111. ASEAN: In or Out? No Way…Not yet?

Abstract:
While the close British decision to get out of the European Union was made in a referendum a while ago on 23 June, there is still the feeling in the UK: What have we done? Where do we go? How do we get there? Questions that should have been asked at the referendum, rather than after it. But there you are. When raw emotion and shallow argument reign, profound decisions are made without proper reflection or preparation. Since then the question has also been raised whether or not such a thing could occur in ASEAN, the Association of Southeast Asian Nations. It won’t but then again it may. First of all, let’s be clear. It is not likely there will ever be such a surplus of democracy in ASEAN, whether among individual member states or as a group, that there could be an ‘In or Out’ referendum like the one which resulted in Brexit.

Abstract:
At a time of slowing global economic growth, the international community needs to fully tap all the sources of new dynamism and demand available in the world today. India, the world’s fastest-expanding major economy, holds the potential to shore up growth in both the Asia- Pacific region and globally. For that potential to be realized, however, India’s domestic reforms and integration with the Asian and world economies need to progress more rapidly. The advent of the Trans-Pacific Partnership (TPP) agreement offers much hope of reinvigorating trade growth in the Asia-Pacific region once it comes into force, but the TPP does not include India. The first and necessary step toward greater Indian participation in Asian trade and investment flows is membership in the Asia Pacific Economic Cooperation (APEC) forum. It is a step whose time has come, for India, for APEC, and for the international economy.

India’s membership in APEC would mitigate two significant problems: 1) India’s relatively poor integration into the global economy; and 2) the emergence of a divisive trade agenda in the Asia-Pacific. This issue brief outlines these challenges and highlights the obstacles and opportunities related to India’s inclusion in APEC. It concludes that this is the right time to start considering India’s membership in the forum and that a strategy is needed to chart a pathway for the country’s eventual accession to APEC.

China’s expanding global economic and geopolitical role has spawned a growing divide between those who portray the country’s rise as a force for prosperity and peace and those who depict it as an assertive, mercantilist threat. Such conflicting paradigms oversimplify the complex political economy of the country’s international relations. These flawed frameworks reflect a lack of boundary-breaking thinking, research, and policymaking that can account for the interaction between the economic and geopolitical aspects of China’s rise. Recognizing such shortcomings is the first step toward better understanding and constructive engagement with China.

116. Youth in the Middle East

Abstract:
During the second half of the twentieth century, the Middle East and North Africa (MENA) was hit by a demographic wave that saw its youth population grow at an unprecedented rate. This youth bulge spurred national and international debate regarding the challenges and opportunities that the youth cohort brings to the region. The potential that young people have—either as agents of positive change or instability—was illustrated during the Arab uprisings. In the wake of the unrest, there is a need to expand our collective understanding of the lives of young people in the MENA region, and to examine factors that affect their normative transitions to adulthood. The narrative around Middle Eastern youth often centers on their social, political, and economic exclusion and marginalization. Living through decades of authoritarian rule and political instability, youth in the Middle East have struggled to fulfill their aspirations related to citizenship, livelihood, and social and political participation. Given the continued jobs crisis in the Middle East, where youth generally experience high rates of unemployment and where labor market activity, particularly among young women, remains strikingly low, understanding the economic exclusion of youth and the various means by which to redress it remain significant.

Like most economics professors, I have spent my academic lifetime examining the economic and public policy effects of issues involving the production, distribution, and consumption of goods and services—political economy, if you will. There is, however, a “political economy” to the very act of producing and disseminating economic knowledge and examining public policies. And that political economy and my assessment of it has changed over a career spanning more than half a century. In this brief article, I will confine my attention mostly to the research dimension and look at five issues, most relating to the political economy of the study of political economy.

119. Economic Policy Reforms in South Asia: An Overview and the Remaining Agenda

Abstract:
In the past few years, the pace of economic growth in South Asia has slowed considerably for two reasons: unfavourable global economic environment and the slowing pace of economic reforms that once were the key drivers of the region’s dynamic economic performance and resilience. This paper focuses on the latter and following Rana (2011) and Rana and Hamid (1995), it argues that South Asian countries have not sequenced their reforms properly. The first round of reforms in South Asia that began in the 1980s and the early 1990s focused on macroeconomic reforms — monetary, fiscal, and exchange rate management, as well as reducing rigid government controls — which led to private sector driven economic growth. These should have been followed by the more microeconomic reforms — sectoral and the so-called “second generation” reforms to strengthen governance and institutions — to sustain the higher growth levels. But they were not and reforms ran out of steam because of, among others, lack of law and order, and corruption in the public sector. This paper finds a significant “governance gap” in South Asia that refers to how South Asia lags behind East Asia in terms of various governance indicators and how within South Asia some countries are ahead of others. The paper argues that in order to revive economic growth, South Asian countries must implement microeconomic reforms: it identifies the remaining policy agenda for each South Asian country. However, implementation of microeconomic reforms poses a difficult challenge as they require a wider consensus and political support and have a longer term focus. The recent election of Prime Minister Narendra Modi in India with a strong mandate for economic reform provides an environment of “cautious optimism” for all of South Asia.
