2. North America Is a Region, Too: An Integrated, Phased, and Affordable Approach to Air and Missile Defense for the Homeland

- U.S. air and missile defense efforts have long been characterized by a striking dichotomy. Defenses for the homeland have largely focused on long-range ballistic threats, while cruise missile defense and other air defense efforts have focused on regional and force protection applications to the exclusion of the homeland. This compartmentalization assumes that battles in one place will only consist of certain parts of the threat spectrum, and battles elsewhere will consist only of others. That lingering dichotomy creates a vulnerability that near-peer adversaries now seek to exploit. In a sense, the homeland-regional dichotomy ignores the fact that North America is a region, too. As with any other region, attacks on assets in North America could be designed to shape the political and military calculus of U.S. policymakers. This report explores the strategic significance of air and missile defense for the homeland, considers principles informing defense design, and develops and costs an architecture based on those principles.

3. Toward a Better Immigration System: Fixing Immigration Governance at the U.S. Department of Homeland Security

- Whether it is record-breaking numbers of unaccompanied child and family migrants crossing the southwest border or unprecedented backlogs in immigration and naturalization petitions, immigration governance is buckling from breakdowns in performance across key Department of Homeland Security (DHS) immigration components and partner agencies. Rethinking immigration governance at DHS and across the executive branch is essential. Although many of the issues plaguing the immigration system are due to Congress’s failure to update immigration laws to reflect national needs, the management of DHS’ immigration components is the responsibility of the executive branch. DHS’ current chain of command and coordination capabilities are not strong enough to counteract the centrifugal forces of better-resourced, singular operations (e.g. border security and immigration detention). The DHS components and the agencies they collaborate with in other federal departments lack the assuredness and agility to effectively recalibrate and adjust to new circumstances. The challenge for the DHS immigration components is to fuse broader immigration policy and performance outcomes with enduring border and national security imperatives. This paper examines questions of structure—as compared with leadership and policy—and proposes changes that would enable more effective and humane implementation of the nation’s immigration laws. It identifies four key organizational areas of concern—mission, institutional structures, funding priorities, and institutional culture—essential to the vitality and governance of the U.S. immigration system. We argue that immigration is a system that spans both intra-DHS and interagency organizational entities and processes, and that it must operate as a system to successfully carry out its duties. Managing immigration as a system calls for coordinated operational capabilities, decision-making structures, and resource allocations. The paper provides recommendations that can be accomplished within the current authority of the secretary of homeland security and the executive branch. In addition, it closes with select proposals for a longer-term change agenda that would require legislation.

4. Toward an Integrated North American Emergency Response System

- Disasters and emergencies have never respected borders, and current climate and development trends are only generating greater challenges for emergency management across North America. Natural disasters are evolving: wildfires are growing in frequency and intensity, advancing across borders, destroying forests, homes, and croplands; hurricanes increase in strength and travel trajectory, reaching farther north and leaving greater destruction in their wake; lengthy droughts persist, which fuel greater fire danger and present an urgent water problem for municipalities and agriculture; and environmental migration is a growing reality. Simultaneously, population growth increases demand for housing, services, food, mobility, and more. Additionally, the next pandemic and human-made disasters, whether terrorist in origin or stemming from the cross-border movement of dangerous substances, must remain a planning and response priority. The rapidly intensifying effects of climate change, the increased globalization and potential spread of infectious disease outbreaks, and the rise in both the threat and impact of disruption to technology or infrastructure pose an expanded risk across North America. As the risk profile evolves, so does the need for improved coordination among the United States, Mexico, and Canada. Although the need for collaboration is clear, the distinct federal systems that operate in each country and their politics complicate intergovernmental collaboration, as do the different roles that national, regional, and private corporations can and should play across all of these separate jurisdictions. Each lever of power, governmental or private sector, provides a unique set of capabilities, yet none can address these urgent issues alone. To meet these challenges, North America must progress beyond the historic approach to cross- border emergency management, which has consisted primarily of sharing information, to a more systemic and operational cooperation. Establishing a North American approach is a key component to more comprehensive and effective emergency management structured to meet current and emerging threats. This paper briefly examines the history of emergency response coordination among the United States, Mexico, and Canada, highlighting some of the major bilateral, regional and non-governmental agreements. It analyzes the challenges in emergency response and the resulting shortfalls of existing agreements, as well as considering lessons from COVID-19 pandemic. These historic and current deficiencies support the creation of a more robust tri-lateral agreement to deal with the pressing nature of evolving emergency response threats in the future. The paper concludes with recommendations on how to adapt the current emergency response systems to function as a North American Emergency Response Compact.

