11. Centering Global Food Security for Global Prosperity

Abstract:
The new Biden Administration will face global crises on multiple fronts. COVID-19, coupled with conflict and escalating climate disasters, is leading to one of the most disastrous humanitarian and hunger crises in the last century. In the past decade, previous Administrations have demonstrated the value and impact of food security and nutrition security programs for alleviating hunger and malnutrition and for reducing the threat of conflict and governmental instability. As a result of targeted and thoughtful assistance, there are 23.4 million more people today who live above the poverty line and 3.4 million more children are free from stunting. More than 5 million families now live free from hunger and billions of dollars in agricultural sales have been generated. The Biden Administration has the opportunity to build on a strong foundation of work. To strengthen this programming in the next decade, key considerations should include: Creating a more resilient and healthful food system that is capable of absorbing shocks and stressors. Systems thinking—especially the integration of food, nutrition, health, climate, and agriculture—can drive sustainable outcomes. Building inclusive partnerships from the beginning to create sustainable and resilient communities. Investing in agricultural economies beyond US borders should be understood as an investment in critical infrastructure that stretches back to our own heartland.

12. “I could not sleep while they were hungry”: Investigating the role of social networks in Yemen’s humanitarian crisis

Abstract:
ix years of civil war have left Yemenis in the grip of the world’s worst humanitarian crisis, with more than 16 million food insecure. While external aid is saving lives in Yemen, it is not necessarily the main source by which Yemenis cope during the ongoing crisis. So how are Yemenis coping? Experts on food security in Yemen, research from other contexts, and Yemenis themselves point to an obvious, but often under-recognized source of support: Households are relying on their social connections and support networks for survival. Mercy Corps is undertaking research to help aid actors better understand how social connections are supporting coping and survival in Yemen. This brief report presents initial findings from a study investigating the role of social networks in Yemen’s humanitarian crisis. 13. Women’s knowledge on the seasonality and causes of child malnutrition in Marsabit county, Kenya

Abstract:
This report presents the results of a participatory analysis of the causes and seasonality of malnutrition in children and mothers in North Horr and Loiyangalani wards in Marsabit county, Kenya. Although North Horr and Loiyangalani areas differ in terms of livelihoods, culture, and ethnicity, similar findings emerged from both locations. Overall, women positioned the problem of malnutrition within a context of changing and gendered livelihoods, marked seasonality of livelihood systems, and physical remoteness with limited infrastructure or public services. These factors combine in ways which place women and children at a very high risk of acute malnutrition.

14. Early Warning and Early Action for Increased Resilience of Livelihoods in IGAD Region

Abstract:
Multiple calls have been issued for better preparedness, early warning, and, above all, early action to prevent hunger and malnutrition, reduce the scale of food insecurity, improve resilience, and reduce the amount of money spent on responding to crises every year. Nowhere have these challenges been greater than in East Africa. A recent study on food security information systems in East Africa noted that despite years of attention, the link from early warning to early action is still not as effective as it could be. And although conflict is a common driver of humanitarian crisis, conflict early warning and action remains especially weak. As traditional EW-EA systems struggle to meet the challenges, new initiatives are attempting to address the challenges using advanced machine learning and predictive analytics. But part of the issue is the sheer volume of information and how well it informs coherent action. Therefore, our primary recommendation is to “reverse engineer” the EW-EA system. First, consider the actions that can be taken to mitigate known or expected shocks, and then derive the information needs (including PA) from those considerations. This study was commissioned by the FAO Subregional Office for Eastern Africa to examine the links between early warning and early action (EW-EA) in East Africa. This study reviews current EW-EA systems in East Africa to identify the key constraints to improving early warning and early action, as well as practices and emerging initiatives relying on predictive analytics and machine learning, to ensure early warning systems suit the needs of decisionmakers and enable early action for improved resilience in the Intergovernmental Authority on Development (IGAD) region.

Abstract:
Lebanon is going through one of the most acute crises in its modern history. A complex economic collapse is driving hundreds of thousands into poverty and the risk of hunger, and shuttering an already wounded economy. A large cross section of the population revolted in October of last year and has created a standoff with a corrupt and sectarian oligarchy. The government is unable to chart and implement a way out of the crisis, and state institutions stand on the brink of failure. The multiple crises have threatened all sectors, including the critical education sector, previously one of the success stories of the country; universities, like other institutions, have been hard hit.

Abstract:
Today the World Food Program (WFP) receives this year’s Nobel Peace Prize. The award has been called happily uncontroversial, following last year’s prize, which was awarded to Abiy Ahmed, the prime minister of Ethiopia, for making peace with Eritrea. The current conflict in the Tigray region calls into question the durability of that peace. The award is also timely, as estimates show that, accelerated by the COVID-19 pandemic, more than a quarter of a billion people will face acute hunger by the end of the year, increasing from 135 million to 265 million.

