Abstract:
The IMF's major shareholders have shown little willingness to provide new funds to Argentina. In deferring further assistance, the United States and other G7 shareholders have set limits on the international financial community's role in resolving a major emerging market financial crisis. The slowing global economy could provide an early test of these limits as it exposes weaknesses in other emerging markets — particularly those with larger geopolitical profiles than Argentina. Argentina's predicament highlights the Fund's paradox in wanting, on the one hand, to facilitate orderly resolution of crises (and prevent calamitous social impacts) and, on the other hand, to encourage markets to appropriately price risk by proving that non-optimal outcomes are possible. The risk of such outcomes is the basis upon which investors demand higher premiums from emerging market borrowers.

Abstract:
This piece examines the prospects for the WTO Fourth Ministerial Conference in Doha beginning November 9. The central issue for the Qatar meeting is whether WTO members can agree to launch new negotiations, and in so doing restore confidence in the WTO itself. In the background are the September 11 terrorist attacks and the worsening global economic outlook, all of which simultaneously raise the stakes at the meeting and improve prospects for success. The outlook for the Qatar summit has improved, and agreement by WTO members in favour of wide-ranging trade negotiations is now on balance the most likely outcome. However, failure remains a real possibility, unless members can resolve remaining differences on agriculture, implementation of WTO agreements, environmental goals, US anti-dumping practices and pharmaceutical patents.

673. International — OPEC Quandary

Abstract:
OPEC President Chakib Kelil yesterday expressed confidence that the cartel can bring prices back to 25 dollars per barrel through production cuts implemented from January 1. Kelil's remarks follow a recent meeting of OPEC and non-OPEC oil producers to secure non-OPEC support for a production cut at OPEC's November 14 meeting. The moves take place against a backdrop of falling oil prices and an outlook for even lower prices as global economic growth deteriorates and oil producers fail to implement earlier output cut decisions. Significant uncertainties cloud the oil market and make micro-management extremely difficult. OPEC's apparent failure to secure non-OPEC cooperation for production cuts undermines market credibility for OPEC cuts at its November meeting. Unless the cartel can develop a plausible response, there is a real possibility that it will face an oil price collapse reminiscent of 1997-99.

Abstract:
Rarely does a new technology emerge that galvanizes a dramatic rethinking of the nature of commerce. The Internet is such a technology. At this early stage, it is difficult to appreciate fully the importance of the Internet, but some speculate it might be as momentous as the arrival of the telegraph (Cohen et al. 2000; Standage 1999). Radically new communication technologies such as the Internet have multiple applications and often become ubiquitous. As such, the adoption, diffusion, and development of this new technology provide an especially penetrating view of how different national innovation systems have responded to and shaped the commercial possibilities inherent in the Internet. Of course, such an assessment for an economy as large as that of the U. S. is difficult. It is further complicated by the peculiar way in which communications technologies permeate and facilitate connections and relationships. Often the action of such technologies is imperceptible to most of the actors involved and even to aggregate statistics; e. g., better information transfer between customers and suppliers is not manifested in the finished good, though it is embodied in the good in terms of lower cost and/ or higher quality. Given the diffuse nature and the speed of the Internet's evolution, any analysis can only be tentative.

The Internet is by all accounts one of the most important innovations of the late twentieth century. As yet the Internet's impact on the economies of developed countries is not obvious, and the economic implications for developing countries are even more unclear. Already much has been written about a supposed "digital divide" within nations and between nations, but no one has a clear understanding of the exact dimensions or implications of this divide. This paper does not take any position on whether Mexico is suffering from a digital divide or is likely to do so in the future; rather, it focuses on the recent rise of Internet sites and e-commerce in Mexico.

In the last decade, one of the most admired institutions among industrialists and economic policy makers around the world has been the U. S. venture capital industry. A recent OECD (2000) report identified venture capital as a critical component for the success of entrepreneurial high-technology firms and recommended that all nations consider strategies for encouraging the availability of venture capital. With such admiration and encouragement from prestigious international organizations has come various attempts to create an indigenous venture capital industry. This article examines the efforts to create a venture capital industry in India.

Abstract:
This article focuses on the construction of Europe at the turn of the millennium. Unlike most approaches to this issue that tend to focus analysis on debate in Brussels, the most powerful member states, or on the various IGCs, this paper looks at this question through the lens of the discourses surrounding a regional initiative. The initiative in question is that of the Northern Dimension with the argument being that it is on the EU's borders and in the regional peripheries that the debates constructing the EU can be most clearly identified. In this respect the article contributes to a growing constructivist/poststructuralist literature that places boundary producing practices at the heart of the constitution of subjectivity.

Major developments in European politics are related to two simultaneous processes: the process of globalisation and the process of Europeanisation. As Helen Wallace has recently remarked: “For too long the debates on globalisation and on Europeanisation have been conducted in separate compartments and in different terms” (Wallace, 2000, 369). The purpose of this paper is to support the effort in bringing the two debates together. The paper will discuss the two processes, discuss how they interlink, and have a special focus on possible strategies and dilemmas of individual states that are confronted with both processes.
