Abstract:
The ongoing polarization of European society in the political-ideological context is apparent. This polarization causes considerable tension in society. Sophisticated soft power based on political values and policies that Russia has been using against the West especially since 2012 is a power struggle for people’s minds and souls. Russia does not only try to undercut faith in Europe and its institutions among its citizens, but it also aims to offer a “better” alternative. There is an increasing effort to create an alternative value universe against the “nihilist” and “decadent” West – not only in Russia but also in the whole World. There is quite a visible ambition from the Russian side to become the “illiberal” world leader. This contribution has been drawn up in the context of this urgent issue. The article examines whether Russian soft power fulfils the criteria of attractiveness or just coercion, and what Russia is pursuing by promoting this form of power.

Abstract:
Berlin has surpassed Malmö as Europe’s antisemitism capital, with a wide variety of anti-Jewish and anti-Israel attitudes on display. They include dozens of cases of physical aggression against Jews, including rabbis. Jewish pupils have had to leave public schools. Thirty-five percent of Berliners view Israelis as analogous to Nazis. An Al-Quds Day march takes place annually that calls for the destruction of Israel. Both the municipality and the federal government are two-faced about the problem of antisemitism.

13. Strong Organization, Weak Ideology: Muslim Brotherhood Trajectories in Egyptian Prisons Since 2013

Abstract:
On 28 January 2011 – as hundreds of thousands of Egyptians demonstrated on the day dubbed the “Friday of Anger” – Muslim Brotherhood member, Sameh, was demonstrating with several thousand others in Mansoura in the Nile Delta (120 km north of Cairo). As demonstrators began to throw stones at the State Security Investigations building, Sameh stood in front of them shouting “peaceful”. He was hit in the chest by a stone meant to hit the building in one of the city's most prestigious neighbourhoods. Two years later, Sameh was arrested on an array of charges, including joining the Brotherhood and committing acts of violence against the state. A few months later, he told a friend waiting on death row that he considered the Muslim Brotherhood to be apostates and that he had pledged allegiance to the Islamic State (Daesh) and its leader Abu Bakr al-Baghdadi. Sameh's case is not unique. According to several detainees – including current prisoners spoken to over the phone – there are ongoing changes among detainees who have spent most of their lives as Muslim Brotherhood members. Egyptian prisons host tens of thousands of political detainees – perhaps more than 60,000 according to Human Rights Watch.2 Arrests have mainly targeted members of the Muslim Brotherhood and its supporters. However, with increased armed attacks against the army and police, arrests have also targeted alleged supporters of Daesh, al-Qa’ida, and Islamists affiliated with smaller organizations. The Egyptian National Council for Human Rights documented prison overcrowding at a rate of at least 160%,3 forcing the authorities to build 20 new prisons since the military coup in the summer of 2013.4 Importantly, this has led to an increased exchange of influences and ideologies among detainees from diverse backgrounds. Detainees – those held after referral to the judiciary or sentencing – are often relocated during their detention, including frequent transfers to temporary detention centres during court hearings, or when brought before the Public Prosecution or for medical treatment. This further facilitates communication with different prison populations and discussion and exchange of ideas between detainees. This paper does not dwell upon traditional classifications imposed on Islamic movements in terms of moderate and extremist trends. Nor does it go into detail regarding the mechanisms of individual radicalization, though it does encourage further study. Instead, we focus on the developmental dynamics of Muslim Brotherhood youth and sympathizers in Egypt, especially those who were arrested during the breakup of sit-ins supporting former President Mohamed Morsi. Developmental dynamics refer to the conditions and contexts which Brotherhood members and sympathizers experience in prison. These inform broader understandings of issues including state and society relations, and social mobility through jihad as opposed to social mobility through the Brotherhood. This paper also discusses the ways in which the Muslim Brotherhood manages its members inside prison, and its attempts to maintain the Brotherhood's administrative and intellectual organization. It is based primarily on information collected during 10 rare phone interviews with current prisoners. It is also based on additional phone and face-to-face interviews with former prisoners inside and outside Egypt. The interviewees come from five different cities and have been in at least seven prisons, including Tora, Wadi al-Natroun, Mansoura and Gamasa; for security and technical reasons, it was not possible to expand the research cohort. The paper is also based on reviews of articles written by detainees, press reports, opinion pieces, and research papers dealing with the complex social phenomenon of the Muslim Brotherhood from different angles.

