1421. The Political Economy of Agricultural Trade Interventions in Africa

Abstract:
This chapter explores the political economy of agricultural trade protection in Sub-Saharan Africa. Figure 1.1 portrays the impact of government intervention in support of agricultural and non-agricultural products by governments 1955-2005 in different regions of the globe. In devising these measures, World Bank researchers calculated for a sample of agricultural and non-agricultural commodities the degree to which government policies – tariffs, subsidies, or currency distortions -- led to a separation of domestic from world market prices. The measures represent un-weighted averages. When greater than 0, they indicate that government policies favor farming; when below, that their policies favor other sectors.

Abstract:
Trade cooperation represents an important element of relations between the Russian Federation and Ukraine. The specificity and significance of this sector results from three different reasons. Firstly, both countries are each other's important, even if not the very top of the list, trade partners. Secondly, trade affairs were on numerous occasions the essence of the disputes between Russia and Ukraine, even if their background was both economic and political. Thirdly, trade relations between both states are of vital importance in the context of Russia's attempts at reunification of the post-Soviet area (CIS, CES) and the World Trade Organization membership aspirations of both Ukraine and Russia.

Abstract:
Under what conditions will a technology leader from a small country acquire a laggard from a large country, and vice versa? We answer this question with a two-firm two-country Cournot model, where firms enter new markets via greenfield FDI or acquisition. The model takes into account both technological and market size asymmetries, and allows for M transaction costs, like corporate finance and legal fees. We show that to be the acquirer, a firm from a small country needs not only a strong technological lead but also the ability to exploit it on a global scale, which requires low international technology transfer costs. Moreover, we find that a multilateral greenfield investment liberalization may actually increase the incentives for foreign acquisitions. The effect of such liberalization on the nationality of the acquirer depends largely on the extent of the technology gap.

Abstract:
We develop and estimate an open economy New Keynesian Phillips curve (NKPC) in which variable demand elasticities give rise to changes in desired markups in response to changes in competitive pressure from abroad. A parametric restriction on our specification yields the standard NKPC, in which the elasticity is constant, and there is no role for foreign competition to influence domestic inflation. By comparing the unrestricted and restricted specifications, we provide evidence that foreign competition plays an important role in accounting for the behavior of inflation in the traded goods sector. Our estimates suggest that foreign competition has lowered domestic goods inflation about 1 percentage point over the 2000-2006 period. Our results also provide evidence against demand curves with a constant elasticity in the context of models of monopolistic competition.

1426. Measuring U.S. International Relative Prices: A WARP View of the World

Abstract:
In this paper we construct a new measure of U.S. prices relative to those of its trading partners and use it to reexamine the behavior of U.S. net exports. Our measure differs from existing measures of the dollar's real effective exchange rate (REER) in that it explicitly incorporates both the difference in price levels between the United States and developing economies and the growing importance of these developing economies in world trade. Unlike existing REERs, our measure shows that relative U.S. prices have increased significantly over the past 15 years. In terms of simple correlations, the relationship between our measure of relative prices and U.S. net exports is much more coherent than that between existing REERs and net exports. To explore this relationship further, we use our measure to construct an index of foreign prices relevant for U.S. export volumes and reexamine several export equations. We find that export equations with the new index dominate those with previous measures in terms of in-sample fit, outof- sample fit, and parameter constancy. In addition, we find that with the new index of foreign prices the estimated elasticity of U.S. exports with respect to foreign income is a good bit higher than the unitary elasticity found in previous studies using other price measures. This has implications for U.S. current account adjustment.

Abstract:
A fundamental shift is taking place in the world economy to which the multilateral trading system has failed to adapt. The Doha process focused on issues of limited significance while the burning issues of the day were not even on the negotiating agenda. The paper advances five propositions: (1) the traditional negotiating dynamic, driven by private-sector interests largely in the rich countries, is running out of steam; (2) the world economy is moving broadly from conditions of relative abundance to relative scarcity, and so economic security has become a paramount concern for consumers, workers, and ordinary citizens; (3) international economic integration can contribute to enhanced security; (4) addressing these new concerns-relating to food, energy, and economic security-requires a wider agenda of multilateral cooperation, involving not just the World Trade Organization but other multilateral institutions as well; and (5) despite shifts in economic power across countries, the commonality of interests and scope for give-and-take on these new issues make multilateral cooperation worth attempting.

Abstract:
The news from Geneva of the breakdown of the Doha Round after seven years of effort has generated a great deal of pessimism about the future of multilateral trade agreements. America's troubles with the World Trade Organization (WTO) are of course only the beginning. There are also domestic problems when it comes to trade policy, an issue that ties together America's economic prosperity and its global political influence. Recent public opinion polls in the United States reveal increased skepticism about the benefits of globalization and diminished support for free trade policies. The post–World War II bipartisan consensus in favor of open trade has broken up, leading to gr eater resistance to new trade agreements in Congress, as reflected in the House's recent decision to postpone consideration of the Colombia free trade agreement (FTA). Despite efforts in the Doha Round to limit agricultural subsidies, Congress recently showered domestic farmers with more cash in the recently passed Farm Bill, even at a time when commodity prices are soaring.

Consumer trust of food producers and the governments that regulate them is in notable decline throughout the world, due to frequent and recurring instances of food contamination. Yet consumer trust is pivotal in order to sustain the increasingly globalized nature of food production, processing, and distribution in the international trading relations of states. With an increasing population, rapid urbanization and rise of the middle class, the demand for processed food is increasing significantly, and thus presents inherent risks for food safety and sustainability. The challenge of ensuring effective global food safety standards is inexorably linked to the progressive trade liberalization agenda of the World Trade Organization (WTO). In a globalized world, food-borne outbreaks, like air-borne infectious diseases, disregard the geopolitical boundaries of sovereign states. Food products grown in one part of the world, because of advancements in food production trends and burgeoning international trade between states, are now easily transported to other regions of the world. International trade norms and policies often focus predominantly on traded goods and services, especially “Northern” access to “Southern” markets. Founded on the free trade agenda of market access, and driven by the principles of “National Treatment” and “Most Favoured Nation”, the international trading system—with nation-states as the dominant actors—is asymmetrical in nature. Very often, the international trading system does not effectively address the many fundamental and pressing issues related to environmental degradation, pesticide use and chemical dependency common in modern agricultural practices.
