Abstract:
Modern operations, both domestic and expeditionary, share much with those of the past in that they require the application of both civil and military power to shape the operating environment towards the desired end state. Recently, two related concepts have been developed to codify the best practices related to resolving crises and conflicts through the coordinated use of a variety of levers of power. Of course, the extent to which this process should be considered conceptual is open to question, given that it reflects only what competent civilian and military leaders have always sought to accomplish. Nonetheless, there is broad intuitive acceptance that the Comprehensive Approach (CA) or Whole of Government (WoG) approach is a strategic level framework for the coordination of all elements of national or coalition power, with an Effects-Based Approach to Operations (EBAO) being the military contribution to the larger effort.

Abstract:
Alliances have, and likely always will have, a common feature of international diplomacy for a number of reasons. First, the primary objective of any government is defence and states will attempt to heighten security through international agreements. Second, military and economic power is unevenly distributed among states and weaker powers will unavoidably gravitate toward stronger powers in search of increased protection and commercial benefits. Third, an alliance can occasionally be the most effective means of tying the hands of a rival. Despite the variety of objectives that encourage the formation of alliances and the numerous forms that international agreements can assume, Marco Cesa argues that international relations theory has consistently recognized the existence of only one type of alliance: those agreements between states that are designed to confront an aggressive and dangerous “common enemy.” Above all, this viewpoint has one-dimensionally characterized alliances as unions of separate forces, policy-coordination organizations, or as takers of joint action against some third party. The “internal” dimensions of alliances, or the complex negotiations between allies, have consequently been overshadowed by the “external” dimensions, or the measures implemented by the allies to confront the threatening power. Nevertheless, states are almost always involved in ambiguous and clandestine diplomatic manoeuvres against not only enemies, but allies as well. Through an examination of this “darker side” of alliances, Cesa attempts to highlight the shortcomings of traditional international relations theory and, at the same time, offer an alternative framework for the examination of inter-ally relations.

In a December 2010 convocation address, I tried to describe what brought me here. Abstract:
Fewer than six months ago, many feared that Sudan stood at the brink of disaster. The January 2011 Southern Sudan referendum appeared unlikely to be held on time and had the potential to plummet Sudan back into the cycle of violence and human suffering that characterized much of its past. But no such crisis emerged. Instead, with the support of the international community, the referendum took place on-time in a peaceful and orderly manner. Millions of southern Sudanese cast their ballots without violence or intimidation. International observers judged that the vote was credible and took place in a manner broadly consistent with international standards, and most significantly, the Government of Sudan agreed to respect the results. Instead of facing the worst case scenario that many had projected, the referendum proved a marked success.

759. International Visitor Leadership Program: A Valuable Tool in the Public Diplomacy Kit

Celebrating its 70th anniversary this year, the International Visitor Leadership Program (IVLP) is the State Department's flagship citizen exchange program. The IVLP is a professional exchange program that seeks to build mutual understanding between the United States and other nations through carefully designed short-term visits to the United States. These visits to the United States reflect the International Visitors' professional interests and support the foreign policy goals of the United States. The participants are current and emerging foreign leaders in government, politics, journalism, education, arts, business, and other key fields identified as such by officers serving in US embassies. Almost 200,000 individuals have participated in the International Visitor Leadership Program, including more than 300 current and former chiefs of state and heads of government, and thousands of leaders from the public and private sectors.

760. Estonia and the Euro: They Just Did It

Abstract:
Estonia is remarkable. On January 1 of this year, Estonian Prime Minister Andrus Ansip fulfilled one of his government's most fervent policy goals by changing his nation's currency to the euro. At the stroke of midnight he withdrew 20 euros from an ATM in the heart of Tallinn's Freedom Square. It marked the latest (and one of the most important) milestones on Estonia's two-decade journey from occupied Soviet republic to a prosperous, stable and democratic example for others to follow. The mechanics of the switch-over were handled flawlessly. Not only the Prime Minister's ATM worked—all of the machines worked all over Estonia. Why was I not surprised?
