731. Drivers of Strategic Contestation in South America

Abstract:
The politics of contestation on the part of secondary regional powers such as Argentina, Chile, Colombia and Venezuela towards Brazil as the regional leader oscillate between competition and cooperation, inasmuch as the South American region has one regional power and is a zone of negative peace without aggressive rivalries. The secondary powers use different tactics, which constitute their respective foreign policy strategies, to soft balance Brazil. These tactics include alliance building, entangling diplomacy, binding, and omni‐enmeshment. This paper identifies, first, the specific drivers of contestation towards Brazil and, second, why the secondary powers' foreign policy strategies vary in how they directly or indirectly contest the rise of Brazil at the regional and international levels. The paper demonstrates that in a regional order such as that of South America, which is characterized by relative stability, domestic drivers of contestation are key to explaining secondary powers' varied strategic responses to the regional power.

Abstract:
Rising powers have attracted tremendous interest in international politics and theory. Yet the ways in which secondary powers strategically respond to regional changes in the distribution of power have been largely neglected. This article seeks to fill this gap by presenting a systematic comparative analysis of the different types of and causes of contestation strategies undertaken by secondary powers. Empirically, it focuses on two contentious regional dyads in East and South Asia, exploring how structural, behavioral, and historical factors shape the way in which Japan and Pakistan respond, respectively, to China's and India's regional power politics. The paper concludes that the explanatory power of these factors depends on the particular context: in the case of Japan, China's militarily assertive regional role has invoked the most significant strategic shifts, while in the case of Pakistani contestation, shifts in polarity have had the largest impact on the strategic approach.

733. Malaysia's U.S. Policy under Najib: Ambivalence No More?

Abstract:
This paper adopts a neoclassical realist perspective to explain Malaysia's evolving policy towards the United States under Prime Minister Najib Tun Razak. It argues that to the extent that there is a “shift” in Malaysia's U.S. policy under the current leadership, the substance and symbolism in Najib's U.S. policy has been driven and limited by the needs of the ruling elite to strike a balance between a variety of structural imperatives and domestic considerations. Structurally, in the face of a fast rising China (with whom Malaysia has come to develop an increasingly productive relation in both economic and diplomatic domains, but with whom it has unresolved territorial issues), the leader of the smaller state is increasingly confronted with the geostrategic need to keep a more balanced relationship with all the major players. This is especially so with the United States, which, under the Obama administration's “pivot” to Asia policy, has demonstrated a renewed and enhanced commitment to engage countries in the Asia-Pacific, including Malaysia. This structural push, however, has been counteracted by the smaller state's desire of not wanting to be entrapped in any big power rivalry, and by its concern about the uncertainties of great power commitments. Domestically, there is a strong economic need to further enhance two-way trade and increase the flow of American capital and technology into Malaysia, deemed vital to Najib's Economic Transformation Program. Perhaps more importantly, there is also a political calculation by the governing elite to capitalize on the increasingly warm and close bilateral ties as a leverage to reduce – if not neutralize – Washington's support for the Anwar Ibrahim-led opposition and civil society movements, which have presented a growing challenge to the ruling BN coalition. This calculation, however, has been counteracted by UMNO's domestic concern of not wanting to appear too closely aligned with America, in order not to alienate the country's Muslim majority voters who have been critical of U.S. policy on the Israeli-Palestinian conflict. These structural and domestic determinants together explain Malaysia's evolving policy toward the superpower under the current leadership.

734. A Good Office? Twenty Years of UN Mediation in Myanmar

Abstract:
The UN Secretary-General's good offices on Myanmar, now in their twentieth year, have been one of the longest such diplomatic efforts in the history of the world organization. The mandate derives from the General Assembly, which since 1993 has been requesting “the assistance of the Secretary-General” in implementing its annual resolutions on the situation of human rights in Myanmar. Since a special rapporteur was already in place at that time, Secretary-General Boutros Boutros-Ghali defined his role as one of “good offices” rather than fact-finding, a decision that has remained unchallenged.1 An informal 1994 framework agreement with the Myanmar government listed three broad categories of subjects for dialogue: (1) return to democracy, including the 1990 election, the National Convention, and the situation of Aung San Suu Kyi and other political leaders; (2) reintegration of the ethnic minorities into the political life of Myanmar; and (3) human rights and humanitarian issues.Yet, in practice, three successive secretaries-general and their special envoys have focused on the first of these, a return to democracy—and in particular, on mediating between the military government and Aung San Suu Kyi, the leader of the democratic opposition.

