551. La democracia ambiental frente a la expansión de la frontera petrolera: el caso del Piedemonte llanero

Abstract:
La expansión de la frontera extractiva ha generado conflictos y debates políticos sobre su impacto en los derechos humanos, la preservación ambiental y el desarrollo. Este modelo se ha acentuado en Latinoamérica dada la creciente influencia china en la región y el consiguiente boom de precios de materias primas y bienes de consumo. En ese contexto nace el Acuerdo de Escazú como el primer tratado sobre democracia ambiental en la región. Algunas investigaciones han permitido avanzar en la comprensión de cómo interactúan los actores en el proceso de toma de decisiones ambientales. No obstante, aún no es claro qué factores ayudan a profundizar la democracia ambiental en medio del complejo proceso de expansión de la frontera extractiva. Esta investigación busca explorar la siguiente pregunta de investigación: ¿Qué factores facilitan o dificultan la profundización de la democracia ambiental en los procesos de licenciamiento ambiental en la frontera petrolera? Como estrategia metodológica se ha utilizado la sonda de plausibilidad aplicada a dos casos en el Piedemonte llanero mediante una matriz de análisis. Se concluye que el uso de mecanismos de participación en materia ambiental y el aprendizaje colectivo facilitaron la profundización de la democracia ambiental, mientras que esta última se vio dificultada por el carácter procedimental y administrativo de la participación en los procesos de licenciamiento ambiental, la falta de acciones vinculantes, la sentencia SU095/18 de la Corte Constitucional, y en fin, la estigmatización y las amenazas de muerte contra líderes y otras personas en el territorio. Estos hallazgos son importantes dada la expansión gradual de la frontera petrolera hacia tecnologías no convencionales, como el fracking, y la alta incertidumbre sobre sus efectos en el territorio. 1

Abstract:
Rohingya refugees began arriving in Bangladesh in August 2017, fleeing atrocities deemed serious crimes under international law by United Nations investigators. Over 740,000 new refugees have settled in two camps in Cox’s Bazar district of Chittagong: Kutupalong-Bulukhali and Naypara-Leda. The number of Rohingya in Cox’s Bazar now stands at around one million, comprising about 30 percent of the population. Kutupalong-Bulukhali is now the largest refugee camp in the world. The influx of Rohingya into Cox’s Bazar has exacerbated deforestation, underdevelopment, and climate vulnerability. Combined, these factors create an urgent need for new strategies and resources to address the increasing stress placed on the environment, and the consequences of this stress for refugee and host communities.

553. Fuel Subsidy Reform and Green Taxes: Can Digital Technologies Improve State Capacity and Effectiveness?

Abstract:
Reforming inefficient and inequitable energy subsidies continues to be an important priority for policymakers as does instituting “green taxes” to reduce carbon emissions. Simply increasing energy prices will have adverse impact on poorer consumers, who may spend substantial budget shares on energy and energy-intensive products even though the rich typically appropriate more of the price subsidy. Equitable pricing reforms therefore need to be accompanied by programs to transfer compensation: depending on the situation, this can be targeted or universal. Successful reforms require measures to raise awareness-of the subsidies and the problems they cause, effective dissemination of the reform to the population, and rapid feedback loops to facilitate mid-course corrections. Digital technology, including for unique identification and payments, as well as general communications, can help build government capacity to undertake such reforms and respond to changes in fuel markets. The paper outlines the use of digital technology, drawing on four country cases. The technology is only a mechanism; it does not, in itself, create the political drive and constituency to push reform forward. However, it can be employed in a number of ways to increase the prospects for successful and sustainable reform.

The participants were asked to research various topics within the larger theme and write white papers proposing rigorous and tangible solutions for the quaternary effects of climate change, especially when they pertain to national security.

556. Weathering the Storm: Weather Shocks and International Migrants from the Philippines

Abstract:
The growing literature on environmental migration presents conflicting results. While some find that natural disasters induce international migration, others discover a dampening effect. We aim to reconcile these differences by using a comprehensive list of weather shocks from the Philippines, a country prone to natural disasters and a major exporter of labor. We constructed a longitudinal provincial dataset (2005–2015) from an assemblage of administrative and survey datasets and tested linear, quadratic, and lagged models. Our fixed-effects results are consistent with both strands in the literature with caveats. First, Filipinos are more likely to work abroad when they experience less-intense tropical cyclones and storm warning signal but are more likely to stay with a more damaging storm warning signal. Second, differential effects of weather shocks on international migration contingent on agriculture exists. Third, non-environmental factors such as economic (unemployment rate) and infrastructure (number of high schools) also push Filipinos abroad.

Abstract:
The problem of human-wildlife conflict (HWC) in Africa – meaning the interaction between humans and wildlife that results in negative effects for both humans and wildlife – poses risks to the preservation of livelihoods as well as wildlife conservation. HWC affects the food security of people, it decreases their physical and psychological well-being and increases their workload.1 In Botswana, for example, where the largest concentration of elephants on the continent can be found (estimated at 126 114 in October 2018),2 the significant number of elephants is not only putting pressure on the ecosystem, but has also led to increased HWC. The wildlife numbers pose a threat to human life, with official statistics indicating that between February 2018 and June 2019, 20 deaths by elephants and several injuries were recorded.3 Elephants encroach on communities, not only killing people but also destroying crops, thereby impoverishing the rural communities who rely on farming for their livelihood. Hidden costs in the form of diminished psychosocial well-being and disrupted social activities raise additional concerns.

Abstract:
The protracted conflict since 2003 in Darfur, Sudan, has resulted in massive loss of human lives and assets, disrupted livelihoods and led to severe food insecurity in some areas. Some 1.6 million internally displaced persons (IDPs) are registered as living in camps. For unregistered IDPs – that is, displaced people living in rural settlements and urban areas – estimates vary considerably, especially as there is no systematic registration of displacement outside of camps.1 IDPs and their host communities have limited livelihood options and often rely on unsustainable coping strategies, such as unmanaged cutting of trees and shrubs for fuelwood and charcoal production. This places an additional burden on Darfur’s fragile ecosystem and related livelihoods.2

The goal of global nuclear security efforts should be a world in which all countries with nuclear weapons, highly enriched uranium (HEU), separated plutonium, and nuclear facilities whose sabotage could cause a major radiation release have reduced the risk of nuclear theft and sabotage to the lowest possible level. This will require policymakers, regulators, and operators to commit to a continuous process of striving for excellence in nuclear security performance.

Abstract:
Complacency about the threat of nuclear terrorism—the belief that nuclear and radiological terrorism threats are minimal and existing security measures are sufficient to address them—is the fundamental barrier to strengthening nuclear security. Many factors can lead to complacency, but the most significant contributors are lack of knowledge about: events related to nuclear terrorism; weaknesses of nuclear security systems; and the capabilities demonstrated by thieves around the world. People will be more likely to take action to strengthen nuclear security if they believe that nuclear terrorism poses a real threat to their own country’s interests and their actions can significantly reduce the threat. There have been many incidents in recent years that demonstrate the need for strong and sustainable security at both military and civilian nuclear facilities.
