Abstract:
In the early 1990s, Annick Osmont, a French anthropologist, wrote a book entitled La Banque Mondiale et des Villes. She analyzed the design and impact of World Bank–assisted projects in several West African countries—Burkina Faso, Côte d'Ivoire, Mali, and Senega—all of which I had worked with. She concluded that the World Bank's macroeconomic adjustment policies had had a greater impact on the cities and urban populations in those countries than the urban slum upgrading projects financed by the Bank.When I first read this book, I was angry and convinced she was wrong. How could she be so dismissive of the “good intentions and work” that those projects represented? Five years later, I agreed.

On March 31, 2004, representatives of national governments and international organizations will meet in Berlin to renew their collective commitment to rebuild Afghanistan and ensure its future stability and development. The government of Afghanistan has thus far met all the deadlines and benchmarks required of it under the Bonn Agreement of December 5, 2001, and Afghanistan's international partners have made generous and at times risky contributions to that effort, including sacrificing the lives of some of their citizens.

Abstract:
This ICG report argues that it is paramount that much more decisive action be taken immediately to confront Colombia's humanitarian crisis. Massive human hardship and suffering has become a constant feature of life as the armed conflict has expanded and intensified. The government's humanitarian policy has encountered many difficulties, largely because of the magnitude of the crisis, the lack of state capacity, the reluctance to divert fiscal resources from military to social programs, and the wide gap between policy planning and reality.The launching of the Inter-agency Humanitarian Action Plan (HAP) by the UN in 2002 reflects a growing international awareness that more coordinated and effective action is urgently needed. But even more needs to be done, including achieving better coordination between the government and humanitarian organisations and increasing current levels of international humanitarian aid.

Abstract:
The prevalence of collective violence and the agony of mass atrocity may prove to be the twentieth century's most distressing and enduring legacies. From Germany to Uganda, from Cambodia to Sierra Leone, from the Former Yugoslavia to Rwanda, the past hundred years are replete with examples of terrifying violations of human rights and humanitarian law committed against diverse groups of people. Limited attempts to unveil the truth about past horrors, to hold individuals responsible, and to deter future offenses have repeatedly proven inadequate. A dearth of satisfactory moral and legal responses to these crimes often left victims suffering without any sense of reconciliation, while perpetrators routinely enjoyed impunity rather than facing justice.