5. Dismantling Migrant Smuggling Networks in the Americas

- Migration trends in the Americas recently have undergone a significant transformation. During the past few years, an increasing number of migrants and asylum seekers from different parts of the hemisphere—and other regions of the world, including Eastern Europe, Southeast Asia and the African continent—have been undertaking a very long and arduous journey to the United States. Migrant mobility has been facilitated by sophisticated smuggling networks (that operate often in tandem with other criminal organizations) and corrupt officials. The journey to the United States of economic migrants and asylum seekers from developing countries or countries at war is invariably perilous. At the same time, current migration trends and organized mass irregular migrations pose substantial homeland security risks. This paper proposes the dismantling of migrant smuggling networks through intelligence and targeted actions as important elements both of border security and enforcement and humanitarian migration management. In addition to these policies, the U.S. government should collaborate closely with other governments to cooperatively redesign asylum systems.

6. War or Peace? Turkish Moves in Syria

- Recent increased attacks on Kurdish targets in northern Syria by Turkey and the Syrian rebel groups its supports raise the question whether Turkey’s President Recep Tayyip Erdogan intends to carry out his threat of May 2022 to begin another major ground operation against the Kurds. On the other hand, conciliatory statements regarding the Assad regime have been sounded recently in Turkey, and there has been discussion of the possibility of normalizing relations between the two countries after over a decade of hostility and competition. These two processes appear to be contradictory, given that the Syrian regime opposes existing Turkish control of Syrian territories, and does not wish to see this control broadened. On the other hand, this may be a calculated Turkish move that aims to show the Turkish public a concerted multi-faceted effort to confront both the Kurdish underground and the issue of Syrian refugees in Turkey. Discussion of events in northern Syria and the web of Syrian and Turkish interests can be used to assess the question, which trend will prevail in Turkish-Syrian relations: normalization or escalation?

7. Reforming the Department of Homeland Security Through Enhanced Oversight & Accountability

- In November 2002, 14 months after the attacks of September 11, 2001, the Department of Homeland Security (DHS or the department) was created by Congress to make America safer from terrorism.1 At the time, the policy focus was on international terrorism, in particular al Qaeda. Since then, not only has the terrorism landscape evolved—from al Qaeda and its affiliates to ISIS to the present increased attention to domestic terrorism linked to white supremacist violence2—but the scope and complexity of national security threats have evolved. The new department centralized border security, immigration enforcement, transportation security, emergency management, and critical infrastructure protection, plus additional functions, with an intent to protect against future terrorist attack. The fundamental activities of the department, however, have always been broader than terrorism. And over the years, attention to the department has quickly shifted depending on the critical events of the time, whether a natural disaster, such as Hurricane Katrina in 2005, or persistent cyberattacks and other malign cyberactivity since the mid-2000s, or the emergence of a global pandemic.3 Meanwhile, due to a variety of factors, the size and complexity of DHS’s law enforcement functions have grown, while recent attention has focused primarily on the border and immigration functions. The department is arguably the most operational agency in the federal government in terms of its routine activities that affect and directly touch millions of people each day. These varying and disparate missions across the department are focused domestically and therefore require substantial attention to whether and how they are carried out in accordance with law and respect for constitutional protections. This report, issued as part of a Center for a New American Security (CNAS) project4 on enhancing DHS oversight and accountability, posits that 18 years into the department’s existence, the functions of border security and immigration enforcement, as well as the law enforcement functions of Customs and Border Protection (CBP) and Immigration and Customs Enforcement (ICE) in particular, have grown disproportionately large in size and broad in scope, without the necessary oversight and accountability structures that must accompany such activities.5 And DHS’s border and immigration functions are under tremendous strain as they are tasked with increased policy directives, humanitarian challenges on the southern border, intense political pressure, and growing public scrutiny about these functions. The department is in severe need of legislative attention and policy coordination. If it does not reform to address the issues identified in this report, it is likely the department will face calls for partial or full dismantlement under a future administration.6 Such a result would undo nearly 20 years of effort to better protect the nation from terrorism and emerging homeland threats, and risk returning to a pre-9/11 era of dis-jointed homeland security coordination.

