in a coordinated manner. The natural point of intersection for DDR and SSR is in the reintegration phase, as many ex-combatants find employment in the security apparatus that SSR creates. DDR helps ensure the long-term success of SSR, as it shifts ex-combatants into the new security forces, where they no longer threaten the state's monopoly of force. If done properly, this re enforces the peace settlement by fostering mutual trust between former enemies, encouraging further disarmament and transition into civilian life. SSR helps ensure the long-term success of DDR, as security-sector governance includes ministry programs that provide for the welfare of former combatants. This focus prevents ex-combatants from becoming insurgents or joining criminal gangs. At the same time, effective SSR produces professional security forces that can control spoilers and contain violence. DDR and SSR together promote development by preserving resources and infrastructure, freeing and managing labor, and supporting reconciliation that encourages investment and entrepreneurship. They also promote the interests of women, minorities, and former child soldiers, who should be supported in a consistent manner between the two programs.

Abstract:
Job quality is a multidimensional concept that can be defined using four main dimensions and measured through indicators such as the so-called 'Laeken' indicators. The empirical analysis of job quality in Europe leads to three main types of result. First, it reveals important differences across countries, with four main regimes prevalent in Europe. Second, it supports the hypothesis that a higher level of job quality is associated with better labour market and economic performance. Finally, it emphasises the heterogeneity of quality across social groups, especially according to gender, age, and education.

345. Beyond Flexibility and Security: A composite indicator of flexicurity

Abstract:
'Flexicurity' might be defined as a mix of flexible contractual arrangements, income support measures, active labour market policies and lifelong learning. The successful shift in approach of the Danish and Dutch labour markets from passive to active labour market policies, and to flexicurity, has attracted considerable attention among academics and policy-makers. The objective of this Working Document is to contribute to the debate with the creation of a composite indicator to measure flexicurity, based on the definition provided in the European Commission's Communication on Flexicurity (COM(2007)359). Our indicator confirms that preferences in the balance of flexibility and security are highly heterogeneous among countries; a finding that supports the 'pathway' approach as proposed by the European Commission. A second important conclusion is that the idea of flexibility being in favour of employers and security being in favour of employees needs to be overcome. Flexicurity is 'both for both', although it does not apply uniformly to all age groups but is two and three times greater for older and younger workers respectively.

Abstract:
Jobs and income generation for Afghan people are two key elements to increase development and achieve stability in Afghanistan. With a jobless rate of 40 percent (out of a total labor force estimated at about 15 million people in 2004) and 44 percent of the population below the age of 14, the issue is of paramount importance. Jobs and income generation are also relevant for the international community's efforts to tackle the Taliban insurgency in the near term. Given the widely accepted position that many “rank and file” Taliban fighters are “Taliban for economic reasons” they should be open to reintegration where economic opportunities are created. The upcoming London conference on Afghanistan on January 28 will see Afghanistan's president unveil a plan to offer jobs, education, pensions and land to Taliban fighters who lay down their weapons as part of the reconciliation and reintegration plan.

Abstract:
Conventional trade theory, which combines the Heckscher-Ohlin theory and the Stolper-Samuelson theorem, implies that expanded trade between developed and developing countries will increase wage equality in the former. This theory is widely applied. It serves as the basis for estimating the impact of trade on wages using two-sector simulation models and the net factor content of trade. It leads naturally to the presumption that the rapid growth and declining relative prices of US manufactured imports from developing countries since the 1990s have been a powerful source of increased US wage inequality.

Abstract:
Concerns that growth in developing countries could worsen the US terms of trade and that increased US trade with developing countries will increase US wage inequality both implicitly reflect the assumption that goods produced in the United States and developing countries are close substitutes and that specialization is incomplete. In this paper we show on the contrary that there are distinctive patterns of international specialization and that developed and developing countries export fundamentally different products, especially those classified as high tech. Judged by export shares, the United States and developing countries specialize in quite different product categories that, for the most part, do not overlap. Moreover, even when exports are classified in the same category, there are large and systematic differences in unit values that suggest the products made by developed and developing countries are not very close substitutes—developed country products are far more sophisticated.

Abstract:
The US House of Representatives has just passed the American Jobs and Closing Tax Loopholes Act (HR 4213). This bill will hurt American workers, reduce American exports, and make American companies less competitive in the international marketplace. Since the US Senate has already passed companion legislation, the American Workers, State, and Business Relief Act (S 3336), these ill-considered bills could soon be reconciled in conference and become the law of the land. If so, American firms and workers will pay the price.

These are difficult times. Not only are 10 percent of Americans unemployed but the federal budget is out of whack thanks to the specter of rising entitlement outlays. A natural impulse in difficult times is to protect domestic products and domestic producers. The tone of political economy during the global recession of 2007–09 is no different from that in past recessions—but louder because the economic damage is more severe. Emblematic of this spirit is a proposal to discriminate against foreign-owned insurance companies, using the tax code.
