161. Risks of Intelligence Pathologies in South Korea

Abstract:
A failure of intelligence on the Korean peninsula-the site of the world's highest concentration of military personnel with a history of fraught, sometimes violent, sabre-rattling-could have catastrophic consequences. Yet the South Korean intelligence community has revealed its susceptibility to three types of pathologies-intelligence failure, the politicisation of intelligence, and intervention in domestic politics by intelligence agencies-which bring into stark relief the potential for grievous miscalculation and policy distortions when addressing the threat from North Korea. Moves by intelligence agencies to recover or bolster their reputations by compromising sensitive information have compounded the problem. Efforts are needed to reform the South's intelligence capacities, principally by depoliticising its agencies and ensuring adequate legislative and judicial oversight. Lawmakers and bureaucrats also need to fulfil their responsibilities to protect classified information and refrain from leaking sensitive intelligence for short-term personal political gains.

Abstract:
This study surveys the Turkish intelligence community’s (non-) sharing intelligence behavior. The factors affecting failures to share intelligence and how to increase intelligence sharing practices are examined based on the views of Turkish intelligence insiders. These insiders’ views reveal that the complexity of bureaucratic structures, lack of trust, compartmentalization, power, egoism, fear, informal groupings, lack of reciprocity and lack of feedback are the causes for non-sharing of intelligence. Policy solutions for shifting from non-sharing towards intelligence sharing behaviors is discussed in a new framework including respective government willingness, enhancing capacity of intelligence collection, building intelligence aquariums, creating rules for establishing new intelligence sharing, opening up new communication channels, training, and support for sharing culture. This framework argues that policy change should start first at the agency level, then at the community level and finally at the international level.

Abstract:
At present, the defense policy landscape is replete with arguments, many of which are ultimately based in the lack of a common vision among both elites and within the broader population about the role of the U.S. military in the future. Cyber operations are one element of these debates, although much of the discussion has centered around how best to defend against a growing cyber threat, the role of the Defense Department in that defense, and tensions between civil liberties and security interests. Occasionally, greater attention is paid to questions about the U.S. use of cyber offensively, which brings with it questions of precedent, deterrence, international norms, and a host of other challenges. But it is also apparent that U.S. leaders have already approved the use of offensive cyber capabilities, though under tight restrictions. While not ignoring this larger context, the specific question this report examines is whether the Defense Department should make a more deliberate effort to explore the potential of offensive cyber tools at levels below that of a combatant command.

Analysts at Stanford University's Center for International Security and Cooperation (CISAC) http://cisac.stanford.edu/ together with colleagues at the James Martin Center for Nonproliferation Studies , Monterey Institute of International Studies (MIIS) , are playing a leading role in deriving new, timely , and value-added information of global security and earth science relevance from a variety of open-source geospatial tools that include digital virtual globes like Google Earth together with satellite imagery available from commercial vendors via the internet Cloud . This article provides some discovery exemplars, by CISAC researchers and others, which have only quite recently become possible through the use of such tools.

Abstract:
Since 2010, digital direct action, including leaks, hacking and mass protest, has become a regular feature of political life on the Internet. The source, strengths and weakness of this activity are considered in this paper through an in-depth analysis of Anonymous, the protest ensemble that has been adept at magnifying issues, boosting existing — usually oppositional — movements and converting amorphous discontent into a tangible form. This paper, the third in the Internet Governance Paper Series, examines the intersecting elements that contribute to Anonymous' contemporary geopolitical power: its ability to land media attention, its bold and recognizable aesthetics, its participatory openness, the misinformation that surrounds it and, in particular, its unpredictability. Anonymous signals the growing importance of what I call “weapons of the geek,” a modality of politics exercised by a class of privileged and visible actors who are often at the centre of economic life. Among geeks and hackers, political activities are rooted in concrete experiences of their craft — administering a server or editing videos — skills channelled toward bolstering civil liberties, such as privacy.

The emergence of unmanned vehicles has dramatically reshaped intelligence and warfare over the past two decades. This is particularly clear in the air domain where the so-called drones have come to prominence as major force multipliers: at relatively affordable costs, they can deliver powerful surveillance capabilities, thus enhancing military planners' and political decision-makers' situation awareness and intelligence, as well as reducing troops' presence on the ground for both combat and non-combat missions. Moreover, over the next few decades, combat drones will reshape – if not completely revolutionise – air warfare thanks to superior aerodynamic, ground-attack and swarming capabilities, whatever one may think about their ethical implications.

The Putin regime seems to have chosen to publicly expose Ryan Fogle not simply as a “tit-for-tat” for the embarrassing release of footage by the FBI of the meetings of “illegals” detained in the U.S. (2010) with Russian diplomats, but to gesture toward domestic audiences and to humiliate the U.S. in order to weaken its position in mutual negotiations, knowing that Washington may not be in the position to retaliate.

Abstract:
Since the beginning of the conflict, Syria has been the playground for several actors, such as Qatar, Saudi Arabia or Iran, defending their domestic interests or fighting for regional influence. The conflict entered a new phase in June 2013 with the direct involvement of Hezbollah, which sent troops to help al-Assad's regime fighting the armed insurrection. This event has had significant repercussions not only for the Syrian conflict itself but also for Lebanon. The aim of this paper is to shed light on the reasons that have led Hezbollah to engage openly in the Syrian conflict and what the consequences of such a decision could be, both for the country's and the party's future. The author argues that the party's involvement in the conflict is primarily a primordial necessity as the current Syrian regime is one of Hezbollah's strongest allies in the region without being a vital one. Thus the loss of the Syrian regime has the potential to pose new difficulties to the movement but would not necessarily imply its destruction.

Since the idea of a worldwide network was introduced in the early 1980s, the Internet has grown into a massive global system that connects over a third of the world's population, roughly 2.5 billion people. The Internet facilitates communication, commerce, trade, culture, research, and social and family connections and is now an integral part of modern life. Another 2.5 billion individuals are expected to get online by the end of this decade, mainly in the developing world, and further billions of devices and machines will be used. This enlargement to the rest of the globe could bring enormous economic, social, and political benefits to the United States and the world. New technologies could reshape approaches to disaster relief, diplomacy, conflict prevention, education, science, and cultural production.