- In our cover article, Seth Jones examines the Russian military campaign in Syria. He writes: “Russia has done what many thought was impossible in Syria. It has helped Syrian President Bashar al-Assad reconquer most of the country’s major cities and nearly two-thirds of its population. Moscow adopted a military approach that combined well-directed fires and ground maneuver to overwhelm a divided enemy. But it also used extraordinary violence against civilians and provided diplomatic cover when Syrian forces used chemical weapons. Moving forward, Russia faces considerable challenges ahead. Syria is a fractured country with an unpopular regime and massive economic problems; terrorist groups like the Islamic State and al-Qa`ida persist; and Israel and Iran remain locked in a proxy war in Syria.” Our interview is with Acting Secretary of Homeland Security Kevin McAleenan. He discusses DHS’ recently published new Strategic Framework for Countering Terrorism and Targeted Violence and how DHS is intensifying efforts to counter the threat of far-right terror. Daniel Milton, Julia Lodoen, Ryan O’Farrell, and Seth Loertscher examine a recently declassified collection of 27 personnel records for Islamic State fighters, both local and foreign. The forms were acquired by the Department of Defence in Syria in 2016 and are now available to view on the Combating Terrorism Center’s website. According to Milton and his co-authors, the forms “demonstrate how extensive the breadth of information collected was in some cases … [and] show that the Islamic State acquired information useful for understanding the radicalization process, encouraging accountability among its fighters, managing the talent in the organization, and vetting members for potential security concerns.” Damien Spleeters outlines how his organization Conflict Armament Research helped prosecutors secure a guilty plea in the prosecution of Haisem Zahab, an Australian extremist with contacts into the Islamic State and whose research in Australia into rockets “indicates [according to the prosecution] significant commonality” with the Islamic State’s weapon production program in Iraq and Syria. Michael Shkolnik and Alexander Corbeil examine how Hezbollah “virtual entrepreneurs” have in recent years used social media to recruit Israeli Arabs and West Bank-based Palestinians to attack Israelis.

