Abstract:
If the U.S. Congress and executive branch agencies formulated coherent policies, then here is what our immigration system would look like: highly skilled foreign nationals could be hired quickly and gain permanent residence, employers could hire foreign workers to fill niches in lower-skilled jobs, foreign entrepreneurs could easily start businesses in the United States, and close relatives of American citizens could immigrate in a short period of time. If all those things were true, then we wouldn't be talking about America's immigration system.

Abstract:
For the past two decades the United States, a country with a strong tradition of limited government, has been pursuing a widely popular initiative that requires one of the most ambitious expansions of government power in modern history: securing the nation's borders against illegal immigration. Congress and successive administrations— both Democratic and Republican—have increased the size of the Border Patrol from fewer than 3,000 agents to more than 21,000, built nearly 700 miles of fencing along the southern border with Mexico, and deployed pilotless drones, sensor cameras, and other expensive technologies aimed at preventing illegal crossings at the land borders. The government has overhauled the visa system to require interviews for all new visa applicants and instituted extensive background checks for many of those wishing to come to the United States to study, travel, visit family, or do business. It now requires secure documents—a passport or the equivalent—for all travel to and from the United States by citizens and noncitizens. And border officers take fingerprints and run other screening measures on all travelers coming to this country by air in order to identify criminals, terrorists, or others deemed to pose a threat to the United States.

Successful “internal enforcement” of immigration law requires having a national identity system. If expanded, “E-Verify,” the muchdebated effort to control illegal immigration through access to employment, will become such a system, and it could easily be converted to controlling many dimensions of Americans' lives from Washington, D.C.

The U.S. government has attempted for more than two decades to put a stop to unauthorized immigration from and through Mexico by implementing "enforcement-only" measures along the U.S.-Mexico border and at work sites across the country. These measures have failed to end unauthorized immigration and have placed downward pressure on wages in a broad swath of industries.

Abstract:
On most issues of public policy one can predict the position that individuals will take based on their ideological orientation. Immigration policy, however, is one topic where ideological perspective is historically useless in predicting individual positions. The decision of whether or not to liberalize immigration policy or to place greater restrictions on it is something that creates a divide not only between political parties but also within the parties themselves. Peter Brimelow (1999) is one prominent voice from the right who believes that the current immigration policies not only second-guess the American people but threaten the American nation. Brimelow is a strong supporter of placing restrictions on immigration at levels that are much lower than those that currently exist. A similar position is taken by the libertarian political philosopher Hans-Hermann Hoppe. Specifically, Hoppe (1998) argues that the United States will continue to suffer until policies are implemented that subject all migration to the condition of legally binding contractual invitations between the private domestic persons and the arriving immigrants.

Migration has become business, big business. Over the last few decades a host of new opportunities have emerged that capitalise on migrants' desire to move as well as on governments' attempts to manage migratory flows. Across the globe we are witnessing a wide assembly of actors whose existence depends on money paid either to facilitate or to constrain migration mobility – specialised transportation companies, visa facilitation agencies, labour recruiters, security contractors, human smugglers and NGOs. The businesses involved in this migration industry range from small migrant entrepreneurs using their own experience to assist others making the journey, to big multinational companies who compete in the booming market of government contracts to carry out migration management. The commercialisation of international migration is evident at every step of the migratory process and takes place in virtually every country of emigration, transit and immigration. As such, the migration industry is not only an important phenomenon in and of itself, it also fundamentally impacts migratory flows and governments' attempts to manage or regulate migration.

197. Chinese in Georgia

Abstract:
In the two decades after independence, Georgia's open economy and lax immigration policies have engendered, for the first time, immigration from far outside of the region. On the streets of Tbilisi, the most conspicuous of these migrants are from India, China, and the countries of Africa. Of those from India, a substantial number are students of medicine, or enrolled in other professional courses. Africans in Georgia are mostly driven by work opportunity with a few students in higher education institutions. Chinese immigrants, on the other hand, are almost entirely driven by economic opportunities. A modern Chinese presence in Georgia began in the 1990s with the beginning of Chinese state-owned investment ventures in the region, as well as a burgeoning restaurant scene. In 2000s, this expanded to encompass a trickle and then an influx of Chinese migrant shop owners and market vendors. The third wave of migration occurred in 2010 as a result of contract construction workers. As of today, there are around 1,000 Chinese now divided into five groups: specialists, businessmen, shopkeepers, contract workers, and those in the restaurant and catering sector. This paper will focus on the history of Chinese migrants in Georgia, driving causes, their level of integration (or lack thereof), vulnerabilities, and their status in Georgian society. It will also cover increasingly large-scale economic ventures in the country, the status of Chinese as a foreign language in Georgia, and the role of the PRC Embassy in the Chinese community.

This version of the glorious sonnet composed by Emma Lazarus in 1883, and later engraved on a bronze plaque installed on the Statue of Liberty, calling the world's huddled masses to our shores, captures what it means these days to be a safe haven. Just as America proved to be such a safe haven for immigrants in the latter 19th and early 20th centuries, it is now seen as a safe haven for wealth attempting to escape Europe's tax collectors and financial chaos and recession in Europe, and for foreign central banks newly enamored of the dollar.

199. Learn by Doing: Expanding International Internships/Work Abroad Opportunities for U.S. STEM Students

Technological innovation is a driving force in every national economy worldwide, including the United States. The U.S. economy requires innovative programs to educate, develop, and train the next generation of globally competent scientists and engineers. Recent studies have identified a pressing need for a U.S. workforce that is more globally aware, more competent in foreign languages and intercultural skills, and more familiar with international business norms and behaviors. In the STEM fields (science, technology, engineering, and mathematics), however, few academic programs provide adequate training and educational preparation in these areas. According to the 2011 IIE Open Doors Report on International Educational Exchange, 3.9 percent of U.S. students who received credit for study or work abroad were engineers, while math and computer science students made up only 1.5 percent of U.S. students studying abroad. These two majors represented the smallest share of U.S. students abroad, other than those majoring in agriculture. While close to 10 percent of U.S. undergraduates study abroad before graduation, less than 4 percent of engineering students participate in study abroad programs; as a result, very few are gaining the global education they will need to be competitive professionals in the global workforce.

Migrants send remittances three times worth official development aid to developing countries, reaching an estimated 325 USD Billion in 2012. Transnational migrant and diaspora organizations support social service, infrastructural and reconstruction projects – such as schools and hospitals – in their erstwhile home regions. Finally diaspora professionals contribute to reconstruction and development processes through temporary or long-term return. How can donors partner with them and support their contributions?