Abstract:
According to the World Food Program’s (WFP) latest report, the COVID-19 pandemic will lead to an 82 percent increase in global food insecurity, affecting around 270 million people by the end of the year. On June 29, the organization announced it is undertaking its largest humanitarian effort to assist an increasing number of food-insecure low- and middle-income countries. In a statement about the plan, WFP Executive Director David Beasley said that “until the day we have a medical vaccine, food is the best vaccine against chaos. Without it, we could see increased social unrest and protests, a rise in migration, deepening conflict, and widespread under-nutrition among populations that were previously immune from hunger.”

18. Hunger, COVID-19 and The Indian Administrative State

Abstract:
COVID-19 produced an acute and widespread crisis of hunger across India, which was felt most acutely by migrant workers and those who were outside the reach of India’s highly organised but rigid Public Distribution System (PDS). The hunger was incidental to the actual disease itself, but severe enough to be considered a crisis of governance on its own as it brought the Indian state face-t0-face with one of its oldest and most enduring challenges: how to ensure that essential supplies of food reach those in need of it? Could the Indian government simply have ‘universalised’ the PDS, and made it accessible to all? It was pointed out that the Indian state had adequate buffer stocks of food grain to make this feasible. However, for reasons that were never articulated, this option was never seriously considered by the government of India. Instead, governments tried to extend the reach of the PDS delivery mechanism, and to devise ways to deliver relief outside of the PDS framework. These strategies were however quite challenging for the risk-averse, (nominally) rule-bound Indian state that is disinclined to allow for discretion in spending of government funds, making purchases and allocation of largesse. Typically, the Indian state is all the more reluctant to delegate power to exercise discretion to lower levels of government. For this reason, the Indian state governments (who were at the frontline of this response) seemed to need to devise a framework of rules for the identification of beneficiaries, even in the middle of a humanitarian crisis. As a related problem, the states also did not necessarily have the organisational wherewithal to take up rapid, decentralised and locally grounded interventions. The organisational wherewithal, so to speak, could come in various forms. Some examples of this, which we saw at play, were decentralised government, the capacity to make non-state collaborations and institutionalised systems for the ‘continuous updating’ of beneficiary lists. More fundamentally, however, what is needed is the capacity for high levels of government to be able to formulate responsive policy and to be able to trust in the ability of their subordinate ranks to carry out new interventions, often in case-specific and individualised ways. 19. A Crisis of Hunger: a ground report on the repercussions of COVID-19 related lockdown on Delhi’s vulnerable populations

Abstract:
The lock-down in response to COVID-19 has created an unprecedented food crisis in Delhi. While monthly-wage earning households may have a few days food supply on hand, daily wage labourers – now without work - have no income and, therefore, no ability to buy food. Even those with means to buy food face local access barriers because vendors and street markets are no longer operational. The Delhi government recently announced relief measures for such vulnerable people. But we find these have serious lacuna that must be identified and addressed to respond to the unfolding crisis of hunger at hand. This report draws on conversations with civil society organisations with deep networks on ground to highlight key issues and possible solutions. We discuss three key Delhi government announcements: the deployment of homeless shelters for provision of food, the use of the construction workers cess for direct benefit transfers, and the increase in PDS allocations. Additionally, we draw attention to measures under the ICDS and on the specific and acute distress among residents of violence affected north-east Delhi. Last, we discuss the plight of migrants trapped inside Delhi who want to return home.

Abstract:
Feed the Future, the United States’ flagship global hunger and food security program, is beginning its second phase in 12 newly-designated target countries with a newly-added strategic objective: strengthening resilience. The changes reflect the evolving nature of the fight against hunger, which is now centered in countries that are confronting multiple risks—climate change, protracted conflicts, economic stresses and shocks, political disruption, and civil unrest. Nigeria, a new target country, serves as a powerful lens for examining these shifts and for identifying the risks and opportunities related to implementing long-term agriculture and nutrition programming in fragile countries. Feed the Future’s model of technical innovation, private sector partnerships, policy change, and capacity building can strengthen food and nutrition security in climate-affected and insecure environments, but a new and deep integration among development, humanitarian, and peace/security strategies and actions will be required. Today there are unprecedented levels of risk for millions of people and a rising demand for humanitarian resources. Humanitarian aid is finite, and different assistance models are needed to go beyond the provision of lifesaving support. To effectively counter the impacts of hunger, poverty, and malnutrition, greater attention needs to be directed at addressing the underlying causes that drive them.
