171. Haiti After the Earthquake

Abstract:
On January 12, 2010, Haiti suffered a 7.0 magnitude earthquake that destroyed much of the capital city of Port-au-Prince and caused the death of perhaps as many as 200,000 Haitians. The quake—the greatest natural disaster in the country's history—occurred at a point when Haiti appeared to be on the path to stability and progress. U.S. military forces will provide security during the emergency response phase, but aid to United Nations peacekeepers and the Haitian National Police is required to ensure that criminal gangs will not take over once the Americans withdraw. Reconstruction must target unemployment and poverty. Removing rubble and rebuilding essential structures will provide jobs, but it will be important to improve conditions and provide employment in rural areas so people will not return to the overcrowded and slum-ridden cities. The massive inflow of financial aid must not exacerbate Haiti's reliance on foreign nongovernmental organizations to provide essential services. Foreign aid should help Haiti's government expand its ability to manage resources and programs by providing training and budget support. In providing for Haiti's recovery, the international community must look ahead to the long term consequences of its action and work to place Haiti back on the path to sustainable development.

Informal talks began in mid-2010 on renegotiating the FAC with a view to adopting a new agreement by June 2011. The FAC is an international agreement that sets out the rules and minimum commitments for member countries which donate international food aid to feed hungry people in developing countries. The existing Convention is dated and requires revision on a number of fronts (Clay 2010; Hoddinott, Cohen and Barrett 2008; Barrett and Maxwell 2006), particularly in the current context of high food insecurity and volatile world food markets (FAO 2009a; FAO 2010). The effectiveness of the FAC as a mechanism to provide appropriate and predictable minimum levels of food aid to those in need has been diminishing to the point of virtual invisibility in the midst of the recent food price crisis — a clear illustration of its fading legitimacy.

This synthesis provides the main findings of the Food Security Expert Group Meeting which was convened by the RSIS Centre for Non-Traditional Security (NTS) Studies in Singapore on 4–5 August 2010. The Meeting brought together experts from multilateral and bilateral agencies, international and regional organisations, universities, agribusiness firms and relevant Singapore government agencies. The Meeting aimed to examine the context of urban food security relative to global food security and rural food security; explore the development of an ASEAN (Association of Southeast Asian Nations) Food Security Management Information System; assist in developing a research agenda on urban food security; and identify possible roles for Singapore in the global food system.

When the G20 meets in Seoul in November 2010, it has a big choice to make. It can either retreat into a narrow focus on its own interests, or it can prove it is capable of genuine global leadership in the face of the interlinked economic, food, and climate change crises. The G20 must adopt a Seoul 'development consensus' that confronts the challenges of the 21st century: reducing inequality and tackling global poverty through sustainable, equitable growth that gives poor women and men, and their governments, the tools they need to overcome poverty.

The massive earthquake that struck Haiti on 12 January 2010 devastated rural areas as well as urban, destroying crops, farm buildings, equipment, and infrastructure. Indirect effects touched almost every corner of the nation, as 600,000 people migrated to the countryside, increasing pressure on already stretched food and fuel resources. Internal displacement worsened food insecurity, which affected six out of ten people even before the disaster.

Abstract:
The International Fund for Agricultural Development (IFAD) has for many years stressed innovation, knowledge and scaling up as essential ingredients of its strategy to combat rural poverty in developing countries. This institutional review of IFAD's approach to scaling up is the first of its kind: A team of development experts were funded by a small grant from IFAD to assess IFAD's track record in scaling up successful interventions, its operational policies and processes, instruments, resources and incentives, and to provide recommendations to management for how to turn IFAD into a scaling-up institution. Beyond IFAD, this institutional scaling up review is a pilot exercise that can serve as an example for other development institutions.

Given current population and consumption trends, as well as the factors of climate change and resource scarcity, the situation is set to worsen—unless drastic actions are taken. The multi-dimensional nature of the food problem requires a comprehensive approach, one that not only addresses food production and availability but also deals with access issues. Only then can sustainable food security be achieved.

Abstract:
Between 2005 and 2008, global food prices increased 83 per cent. The price of wheat rose by 127 per cent, rice by 170 per cent and that of maize tripled. As a result the number of people suffering from chronic hunger reached a historic high of 1.02 billion in 2009, with the Asia- Pacific region accounting for 63 per cent of that total (642 million people). Although the situation improved in 2010 due to a more favourable economic environment and a fall in both international and domestic food prices, the future remains daunting. The Organisation for Economic Co-operation and Development (OECD) and the Food and Agriculture Organization of the United Nations (FAO), for example, forecast that the average wheat and coarse grain prices over the next 10 years will increase by between 15 and 40 per cent in real terms compared to average levels during 1997–2006. These events and projections demonstrate the global nature of the food problem, and underscore the importance of deeper regional cooperation.

Incorporating smallholders into the supply chain allows a company to tell consumers how their purchasing choices can improve the lives of men and women farmers. Companies that incorporate smallholders equitably into their supply chains – and communicate their action through their brands – can capture new customers and gain greater loyalty from existing ones.
