Abstract:
Kimberly Marten considers the role that freewheeling private militias have played, both in the war in eastern Ukraine and in Ukraine’s politics more generally. While militias supplemented the Ukrainian army’s firepower, especially in the early phase of the war, we know from the experience of other countries that autonomous armed groups can also challenge the authority of the state and undermine its efficacy. How might militias shape Ukraine political trajectory and shape its security?

Abstract:
This article investigates some of the reasons behind the events that led to a recent shift in international relations towards the global geopolitical and a renewed competition between the great powers. The aim is to point out important ideas of authors and put them to dialogue between each other. It calls attention to the possibility of an alternative political and economic bloc being built around China against a decline of US power. These points are deepened when it is identified other key features of the current system that involves the discussion about classes. The current configuration of class alliances and states involves the complex dynamics of the working classes in the Global South, the use of debt as a means of domination by the economic and financial world, as well as the new professional middle class - that give values to knowledge, technology and democracy. It is these relationships and their interface with the existing political power that permeate the revival of the global geopolitics, influencing not only current events, but also any possibility of thinking an alternative for governance and international framework - or even the failure of this and a consequent and possible new conflict worldwide.

Abstract:
The article seeks to understand the geopolitics of Cape Verde in the context of West Africa, and its projection as a small island State. The central argument is that Cape Verde needs to make pragmatic use of the Western African coast region for its regional projection. The article focus on a qualitative methodological analysis, based on an interpretative approach and a bibliographical revision in order to address the international phenomena that configure the Cape Verdean geopolitics in West Africa.

345. So Far, So Functional? Examining Functional and Counter-Functional Dynamics in Authoritarian Regional Cooperation

Abstract:
Regional cooperation, once largely the preserve of democracies, is now seen in many regions characterized by autocracy. Indeed, authoritarian leaders increasingly cooperate regionally, above all to augment the resilience of their regimes. While the output from this cooperation differs considerably from liberal-democratic regionalism, the experience of European integration nevertheless sheds light on an important underlying dynamic within this growing autocratic cooperation. Indeed, as with early and mid-stage European regional integration, authoritarian regionalism is driven by functional demands arising from the limited access nature of their regimes. However, countervailing ideational dynamics (such as the increasing salience of identity and legitimacy issues), which affect regional cooperation, are present in many cases. These counter-functional dynamics largely pre-date regionalist efforts but appear to be exacerbated by regional cooperation. This paper examines the interplay between functional demands and counter-functional dynamics in the context of ‘protective regionalisms’ in Eurasia, the Gulf, and West Africa. As global politics becomes more polarized, with regionalism seen as a source of strength for authoritarian states, the dynamics and underlying logics of such projects become increasingly important.

Abstract:
The term maritime security often evokes destroyers and aircraft carriers, disputes over territorial waters or islands, or piracy and terrorist attacks such as the USS Cole bombing in 2000. High profile crises can lead us to forget that maritime security is an everyday event; it is about enabling safe transit. Each step within the maritime transport of goods has security challenges and considerations. At the same time, the continued stability and effectiveness of maritime trade is itself a broader security matter of importance to consumers, businesses, and governments. With the “weaponization of finance” maritime trade will play a central role in economic actions being taken out of geopolitical concerns.

Abstract:
Many Western leaders point to the Arctic as a zone of cooperation—and we have observed such cooperation with the formulation of the Arctic Council, joint scientific endeavors, Search and Rescue agreements, and the very recent Arctic Coast Guard Forum—but disputes between Russia and other Arctic nations in regions to the south have raised concerns in certain quarters. While an ongoing struggle for dominance over the Northern Sea Route and Northwest Passage and competing continental shelf claims may reflect these tensions, tit-for-tat military exercises and plans for expanded military infrastructure in the Arctic certainly do. The Russian government recently announced completion of a new military base in Franz Josef Land capable of supporting 150 soldiers, as well as its intention to rebuild six existing airfields. While such a nominal increase in military personnel posted to the Arctic may merely be seen as a posturing act, taken in context with Russia’s recent actions in Europe and the Middle East, it might also be seen as a bold move to project power from a previously overlooked region.

Abstract:
Until last year, drilling for oil in the Arctic was the subject of considerable discussion focused not only on the potential impacts of Arctic resources on the oil market, but also on the environmental and geopolitical implications of opening this area to development. Prospects for Arctic drilling dimmed considerably in 2015 when Shell decided to abandon its ambitious drilling efforts in the Burger Field in the Chukchi Sea, writing off several billion dollars in the process. The recent collapse in oil prices has probably put a stop to Arctic drilling for the time being, and this pause may prove useful in resolving some of the outstanding issues.

Abstract:
On April 18, 1775, Massachusetts businessman and U.S. revolutionary Paul Revere alerted fellow patriots that British military action against the rebellion in Boston would come by sea rather than by land. The warning that “the [British] regulars are coming” was a verbal intelligence report. It was based on what Revere and his associates had seen with their own eyes. They interpreted the visual data correctly; British military action came the very next day via an initial naval landing of troops that engaged in the first battles of the United States’ Revolutionary War. Intoning the urgency of Mr. Revere, these U.S. analysts and Alaskan politicians seek to inspire a sense of urgency within United States decision-making, warning that the Russians are coming to dominate the north. While taking exhaustive notes on the ambiguous “duality” in Russia’s Arctic policies, the pessimists have nonetheless quickly resolved this open question and pronounced with alarm the fear that Russia is secretly deploying a “new ice curtain,” meaning actions to deny the United States access to the allegedly vital Arctic region.

Abstract:
This volume is the product of a groundbreaking dialogue on sea-lane security held between People's Liberation Army (PLA) Navy and U.S. Navy scholars at the Naval War College in August 2013, with additional material from a related conference,"China's Far Seas Operations," hosted by the China Maritime Studies Institute in May 2012. At that time the political climate in China was uncertain, in the shadow of the Bo Xilai crisis and of the impending transition of power between the Hu and Xi regimes; accordingly the PLA Navy, though invited to participate in the "Far Seas" conference, ultimately declined to do so. This was not entirely surprising. Attempts by various agencies of the U.S. Navy up to that time to engage in discussions to advance maritime cooperation between China and the United States had been met with lukewarm responses at best. But at a maritime security dialogue in Dalian in September 2012 Senior Capt. Zhang Junshe of the PLA Navy Research Institute, a key contributor to this volume and to the success of the academic cooperation between our two institutes, approached Peter Dutton to tell him that everything had changed.
