Abstract:
Environmental change is increasingly recognized as one of the major factors that will shape the global security environment. According to most experts, rising global temperatures will lead to rising sea levels and cause more extreme weather events, such as storms, flooding, droughts and wildfires. The firestorms that engulfed parts of Australia in late 2019 and early 2020, burning an area the size of Belgium and Denmark combined, and severely decimating that continent's wildlife, were a stark reminder of the force of these changes.

Abstract:
By coincidence perhaps more than design, the ‘winds of change’ in the twelve months between autumn 2018 and 2019 ushered in new governments—whether through national elections or through coalition reshuffling—in five Baltic Sea littoral states: Finland, Estonia, Latvia, Lithuania, and Poland. Yet, amidst sometimes rather turbulent domestic political debates, one key cluster of topics was virtually absent: energy security and climate policy. With the vital exception of Finland—a state with a relatively strong Green movement and long tradition of climate and environmental activism—no country saw climate or energy security targets raised as key campaign issues. To the extent that energy security and climate topics were mentioned at all, they either were minimized due to parties’ fear of alienating key voting blocs (as with the coal mining sector in Poland), confined to energy stakeholders and technical audiences due their complexity (as with electricity desynchronisation in the Baltic countries) or completely assimilated into a cross-party foreign policy consensus (as in the universal opposition in Lithuania to the Astravyets nuclear power plant project in Belarus). While domestic factors—including perceived national interests in ensuring energy self-sufficiency—contributed to a serious case of policy inertia, small and interconnected countries do not of course exist in a vacuum. Accordingly, international factors—from the continuing use of energy policy as an instrument of geopolitical power by Russia, to the growing consensus in the EU in favor of more ambitious climate targets—have done more to raise the salience of these issues, especially after the von der Leyen Commission took office in Brussels at the end of 2019 and put forward the so-called European Green Deal. These exogenous factors have finally, for instance, triggered a broader reassessment in Estonia of that country’s rather leisurely planned phase-out of oil shale power generation, while pushing political leaders in all five countries at least rhetorically to embrace the goal of a carbon-neutral future (albeit with considerable differences in timelines and methodology). Amidst a volatile international economic and geopolitical context that—since the time work began on this report—now includes a major global pandemic and a dramatic fall in fossil fuel demand and prices, the region’s political and economic leaders clearly cannot count on being able to make their policy selections in a vacuum. While the goal of an integrated regional energy market is closer than ever to being achieved, regional cooperation still has much to be desired; differing attitudes to issues both technical (e.g. harmonising natural gas regulations, which has left Lithuania outside a new regional market) or fundamental (importing third-country electricity generated without regard to EU climate or pollution standards) leave all five countries less able to respond to challenges ahead. While the region’s countries have largely relied on Brussels to broker compromises (often with the help of considerable funding), in a post-pandemic world, both the political bandwidth and financial resources will likely be constrained. In its country sections, this report captures a valuable snapshot of the relative inertia as well as the degree of evolution of the energy and climate policies of the five countries in the face of that year’s fairly calm international context. Given the significant economic, human, and political changes underway as a result of the pandemic, however, it is an open question to what extent the region can weather the far more turbulent times ahead. The political and societal willingness to pursue the energy transition to a carbon-neutral future through new—more ambitious and certainly more expensive—energy and climate policies as a response to the climate emergency will very much depend on how the impact of the pandemic plays out globally, in Europe and in the Baltic area. It will also require strong leadership from a new generation of political, business and societal leaders able to see green recovery as a major opportunity for their nations in terms of economic development, social welfare and national security.

33. No Sanctuary: China’s New Territorial Dispute with Bhutan

Abstract:
Resting at the eastern end of Bhutan is the Sakteng Wildlife Sanctuary. Spanning some 750 square kilometers, it is spread out across a densely forested area of the Himalayan Mountains. The sanctuary is far better known for its unique flora and fauna (including the red panda and, reputedly, the fabled yeti) than its geographic boundaries. But the latter is precisely what brought it to international attention in June 2020. Early that month, Bhutan sought a grant for the sanctuary from a global environmental organization that funds sustainable development projects. Unexpectedly, China’s representatives to that organization opposed the grant. Their reason: China considers the sanctuary to be “disputed territory.”

34. The European Green Deal: Assessing its current state and future implementation

Abstract:
This Working Paper analyses the main aspects of the European Green Deal proposed by the European Commission in December 2019. It puts the Green Deal into the broader context of EU climate governance in order to assess whether and how it advances the EU’s climate agenda. The paper proposes four broad and interrelated categories to evaluate the Green Deal. Its performance depends on whether it is and will remain a policy priority, despite the Covid-19 emergency and the ensuing economic crisis. Second, successful implementation depends on adequate financial endowment, including the shift of public funding from hydrocarbons to renewables and energy efficiency in post-pandemic economic programmes. The legal competence of EU institutions to coordinate and enforce the implementation of the Green Deal is also essential, as highlighted by ongoing discussions concerning the governance to achieve zero net emissions by 2050. Furthermore, international cooperation with third partners on issues such as border carbon adjustment, technology transfers and green industry will influence both the implementation of the Green Deal in the EU and the contribution of other major emitters to the climate agenda.