Abstract:
Between 2000 and 2010, the Gini coefficient declined in 13 of 17 Latin American countries. The decline was statistically significant and robust to changes in the time interval, inequality measures, and data sources. In-depth country studies for Argentina, Brazil, and Mexico suggest two main phenomena underlie this trend: a fall in the premium to skilled labor and more progressive government transfers. The fall in the premium to skills resulted from a combination of supply, demand, and institutional factors. Their relative importance depends on the country.

Abstract:
This paper examines empirically how transparency of the budget process affects fiscal rules and incentives for fiscal gimmickry or creative accounting in the European Union. Using stock-flow adjustment data for EU countries from 1990-2007, we show that pressure from a deficit limit rule as in the Stability and Growth Pact creates incentives for fiscal gimmicks, as does political pressure from the electoral cycle and economic pressure from negative shocks in the business cycle. However, we show that where institutional transparency is higher, these incentives are damped and largely disappear. We infer that fiscal rules do not work well when institutional transparency is low.

737. Does the Sun Shine Really Shine on the Financial Markets?

Abstract:
After a series of papers has provided { partially ambiguous { results on the impact of weather variables on stock (index) returns, this article studies the impact of weather on a wide variety of financial market instruments, namely "risk-free" interest rates, the US corporate bond market, stock returns, stock index returns and the VIX volatility index. First, we construct a model that combines asset pricing and results from psychology to show how weather variables can affect asset prices in different market segments via mood. Second, in our empirical analysis we use several weather variables from the National Climatic Data Center (NCDC) and control variables motivated by economic theory. Applying various econometric techniques and using different market segments (motivated by differences in the risk level and institutional differences) allows to give a more detailed picture on the impact of weather on financial market prices. We demonstrate that on none of the market segments analyzed the weather has any significant impact.

Abstract:
The paper presents an empirical analysis of the innovative activities of business groups in Latin America. It compares the innovativeness of group-affiliated firms (GAFs) and standalone firms (SAFs), and it investigates how country-specific institutional factors – financial, legal, and labor market institutions – affect the group-innovation relationship. The empirical analysis is based on the most recent wave of the World Bank Enterprise Survey (period 2010-2011), and it focuses on a sample of 6500 manufacturing firms across 20 Latin American countries. The econometric results point out two major conclusions. First, GAFs are more innovative than SAFs: we estimate the innovation propensity of GAFs to be 9% higher than that of SAFs. Secondly, across countries, the innovativeness of GAFs is higher for national economies with a better institutional system than for countries with a less efficient institutional set up.

In the past ten years, the long-standing trade relations between the European Union (EU) and the African, Caribbean, and Pacific (ACP) countries have experienced radical transformations. The negotiations of the Economic Partnership Agreements (EPAs) between the EU and seven regional groupings formed by the ACP countries have led to the EU being maneuvered into an unexpectedly weak position. For the first time, European negotiators had to substantially leave their pre-agreed negotiation path and positions due to the immense pressure from ACP countries, regional organizations, and non-state actors – and still have not been able to finalize negotiations that had initially been expected to only take five years until the end of 2007.

Abstract:
The bulk of the world's proven oil reserves are concentrated in places that are hostile to the West, unstable or a combination of the two. Since the US is the world's largest importer of oil, concerns about energy security have long simmered in Washington. On top of this, global oil prices have hit new highs in recent years and remained persistently strong. This adds to anxieties about the security of energy supplies and places a burden on the US economy. Partly as a result of elevated prices, however, something new—and, arguably, revolutionary—has happened.
