51. Food Security and Climate Change: New Frontiers in International Security

Abstract:
In 2010, President Barack Obama’s National Security Strategy, or NSS—the periodic planning document that assesses the risks facing the country and outlines the United States’ response—for the first time recognized climate change as a security threat. The document noted that, “The danger from climate change is real, urgent and severe,” arguing that “[t]he change wrought by a warming planet will lead to new conflicts over refugees and resources.” The framing of the threat was exceptionally strong for the carefully worded NSS document; previous strategy documents in 2006 and 2002 mentioned climate change only briefly in the context of spending on new technology and natural disasters. The 2010 acknowledgment of new, nontraditional threats linked to climate change marked a turning point in the security community’s thinking about these issues. Over the past six years, analysts have accelerated their study of how these changes may affect international institutional architecture and shape geopolitical power. However, the international community still finds itself in largely uncharted waters, which requires new analytical approaches, data and mapping tools, and academic studies. But already, this nascent field points to the need to fundamentally rethink how our foreign and security policies intersect with access to water, agricultural production, food markets, transportation networks, and development projects.

As Robert Reich, a former labor secretary under Bill Clinton, once asked, with reference to the United States, “Where does the biggest gorilla sit? Anywhere it likes.” Dairy has long been a protected sector in the United States, which has a history of constructing its own reality with respect to freeing up international trade in agricultural products, milk included, and of ignoring or renegotiating commitments when they did not suit the government of the day. This background paper explores the historical evolution of US trade and agricultural policy as seen through its position on the dairy file in international trade regulations.

Abstract:
Millions of poor and vulnerable people face hunger and poverty this year and next because of record global temperatures, droughts and erratic rains in 2014 and 2015, followed by the development of possibly the most powerful El Niño on record. This briefing makes the case to urgently scale up humanitarian response in countries already in crisis. It also draws on the experience of the super El Nino in 1997–98, and the inadequate response to the Horn of Africa drought of 2011, to push for early action to save livelihoods elsewhere. Long-term approaches to reduce food insecurity must be found, and climate change, which is super-charging the effects of El Niño, must be tackled at the UN climate conference in Paris and beyond.

Abstract:
This article analyzes the fundamental challenges perceived by the People’s Republic of China: food security and energy security. They become evident through the higher demand over the domestic production. This relation compels the Chinese Communist Party to establish agreements with other countries to balance the supply and demand. The People’s Republic of China’s tools put in use to secure the agreements are institutional and military. Military tools are necessary to exercise the Chinese sovereignty over the South China Sea, and to keep safe the sea-lanes of communication. Consequently, the PRC-Brazil relations are examined, especially the latest.

Abstract:
National food security will continue to be the top strategic issue confronting Chinese policymakers. In the next two decades of rapid income growth, China‟s total demand for agricultural products will increase in the face of diminishing water and land resources, and the task of feeding the 1.3 billion Chinese people will be even more challenging. The authors suggest that a global agricultural strategy is the strategic choice for China because it enables China to safeguard national food security and at the same time, tackle its rising domestic demand for agricultural resources in the face of environmental pressures.

57. Welfare Analysis of Changing Food Prices: A Nonparametric Examination of Export Ban on Rice in India (pdf)

Abstract:
During the world food crisis of 2007-08, the price of staples soared rapidly. Higher food price impacts poor households more as they spend approximately three quarters of their income on food. Together rice and wheat provide more than 50% of the calorific intake in India. Apart from providing food security, millions of poor and small farmers depend on rice for their livelihoods. Using Indian Consumer Household Expenditure surveys for the years 2007-08 and 2009-10 the paper analyses the welfare generated by a ban on export of rice by the Indian government. The paper finds that the net impact of the ban on export of rice was positive, as it was able to cushion the Indian population (87% of whom are net consumers) from the adverse effects of the crisis. It also found that the poor in India aren’t homogeneous in nature. The majority of the rice-producing households that stand to gain from increased prices are relatively poor farmers. At the same time, the poor households that do not cultivate rice are most affected by price increase, as their budget share of rice is higher than richer households, who are more resilient to price rise. In particular, the wage labourers are affected significantly.

Este artículo se centra en la consideración de dos factores a los que se enfrenta en campo magrebí en Marruecos, Argelia y Túnez y que son tanto el envejecimiento de su población rural como las deficiencias estructurales que inciden en el desinterés de la población más joven por permanecer en el medio rural. En primer lugar se revisan las tendencias actuales en lo que a envejecimiento se refiere, para así determinar que el envejecimiento del agro magrebí se debe principalmente al fenómeno de emigración hacia las ciudades. Seguidamente se explican las deficiencias estructurales existentes, centradas principalmente en el escaso apoyo institucional, la baja capacitación de los agricultores, las deficiencias en infraestructuras, sin olvidar claro está, las menciones al cambio climático y al proceso de desertización. De esta explicación se deduce que ambos factores se retroalimentan, siendo cada vez más difícil mejorar la situación a medida que se profundicen ambos fenómenos, pues las deficiencias estructurales privan de oportunidades a los jóvenes agricultores y dejan a una población envejecida menos capacitada para introducir mejoras en la agricultura. La víctima de este círculo vicioso será la productividad y la seguridad alimentaria.

In Africa, the challenges impacting on the agricultural sector growth are multi-faceted. They include but are not limited to, an over-dependence on rainfall, weak capacity to respond to shocks, political governance, choice of crops, changing needs and changing food habits due to globalization, land degradation, land renting and sale to foreign companies. All of these contribute to an unnecessary level of food insecurity. The aforementioned are exacerbated by the low level of commitment to the sector in terms of policy and physical and human investment, especially in Agricultural Research, Extension and Education. This is coupled with the ineffectiveness and inefficiency in the supply side of the Agricultural Knowledge and Information System (AKIS) – institutional and process – and the absence of an organized and structured demand side of AKIS – the farmers.