35. When the Water Runs Out: The Rise (and Inevitable Fall) of the Deserts of Southwest Afghanistan and its Impact on Migration, Poppy and Stability

Abstract:
There are up to 1.4 million people in southwestern Afghanistan whose livelihoods are under threat. These people reside in the former desert areas of Farah, Nimroz, Helmand and Kandahar. In the 1990s, this region was largely barren uninhabited land, apart from the valley of Khash Rud in Nimruz and the lower part of Marjah. Drawing on fieldwork conducted over a 10-year period, and using high-resolution remote imagery, this paper charts the processes that led to the encroachment, settlement and transformation of the deserts of the southwest. It documents how patterns of migration to these areas varied over time and by location, and details how these once barren landscapes were transformed into areas of permanent settlement. The paper then provides evidence of how this rapid transformation has impacted the population that reside there, and outlines the threats to the long-term viability of their livelihoods. Finally, the paper recommends solutions to the pressures on this population, not just in addressing the factors that drive migration to these former desert areas, but also interventions that might ease the economic, social and environmental challenges that those living there currently face, potentially preventing a massive displacement of people within Afghanistan, to neighbouring countries and possibly further afield.

36. Building the Banking Sector’s Capacity for Green Infrastructure Investments for a Low-Carbon Economy

Abstract:
The construction of green infrastructure, using advanced technology and retiring inefficient technology, is essential for the low-carbon transition. Various green infrastructure programs are being implemented, and banks play an important role in facilitating these programs. Many lessons have been learned in improving finance for green infrastructure: (i) measurement, reporting, and verification is a useful tool for identifying green infrastructure investment; but just reduction is not enough for Green Infrastructure and three requirements – carbon dioxide emission reductions, improving energy access, and contributions to sustainable economic growth – connected with the Sustainable Development Goals are necessary; (ii) banks can contribute to realising a positive cycle of cost reduction and diffusion of advanced technology for reducing costs by scaling up markets; and (iii) carbon pricing is essential for removing carbon externalities and making green infrastructure commercially viable. Banks are recommended to have long-term strategies, improve their capacity for scenario analysis, have more dialogue with industry, and develop innovative finance such as carbon markets. Governments are recommended to adopt carbon pricing to encourage finance for green infrastructure.

37. Sustainable Water Resource Development Scenarios and Water Diplomacy in the Lower Mekong Basin: Policy Implications

This paper uses the current results of the Basin-wide water resource development scenario assessment of the Council Study of the Mekong River Commission Secretariat (MRCS) to analyse potentials benefits for economic development to meet the ambitious goal of the riparian states of the Lower Mekong Basin (LMB) countries for poverty reduction and, at the same time, analyse the risks of potential trans-boundary trade-off, which will require an appropriate mechanism to be in place. The scenario assessment results present both opportunities and risks associated with different levels of water resource development in the Mekong countries and the implications of the water diplomacy for both the lower and uper mekong basin. All scenarios could be broadly placed into three main categories with different timeframes and assumptions. Scenario M1 – the early development scenario – characterises baseline water resource developments in 2007; Scenario M2 – the medium-term definite future scenario – characterises existing, under-construction, and firmly-committed water related developments in 2020; and Scenario M3 – the long-term planned development scenario – characterises the planned water developments in 2040 in addition to those assigned for 2020 for implementation over the following 2 decades. The main scenarios aggregate combinations of water resource developments enabling the cumulative assessment of environmental, social, and economic effects in the Member Countries. The Scenarios will bring both economic opportunities in terms of benefits from water resource development as well as risks related to biodiversity changes, the environmental damages and losses of livelihoods, and the dependency on the natural resources of the Mekong River. Each of the scenario results presents the trans-boundary trade-off which requires appropriate skills, capacities of the LMB riparian countries, and water diplomacy to discuss and negotiate for the solutions. Finally, this paper provides some suggestions and policy implications that could be possible mechanisms and solutions for sustainable water resource development in the Mekong region.

Abstract:
We examine the impact of exposure to plentiful rainfall while in utero on the cognitive development of the same children from ages 5 to 15 from the Young Lives Project in Viet Nam. Using variations in the month and place of birth, we show that positive income shocks, proxied by above-average rainfall, are associated with better cognitive development up to age 8. The effect is more pronounced when positive shocks occurr early in gestation. However, we find that such positive effects are not sustained in the longer term and are completely absent at ages 10, 12, and 15. Our results call for effective and early policy interventions providing a sustained pathway for the cognitive development of children in weather disaster-prone regions.

As the Juncker Presidency hands over its mandate baton to Ursula von der Leyen, all eyes are on the energised new President and her ambitions bestowed upon her cabinet. Despite some progress, more efforts to improve Europe’s health policy is still needed if it is to tackle unprecedented challenges like demographic changes, environmental degradation and the rapidly changing world of work. Newly-appointed Health Commissioner Stella Kyriakides has been entrusted with a considerable portfolio, indicating an arduous yet promising five years ahead of her. In this Policy Brief, policy analyst Simona Guagliardo argues that von der Leyen’s agenda for a “Union that strives for more” offers a unique opportunity to build a strong case for placing health and well-being at the centre of her policy triad: economic growth fuelled by technological innovation and environmental protection. The EU and its member states must recognise the centrality of people’s health and well-being vis-à-vis economic growth; ensure that health is a constant factor in all policymaking; and deliver on their promises of social fairness, equality and inclusion.

Abstract:
Rather than recommending “new” means to be established for the first time in terms of Turkish legislation, “The Convention on Access to Information, Public Participation in Decision Making and Access to Justice in Environmental Matters” (“The Aarhus Convention”, in short) will ensure that already existing procedural means that implement rights such as the right to information, the right of participation and the right to environment are compatible with international networks. In this sense, the Aarhus Convention is the body of “procedural means” that is clearing the path to establishing a participatory public administration that can transform the aforementioned rights into effective tools for their beneficiaries, to assist in the creation of an egalitarian, transparent and effective administration and a new public order facilitating the social integration of disadvantaged groups like the elderly, the youth, women, children and immigrants.
