21. The Rise of Global Innovation by US Multinationals Poses Risks and Opportunities

Abstract:
For decades, US multinational corporations (MNCs) conducted nearly all their research and development (R&D) within the United States. Their focus on R&D at home helped establish the United States as the unrivaled leader of innovation and technology advances in the world economy. Since the late 1990s, however, the amount of R&D conducted overseas by US MNCs has grown nearly fourfold and its geographic distribution has expanded from a few advanced industrial countries to many parts of the developing world, creating an innovation system that spans the globe. Like many aspects of globalization, including the offshoring of manufacturing over recent decades, the globalization of R&D raises concerns about US competitiveness and loss of technological leadership. At the same time, the spreading geographic location of innovation presents opportunities for US-based companies if the right policies are adopted to seize them. The research presented in this Policy Brief demonstrates that US innovators continue to remain involved in important ways in US MNCs' global R&D activities, and fears of a hollowing out of US capacity to innovate—based probably on previous fears about the hollowing out of US-based manufacturing—may be overstated. Indeed, the large and growing pool of highly educated scientists and engineers in the developing world could increase the rate of global productivity growth, to the advantage of US-based companies and the world in general. The authors conclude that a productive way to capitalize on the globalization of MNC R&D is not to oppose it but to combine emerging-market talent with MNC experience so that innovation can flourish to improve global living standards and fuel economic progress.

22. EuroPACE Market Analysis

Abstract:
EuroPACE is an innovative tool designed to make home renovation simple, affordable and reliable for all Europeans by combining affordable financing with people-centric technical assistance. EuroPACE offers 100% up-front financing that can be repaid over a long term of up to 25 years. The innovation lies in the collection and repayment mechanism – financing is attached to the property and is repaid regularly with charges linked to a property. Homeowners are offered logistical and technical support throughout the process and access to trained and qualified con-tractors. Thus, EuroPACE overcomes the main barriers to home renovation – lack of financing, technical knowledge and complexity of the works. The concept of EuroPACE is inspired by the success of a financing model called Property Assessed Clean Energy (PACE), launched in California in 2008. In the United States (US), the PACE market reached over USD 6 billion in funded projects, including the retrofit of over 220,000 homes, which resulted in more than 50,000 new local jobs and the creation of hundreds new companies.EuroPACE combines the best practices from the US PACE market with project partners’ substantial experience in improving energy efficiency in European buildings. EuroPACE is a three-year project that intends to assess market readiness, deploy a pilot programme in Spain and scale across Europe to four leader cities. A two-phase research (firstly – legal & fiscal readiness, and secondly – market demand) has been carried to assess the overall readiness for adaptation of this model across the European Union (EU). This document is the second phase of the EuroPACE readiness assessment developed to identify European countries most suited for EuroPACE implementation. It complements the legal and fiscal assessment by focusing on the “demand dimension” by analysing local needs for energy efficiency (EE) and renewable energy sources (RES) in residential building renovation of seven selected countries. Based on the results of legal and fiscal analysis of the EU28 MS, in October 2018 the Steering Committee Group of the EuroPACE Horizon2020 (H2020) project chose seven countries: Austria, Belgium, the Netherlands, Italy, Poland, Portugal, and Romania, for the second phase of evaluation. These countries were selected based on the scoring outlined in D2.1 and two additional considerations developed by the Steering Committee Group. First, a diverse geo-graphical distribution of the countries was an important element for the selection of these seven countries. Secondly, the knowledge and expertise of the Steering Committee Group about the national potential market opportunity was taken into consideration during the selection process. While in Austria a similar mechanism has already been tested but was unsuccessful, the country still has been chosen for further analysis. In Belgium, despite being a federal state, there is a strong local and regional interest in new financial mechanisms designed to upscale residential retrofits across the country. In the Netherlands, asset-based financial instruments are currently being discussed at the national level, which opens a window of opportunity for EuroPACE to be tested in the country. As for Italy, although the property-taxation system is far from stable, potential synergies with successful programmes like Ecobonus or Sismabonus should be explored. In Poland, nearly 70% of the 6-million residential buildings need significant energy efficiency overhaul; these buildings contribute to some of the worst air quality across the EU leading to approximately 47 thousand premature deaths annually. Portugal, given its Mediterranean climate, proves a great potential not only for EE, but also prosumer RES development, given that current incentives are far from sufficient. Romania has been chosen mainly because of its highest home-ownership rate across the EU and the most institutionalised property-related taxation, possibly setting a stable base for EuroPACE being collected alongside existing charges.

