In 1989, while traveling through Spain, Kristen Ghodsee stared in disbelief at the television in the bus station in Barcelona as images appeared of the Berlin Wall crumbling. A year later, she backpacked through Eastern Europe to witness the unprecedented changes in the region. But these countries that held such promise soon suffered economic collapse, and Ghodsee wondered what went wrong.

Abstract:
Feminist scholars examine not only the gendered impacts of development programs whose design has been influenced by disciplines such as economics, but also the gendered biases that permeate the models and methods of the disciplines themselves. This essay draws on aspects of feminist critiques of economics, philosophy, psychology, law, and finance to analyze the way in which international debt is discussed. Feminist critiques raise serious questions about the rational choice framework that often undergirds scholarly discussions of “agents,” “contract,” “ethics,” and “capital and debt.”

Abstract:
Through a critical dialogue, this workshop aimed to trace the various changes, shifts in intellectual paradigms, and transformations in both global and local contexts that have affected the growing field of Middle East Gender and Women's studies in the US and the Middle East. It sought to understand how the particularity of a researcher's milieu-made up of sociological, intellectual, political and cultural components interacting with one another to form what we term “a research culture”- have informed the approaches, agendas, and conclusions of scholars on gender-related issues. In particular the workshop explored the differences between and challenges to Middle East gender research in the US academy and in the academies of the Middle East.

534. Gender Equality Politics in the Changing European Union: The European Union Anti-Discrimination Directive and Sexual Harassment

Abstract:
The European integration process has provided both challenges and opportunities to domestic women's movements. One such ambivalent success is the European Union anti-discrimination directive of 2002 that is the outcome of the lobbying efforts of an emerging European transnational advocacy network on gender. The 2002 Directive prohibits sex discrimination, including sexual and gender harassment. It calls on member states to better protect the rights of victims of sexual harassment and to ensure the integrity, dignity, and equality of women and men at work. This paper examines the 2002 Directive and its potential to effect significant changes in EU member states, in particular, to improve victims' rights in member states laws. It addresses the main question: “Is the EU Directive an opportunity to progress in the direction of protecting victims' rights?” The argument advanced here is that the 2002 Directive is the outcome of a political compromise among the member states, on which feminist discourses did have some bearing. On the one hand, the 2002 Directive can be interpreted as a success of feminist activism around sexual harassment, in particular, in the very definition, linking the problem to sex discrimination. On the other hand, it has limitations and does not go as far as feminists had hoped; for example, the EU has left it up to member states to deal with the most difficult aspects of the problem, prevention, implementation, and enforcement of the laws.

535. Gender Earnings Differentials and Regional Economic Development in Urban China, 1988-97

Gender earnings differentials in urban China by region and their changes during the first decade of economic reform are examined. It is found that the female–male earnings ratio increased during the early stage of reform. The male earnings premium, overall, showed an increasing trend in the later stage of reform. Decomposition of the gender earnings differential reveals that a relatively lower percentage of the differential could be explained by gender differences in productive characteristics in the fast growing regions and in regions with a rapid pace of reform. The cross-sectional results highlight the possible existence of gender discrimination, particularly in the later stages of economic reform and development. Both market competition and the effects of wage decentralization play a role in shaping the gender earnings differentials. Gender earnings differentials varied by region and over time, generally in tandem with the pace of economic reform and development. The decomposition of the overtime changes in the earnings gap indicated that improvement in females' productive characteristics during the reform period constantly enhanced the earnings of females relative to those of males. The overtime changes in the returns to females' characteristics, however, work to counter any narrowing of the gender earnings gap.

HIV/AIDS has a severe impact on food security, affecting all of its dimensions: availability, stability, access, utilization. FAO recognizes that HIV/AIDS is a determining factor for, as well as a consequence of, food insecurity. Although the relationships among gender, food security and rural livelihoods have been acknowledged in the growing literature on HIV/AIDS impacts, relatively few studies provide adequate focus and empirical evidence on the gender aspects of these interrelationships among vulnerable rural households. Such gender aspects of these relationships have been explored in detail by FAO in Namibia, Uganda and Zambia This paper presents the main findings of the four baseline studies and discusses the methodologies used to identify vulnerable households and document changes in resource availability, household labour force, livelihood strategies, coping strategies and food security status. These findings offer useful insights for policy formulation purposes and for the development of mitigation strategies that respond to the food security challenges of the epidemic.

537. Gender, Local Knowledge, and Lessons Learnt in Documenting and Conserving Agrobiodiversity

Abstract:
This paper explores the linkages between gender, local knowledge systems and agrobiodiversity for food security by using the case study of LinKS, a regional FAO project in Mozambique, Swaziland, Zimbabwe and Tanzania over a period of eight years and now concluded. The project aimed to raise awareness on how rural men and women use and manage agrobiodiversity, and to promote the importance of local knowledge for food security and sustainable agrobiodiversity at local, institutional and policy levels by working with a diverse range of stakeholders to strengthen their ability to recognize and value farmers' knowledge and to use gender-sensitive and participatory approaches in their work. This was done through three key activities: capacity building, research and communication. The results of the LinKS study show clearly that men and women farmers hold very specific local knowledge about the plants and animals they manage. Local knowledge, gender and agrobiodiversity are closely interrelated. If one of these elements is threatened, the risk of losing agrobiodiversity increases, having negative effects on food security. Increased productivity, economic growth and agricultural productivity are important elements in poverty reduction. The diverse and complex agroecological environment of Sub-Saharan Africa requires that future efforts be based on more localized solutions while maintaining a global outlook. Food security will have to build much more on local knowledge and agrobiodiversity with a clear understanding of gender implications while keeping in mind the continuously changing global socioeconomic and political conditions.

Abstract:
Based on analysing World Bank and other donor post-conflict reconstruction (PCR) loans and grants from rights-based, macroeconomic and microeconomic perspectives, we conclude that few PCR projects identify or address gender discrimination issues. Bank PCR investments hardly reflect Bank research recognizing that gender inequality increases the likelihood of conflict and gender equality is central to development and peace. Our conceptual framework examining women's programmes, gender mainstreaming, and gender roles in transforming violent into peaceful societies, leads to recommending that PCR projects systematically address gender issues and promote gender equality to make peace work.

Abstract:
The study suggests that gender inequality acts as a significant constraint to growth in sub-Saharan Africa, and that removing gender-based barriers to growth will make a substantial contribution to realizing Africa's economic potential. In particular we highlight gender gaps in education, related high fertility levels, gender gaps in formal sector employment, and gender gaps in access to assets and inputs in agricultural production as particular barriers reducing the ability of women to contribute to economic growth. By identifying some of the key factors that determine the ways in which men and women contribute to, and benefit (or lose) from, growth in Africa, we argue that looking at such issues through a gender lens is an essential step in identifying how policy can be shaped in a way that is explicitly gender-inclusive and beneficial to growth and the poor. We also argue that in some dimensions and channels of the gender-growth nexus, the evidence is only suggestive and needs further detailed research and analysis. Investigations of the linkage between gender inequality and growth should therefore be a priority for development economics research in coming years.

This article presents the results of a study about the ways of social mobilization held by the sexual minorities of the gay-lesbian community in Monterrey, México. Some indicators related to the genesis and development of the collective action process are examined, having as a staring point the analysis of certain situations experienced by this community. Making an emphasis on the gay-lesbian community demands and the strategies driven to funnel them, as well as on the simultaneity of the process by which collective action and identity are shaped.