14. Russia’s Militia Groups and their Use at Home and Abroad

Abstract:
What makes the militia milieu so unique and important for understanding today’s Russia is that it finds itself at the intersection of state institutions, patronage mechanisms, criminal structures, and grassroots illiberal activism. Abroad, the Kremlin plays through it one of its major “hybrid warfare” cards, outsourcing activities traditionally conducted by intelligence entities and allowing for plausible deniability. The militia realm thus seems destined to play a growing role in Russia’s law-enforcement, military and intelligence culture both at home and abroad. Marlene Laruelle is Research Professor and Associate Director of the Institute for European, Russian and Eurasian Studies (IERES) at the George Washington University (Washington DC) and Co-Director of PONARS-Eurasia. 15. Rethinking Taiwan policy: History, politics, ideology

Abstract:
The issue of Taiwan has long been one of the most intractable and multilayered in regional political, defence, foreign affairs, trade and security policy. Taiwan is claimed by the People’s Republic of China (PRC) as part of its territory, and, under its official title of the Republic of China (ROC), Taiwan is limited by Beijing to a marginal position in the international system. Political relations between Taipei and Beijing are fractious, but the Taiwan Strait is at the same time a critical link in global supply chains, carrying hundreds of billions of dollars of cross-strait trade in goods and services and investments every year. Hanging over this political and economic relationship is the constant threat of military action from Beijing. Taiwan policy in Australia and internationally is structured around the ‘resolution’ of the Taiwan issue, either through a negotiated settlement or through large-scale military action by the PRC. Australia should reassess its understanding of the Taiwan issue so as to identify alternative scenarios and calibrate its responses accordingly.

16. How extreme is the European far right? Investigating overlaps in the German far-right scene on twitter

Violent right-wing extremism is a growing threat to Western liberal democracies. At the same time, radical right-wing populist parties and figures across Europe are succeeding electorally by way of increased representation in national parliaments. These gains have been achieved against a backdrop of anti-refugee sentiment, austerity, and disillusion-ment with the European project, with populists on the left and right promising to deliver an alternative and using effective slogans and ‘people’ politics.Ordinarily, we differentiate between the extreme right and radical right: the former posing a threat to the democratic system with their fascist links and overt racism; the latter respecting the democratic system whilst offering a ‘sanitised’ version of far-right politics – namely, adopting a ‘new master frame’ that emphasises culture rather than race. Recent analyses of the far right, however, have indicated social and discur-sive overlaps between the ‘extreme’ and ‘radical’ right-wing parties and groups. The findings reported herein challenge this traditional separation within the far-right spectrum, and potentially have deeper theoretical and methodological implications for how we study the far right. The Internet adds another dimension to this threat, as far-right discourse becomes more visible on social media and messaging applications, potentially attracting more people to the cause as well as mainstreaming and legitimising particular narratives prominent in the scene.Existing literature has specifically examined the online sphere, and social media in particular, and these scholars have communicated interesting findings on how the social networks and discourses over-lap, for example identifying the co-occurrences of certain hashtags or analysing retweets and transnational cooperation.The aim of this report is to determine the overlaps apparent in the far-right scene on Twitter, and specifically, to ascertain the extent to which different groups on the scene are indeed talking about the same issues in the same way, in spite of apparent differences in tone and underlying ideologies. We utilise a mixed-methods approach: first, gaining a cursory insight into the extreme right-wing scene on Twitter across Europe; and then applying a detailed frame analysis to three selected groups in Germany to determine the implicit and explicit overlaps between them, thus complementing the quantitative findings to offer an in-depth analysis of meaning.

To win the Cold War, President Ronald Reagan did something for which he is never credited: he dramatically increased the budget of the United States Information Agency, the public diplomacy arm of our struggle against communism. Senegal, in September of 1999, was about to hold a presidential election. Because of USIA's long history of promoting journalism in Senegal, the embassy decided to work in partnership with the local Print, Radio and Television Journalists Federation to hold a series of workshops on the role of journalists in covering elections. USIA was uniquely organized to promote democratic development through the long term support of human rights organizations, journalism, programs that helped build the rule of law, educational programs that encouraged the acceptance of diversity in society and, perhaps most importantly, through partnering with and supporting local opinion leaders to help them promote democratic values that stand in opposition to ideologies hostile to the West.

Abstract:
Can voter’s negative attitudes toward immigration be explained by self-interest or sociotropic motives? Self-interested voters care about their personal economic circumstances. Sociotropic voters display in-group bias and perceive migrants as threats to their culture. We study the voting effects of forced internal and international migration in Colombia and exploit the disproportionate flows of migrants to municipalities with early settlements of individuals from their origin locations. In line with the sociotropic hypothesis, we find that only international migration inflows increase political participation and shift votes from left- to right-wing ideologies. These results are not accounted for by the observed changes caused by migrants in socioeconomic variables.

Russia’s new generation of foreign policy professionals bring with them a shift in attitudes that challenges the centrality of “the West” in Russian foreign policy. Today’s young professionals are often bitterly affected by “disillusionment” with the West, but the youngest of them – people in their 20s – are free of such emotion, harbouring an outlook that is sharply realist and pragmatic. Russia’s young foreign policy professionals are neither Putin loyalists nor Western-style liberals: they are wary of ready-made ideologies, and prefer to attend to their own consciences. Young diplomats’ ability to shape policy will depend on the balance of power between ‘civilian’ and ‘power’ ministries in Russia (such as, respectively, the foreign and defence ministries), with the former in retreat lately. These shifts mean the West should not hold out hope for the optimism of the 1990s to return once Putin departs.