23. EU28 legal and fiscal readiness for the adoption of an on-tax financing mechanism - EuroPACE

Abstract:
EuroPACE is an innovative financial mechanism inspired by an American building improvement initiative called Property Assessed Clean Energy (PACE). The innovative character of the EuroPACE mechanism is that financing through EuroPACE is linked to the taxes paid on a property. In other words, the financing lent by a private investor is repaid through property taxes and other charges related to the buildings. EuroPACE is therefore in line with the EC’s objectives of (1) putting EE first, (2) contributing to the EU’s global leadership, and (3) empowering consumers to enable MS to reach their energy and climate targets for 2030. Last but not least, EuroPACE could contribute to the democratisation of the energy supply by offering cash-flow positive, decentralised EE solutions. The EuroPACE mechanism engages several stakeholders in the process: local government, investors, equipment installers, and homeowners. To establish the EuroPACE programme, several conditions must be satisfied, each of which are relevant for different stakeholder at different stages of the implementation. For the purpose of this report, we divided these criteria into two categories: key criteria, which make the implementation possible, and complementary criteria, which make the implementation easier. For the time being, it is a pure hypothesis to be tested with potential EuroPACE implementation. One ought to remember that residential on-tax financing is a concept in its infancy in the EU. Therefore, the methodology to evaluate the readiness of a country to implement on-tax financing is complex and consists of six stages:Identification of fiscal and regulatory conditions; Data collection; Weighting; Grading; Country SWOT analysis; Qualitative assessment.

24. Bridging the divide: new evidence about firms and digitalisation

Using new evidence on the digitalisation activities of firms in the European Union and the United States, we document a trend towards digital polarisation based on firms’ use of the latest digital technologies and their plans for future investment in digitalisation. A substantial share of firms are not implementing any state-of-the-art digital technologies and do not have plans to invest in digitalisation. However, there is also a substantial share of firms that are already partially or even fully implementing state-of-the-art digital technologies in their businesses and that plan to further increase their digitalisation investments. Small Manufacturing firms and old small firms in services are significantly more likely to be and remain non-active in terms of digitalisation. Our results do not provide any evidence that EU firms are more likely than their US counterparts to be stuck on the wrong side of the digitalisation divide. Taking into account firm size and firm age, there are no significant differences between the EU and the US in terms of having more or fewer persistently non-digital firms. As persistently digitally-inactive firms are also less likely to be innovative, to add employees or to command higher mark-ups, it is important for policymaking to remove barriers that trap these firms in persistent digital inactivity. Lack of access to finance is a major barrier for EU firms compared to their US counterparts, particularly for the EU’s persistently non-digital firms, and especially for older, smaller companies in services. Improving their access to finance might therefore go a long way towards addressing the corporate digitalisation divide in the EU.

25. Aviation cybersecurity: Scoping the challenge

In the past decade, the aviation industry has reaped the benefits of digitization. With the aircraft efficiency gains and enhancements to the passenger experience catalyzed by new technologies, we have to acknowledge the corresponding new risks, including social and technical vulnerabilities never before addressed. In 2017, the Atlantic Council released its ground-breaking report, Aviation Cybersecurity—Finding Lift, Minimizing Drag. The report raised awareness on the state of cybersecurity in the aviation industry, sparking public dialogue on the intersection of cybersecurity and aviation. This created a foundation for the aviation community to convene around protecting the traveling public. Since then, it has become evident that anticipating, identifying, and mitigating cyberspace vulnerabilities in aviation will require the buy-in of all stakeholders in this ecosystem. Two years on, Thales is honored to continue its support for the Atlantic Council and this crucial initiative that aims to map perspectives on cybersecurity across this diverse industry and highlight the growing need for collaboration across stakeholders. Ultimately, there is no silver bullet for aviation cybersecurity, and confronting cyber risk in aviation will require a global approach, working across safety, security, cybersecurity, and enterprise IT. This report and the accompanying global survey developed by the Atlantic Council will increase our holistic understanding of aviation cyber risk and drive meaningful engagement across the aviation community. This effort to broaden the community of stakeholders examining cybersecurity in aviation will increase our collective security, safety, and resilience. When it comes to the trust of travelers, we are all only as strong as those most vulnerable among us. It is only through mutual understanding and collaboration that we can continue to challenge one another, grow, and improve. I applaud the Atlantic Council for embracing this topic and am proud Thales has the chance to support this work.

26. Towards a Commonwealth law enforcement innovation framework

In March 2019, ASPI, with the sponsorship of Oracle, coordinated the ASPI–Oracle Innovation Framework Workshop. The workshop brought together subject-matter experts from federal law enforcement agencies, academia and the private sector to explore the feasibility of a Commonwealth law enforcement innovation framework (CLEIF). This followed a 2018 research project that explored the current state of innovation in law enforcement.1 That research was based on a case study of innovation in Australia’s federal anti-money-laundering (AML) provisions. The research project was underpinned by three key questions: How can technology enhance the identification of money-laundering offences? How can law enforcement bring together technology and policy to ensure more agile AML decision-making? How can law enforcement agencies gain faster access to new AML technologies and capabilities? The research resulted in the publication of a Special Report, titled ‘I can see clearly now!’, which provided specific analysis of the key factors that support and restrict technological innovation in federal law enforcement AML efforts.2 The report’s central argument was that the current ecosystem for technological innovation in AML needs to be enhanced to engage with the dual challenge of disruptive technology and the integration of pockets of AML excellence into a holistic whole-of-government program. While the research was focused on technology and AML, it has broader application to law enforcement technological innovation. The research found little evidence that the organisational frameworks for enterprise or portfolio technological innovation in federal law enforcement are fully developed.3 The March 2019 workshop explored innovation themes in government and the corporate sector that had relevance to law enforcement. The results provide further input to policymakers as they formulate future directions for the agencies and their capabilities.

