Abstract:
Arizona's immigration laws have hurt its economy. The 2007 Legal Arizona Workers Act (LAWA) attempts to force unauthorized immigrants out of the workplace with employee regulations and employer sanctions. The 2010 Support Our Law Enforcement and Safe Neigh¬borhoods Act (SB 1070) complements LAWA by granting local police new legal tools to enforce Ari¬zona's immigration laws outside of the workplace.

Abstract:
Section 337 of the Tariff Act of 1930 gives the United States International Trade Commis¬sion (ITC) the power to exclude products from the United States that are imported pursuant to “unfair methods of competition.” The range of potential activities covered by the law is broad, but the most common claim brought before the ITC is patent infringement. In addition to fil¬ing a lawsuit in federal district court, U.S. pat¬ent holders can often use Section 337 to bring a second case over the same subject matter as long as the defendant imports the impugned product from abroad. This tactic has become increasing¬ly popular because the ITC renders its decisions relatively quickly and has the authority to order a very powerful remedy—total exclusion of the product from the U.S. market.

For years the EU has been fostering a common policy to integrate immigrants. Yet, whether its efforts have progressively created something like a homogeneous European model of integration remains an open question. An analysis of the approach to immigrant integration in the EU member states that receive the largest immigration flows, as well as of EU initiatives to promote greater policy harmonization among its member states, shows that partial convergence in national integration strategies is linked more to interstate emulation and parallel path development than to proactive EU legislation on the matter. This trend can be referred to as a process of “informal Europeanization”.

Abstract:
Evidence points to relatively low supply elasticities for workers skilled for research and development (R), which can hamper innovation and growth. Increasing the supply of R skills will expand an economy's innovative capacity. A simultaneous effect of increased education, which is particularly important for small, open economies, is to raise final goods producers' capacity to absorb cross-border knowledge spillovers. In a calibrated endogenous growth model for Norway, we find that increasing the share of highly educated workers has pronounced absorptive capacity effects that partially crowd out R innovation. Both innovative and absorptive capacity expansions contribute to higher growth and welfare.

286. Foreign labour and labour migration in the small GCC states

Abstract:
Although large-scale migration to the Arabian Peninsula is often framed as a new or novel situation, an examination of historical accounts reveals cities, ports and peoples intricately connected with the greater Indian Ocean world for more than a millennium. For much of the past century, however, migration to the region has been organised through the kafala , or sponsorship system, which is almost ubiquitously posited as the causal force behind current labour-related problems. The right to work in the Gulf Co-operation Council (GCC) states has been globally commodified, and low-skilled workers often pay $2,000 or more for the right to work in Arabia for a year or more. Low-skilled workers in the GCC states are best conceptualised as emissaries of a larger household livelihood and investment strategy. Living quarters for such workers in Arabia are often substandard, and the enforcement of existing laws, regulations and policies is often poor to inadequate. Youthful and worldly local populations have a demonstrably different attitude to labour rights and issues than their predecessors and elders, and these growing trends should be broadly supported through policy planning in the region. The enforcement of existing regulations and labour laws should also be supported where possible. Finally, the overall number of international organisations now focused on labour rights in Arabia provides ample opportunity for policy planners to seek collaborative relationships that might strategically yield significant benefits.

Abstract:
Over the past few years Indonesia's political landscape has altered somewhat as a result of the rise of new nationalist NGOs and mass movements, that have called upon the Indonesian government to take a stronger stand when defending Indonesia's national identity and position in ASEAN. Observers of Indonesian politics have asked if this marks the rise of hyper-nationalism in the country, and how this may affect Indonesia's relationship with its ASEAN neighbours. This paper looks at how Indonesia's school textbooks present the other countries and societies of ASEAN to ordinary school children in Indonesia, and looks at how Indonesian identity is framed in relation to the other countries around it. It argues that Indonesian school textbooks do indeed give a rudimentary but objective and correct view of the other countries in ASEAN, and that the rise of nationalism among some groups in Indonesia today cannot be attributed to the education that millions of Indonesian students are given on an annual basis.

Abstract:
The Trans-Pacific Partnership (TPP) is a trade agreement currently under negotiation between nine countries in three continents, including Australia, Brunei, Chile, Malaysia, New Zealand, Peru, Singapore, United States and Vietnam. In late 2011 three additional countries--Japan, Canada and Mexico--announced their intention to join as well. The TPP has always been called a "high quality, 21st century" agreement that covers a range of topics not always found in free trade agreements. This includes not just trade in goods, services and investment, but also intellectual property rights, government procurement, labor, environment, regulations, and small and medium enterprises. This paper traces the complex negotiations and evolution of the talks since the early 2000s to the present.

Abstract:
Women are a key driver of economic growth. In the second half of the 20th century, the entry of women into the workforce helped to propel most of the world's developed economies. In the United States, an expanded pool of workers—from the emergence of the baby-boom generation and the rising number of women in the workplace—added nearly 2 percentage points a year to economic growth. Since 1995, the narrowing gap between male and female employment has accounted for a quarter of Europe's annual GDP growth. Today, women in the developing world are poised to have a similar impact—if they can be properly educated, equipped and empowered.

Abstract:
Utilizing a novel data set on remittance data for India that matches household surveys to administrative bank data, we investigate the differences in self-reported and actual deposits to Non-Resident Indian (NRI) accounts. There is a striking difference between the perceived and actual frequency, as well as the amount of deposits, to NRI accounts. Our results indicate the presence of non-classical measurement error in the reporting of remittances in the form of deposits to NRI accounts. As a consequence, regression analyses using remittances as an explanatory variable may contain large upward biases instead of the usual attenuation of results under classical measurement error. Instrumental variables estimates are no better; the estimated coefficients from these regressions are more than three times the size of the OLS regression results. The results point to the need to more carefully check the accuracy of the international remittance flows. The wide discrepancies in the Indian case could be both because of inaccuracies in the household survey as well as mis-classification of the Balance of Payment data with some fraction of reported remittances being disguised capital flows (and hence likely to be less stable) rather than current account flows for family maintenance.