- The evolving concept of Preventing Violent Extremism (PVE), as part of ongoing counter-terrorism and counter-extremism efforts, has to address various social, economic, political religious and individual factors that attract or push youth from activism towards extremism. Social media platforms and religious institutions are crucial mediums of influence that can be used to minimise and eventually eliminate the exploitation of these two domains by violent-extremist groups for recruitment, propaganda and legitimation of their extremist agendas. Articles in this issue give an insight into the roles played by social media and madrassas as well as religious leaders and extremists in Sri Lanka, Pakistan and Indonesia. The first article by Rohan Gunaratna analyses the recent riots between the Sinhalese and Muslim communities in Sri Lanka. It observes the historical development of relations between the two communities, specifically focusing on the role of Sinhala ultra-nationalists in advancing their communal and political agenda in the island state. In 2012 and 2013, the ultra-nationalists’ intolerant rhetoric against Muslims and Christians emboldened supporters to engage in mob violence targeting both minorities. Communal riots had erupted in 2014 and intermittent bomb attacks on Muslim establishments occurred in 2017. To restore communal harmony, the author prescribes a cohesive approach that combines laws criminalising intolerant rhetoric and propaganda in cyber and physical space, arrests of those involved in mob violence, and building structures at national and grassroots level to foster communal harmony. In the second article, Hussain Mohi-ud-Din Qadri examines the madrassa (Islamic seminaries) education system in the context of growing radicalisation and religious extremism in Pakistan. The piece studies the madrassas’ relationship with various political groups, and their local and foreign funding sources. The study relies on published reports as well as quantitative data collected from over one hundred madrassas in Punjab. The study finds that several madrassas in Punjab have links with local and foreign militant organisations that render them vulnerable to external manipulations and interference. However, madrassas which purely dedicate their energies to learning and teaching are generally free of such manipulations. To meet the challenges and overcome the controversies facing the religious seminaries, the article recommends reforming the educational curriculum, providing quality education, reviewing funding sources of madrassas, banning political affiliations of madrassas and monitoring foreign influences on them. Lastly, V. Arianti probes the use of sharp weapons in terrorist attacks by Indonesia militant groups. She argues that IS’ emphasis on knife attacks in its online publications, frequent employment of vehicle-ramming and stabbing by lone-wolf attackers in Europe and local jihadist groups’ efforts to seek recognition from IS central contributed to the steady rise of knife attacks in Indonesia. The author believes that while knife attacks will continue to be an attack tactic in Indonesia militant landscape, bombings and shootings will be the preferred tactics because of their relative potential to cause mass casualties.

- The global terrorism threat has become decentralised, unpredictable, hard-to-detect and resilient with regenerative capacities. The global jihadist movements, principally the so-called Islamic State (IS) and Al-Qaeda, have glocalised to exploit indigenous grievances, recruit aspiring jihadists and fight for local and global causes. Overall, both IS and Al-Qaeda have become underground terror networks which will allow them to sustain themselves for longer and perpetrate more violent attacks. With a radical Islamist jihadist ideology, multiple wilayat (provinces), sleeper cells, lone-wolves, online radicalisation and skilful exploitation of modern technologies, the terrorism threat remains challenging despite the successful expulsion of IS from its heartlands in Iraq and Syria in 2017. Moving forward, in 2018, the terrorist threat will be characterised by attacks mounted by politico-religious, ethnic-political and left/right wing groups. The major risk to the West, the Middle East, Africa and Asia will come from Islamist extremist groups with radicalised segments of migrant and diaspora communities perpetrating attacks in North America, Europe and Australia. Notwithstanding the operational and military setbacks IS and Al-Qaeda have suffered over the years, their affiliates in the global south will continue to mount attacks against military, diplomatic, political and economic targets. Despite security measures, threat groups will seek to hit aviation, maritime and land transportation targets. In addition, self-radicalised and directed attacks will focus on populated locations for large-scale impact, with suicide attacks as the preferred tactic. The favoured modus operandi of IS-inspired and directed jihadists in the West will be low-end terrorism relying on vehicle-ramming and stabbing as witnessed throughout 2017. Broadly, the world has witnessed the rise of three generations of global terrorist movements. ‘Global Jihad 1.0’ emerged after Al-Qaeda attacked the US in September 2001 and captured the imagination of multiple militant groups in Asia, Africa, Middle East and the Caucasus. The second generation, ‘Global Jihad 2.0’, emerged after al-Baghdadi declared a ‘caliphate’ and announced the formation of the ‘Islamic State’ (IS) on 29 June 2014. The third generation, ‘Global Jihad 3.0’, represents the global expansion of IS outside Iraq and Syria. IS now relies on its wilayat as its operational bases in the Middle East, Africa, Caucasus and Asia. IS and its affiliates control territorial space in varying degrees in countries with active conflict zones, and maintain a presence in cyber space. The group’s strength also lies in affiliated and linked groups, networks, cells and dedicated jihadists who are willing to fight and die for IS.