Dynamic capitalist economies are characterised by relentless innovation and novelty and hence exhibit an indeterminacy that cannot be reduced to measurable risk. How then do economic actors form expectations and decide how to act despite this uncertainty? This pa­ per focuses on the role played by imaginaries, narratives, and calculative technologies, and argues that the market impact of shared calculation devices, social narratives, and contin­ gent imaginaries underlines the rationale for a new form of ‘narrative economics’ and a the­ ory of fictional (rather than rational) expectations. When expectations cannot be anchored in objective probability functions, the future belongs to those with the market, political, or rhetorical power to make their models or stories count. The paper also explores the dangers of analytical monocultures and the discourse of best practice in conditions of uncertainty, and considers the link between uncertainty and some aspects of populism.

Cities are the world economy’s innovation hubs; with their dense concentrations of people, firms, talent, and other resources, they are the engines of economic growth and prosperity. Unfortunately, cities are also the home to severe economic inequality. As cities get larger, they tend to become more unequal; in all countries except for Canada, all metros with more than 500,000 people had levels of inequality well above the national average. Left unchecked, these growth patterns will deepen the global economic divide and could threaten the stability and vitality of both cities and nations. Can cities resolve these apparent (and seemingly fundamental) tensions between growth and inclusion?

29. Driving Growth and Innovation in the Food Industry: Lessons from the Automobile Industry’s CAFE Standards

Poor dietary patterns are the leading cause of noncommunicable disease in the U.S., and they are creating a significant burden on the economy and on quality of life. Diet-related disease is having a large impact on health outcomes among children and adults, leading to increasing healthcare costs, which has led to a focus on regulatory measures to curb the rising tide. Regulation has largely focused on the U.S. food system, as it provides low-cost, calorie-dense foods, which have been linked to a substantial increase in calories in the food supply and excessive calorie consumption. Substandard eating habits are linked to a number of health conditions, such as diabetes and obesity. Diabetes rates in the U.S. have more than tripled since 1970, and nearly 40 percent of adults are categorized as having obesity. The cost to the healthcare system is significant, and a myriad of health issues are linked to its pervasive spread in the country. Particularly concerning are increasing obesity rates among children, amidst continued public health interventions at the local, state, and national levels. Public health officials continue to advocate for additional regulation to shift dietary patterns. Policy efforts have ranged from voluntary commitments by the food industry to government-driven regulations such as taxes on sugar-sweetened beverages and package-labeling provisions. Most of the government regulatory approaches to date have been piecemeal, typically led by local government bodies and focusing on a specific type of food or beverage for taxation, or tending to address a particular component, such as food package labeling. For example, Berkeley, CA passed a sugar-sweetened beverage tax in 2014, and the FDA has mandated changes to food labels to increase transparency about calories and added sugars. This paper seeks to open the discussion on a broader policy approach to reduce excessive consumption of calories, sugars, saturated fats, and sodium, which are linked to conditions such as diabetes, obesity, cardiovascular disease, and certain cancers. It will do this by exploring Corporate Average Fuel Economy (CAFE) standards, an automobile industry “cap and trade” regulatory model.

30. Financing social investment for an economy of well-being: Moving from good practices to a paradigm shift

Growing socio-economic disparities in the EU, both within and between member states, pose a serious threat to the Union’s social model, political viability, and its economic strength. In the absence of adequate levels of public investment, and with the added pressures of an ageing population and societal changes, Claire Dhéret and Marta Pilati make the case for a paradigm shift in the financing of social investment. The latter is based on the idea that investing in human and social capital enhances individuals’ capabilities and enables them to successfully participate in society and the economy, resulting in a more skilled, resilient and healthy workforce. But where will the money come from? In this Policy Brief, Dhéret and Pilati investigate the unlocked potential of EU financial instruments in fostering social investment, and the unique opportunity provided by the next Multiannual Financial Framework (2021-2027) and the InvestEU programme. Although the Commission’s efforts have been commendable so far, they argue for additional EU measures to ensure the creation of a genuine market for the social economy, which will not only help re-invigorate Europe’s social model but also make it a global champion for an ‘economy of well-being’. The EU can do this by: (1) ensuring that financial regulation is not an obstacle to social investment; (2) supporting social innovation throughout the entire social policy production chain; and (3) integrating national social investment strategies into the larger European policy framework.
