In the United States, European Union and Asia, fears about dependence on oil and gas imports from unstable regions have become a major theme of political debate. This paper provides a high-level and historical perspective on this complex issue. Dependence on oil and gas imports raises real economic- and political-security issues for many countries. Neither the global economic crisis nor climate change policies - both of which look set to restrain oil and gas demand - will solve the problem entirely. In fact, over the next few decades it is likely to become worse.

Abstract:
Half a decade of high and volatile oil prices alongside increasingly dire warnings of climatic disaster have pushed energy security and climate change steadily up the U.S. policy agenda. Rhetoric in Washington has emphasized opportunities to deal with both challenges at once. But energy security and climate change do not always align: many important decisions in areas including unconventional oil, biofuels, natural gas, coal, and nuclear power will involve complex trade-offs and force policymakers to carefully navigate the two goals. Ongoing and heated debates in the United States and Canada over the future of the Canadian oil sands—touted at once as an energy security godsend and a climate change disaster—highlight that tension and emphasize the need to intelligently address it.

Abstract:
This article analyzes the role of Turkey in the European Union's energy security and its implications for the Turkish accession process. The EU is increasingly interested in diversifying its imports of energy, as well as the transit routes for these imported supplies. Extant and future projects to secure energy supplies from Russia, the Caspian and the Middle East indicate quite persuasively that Turkey has become more crucial to the attainment of the EU external energy policy objectives. However, Turkey may have reached the limits of its willingness to cooperate on energy security without more decisive EU reciprocation of Turkey's own EU membership efforts. In the short run, Turkey is not essential to the EU, but in the longer run, as European energy needs become more pressing, the EU may have to give more serious consideration to Turkey's accession.

Even small variations in rainfall or temperatures would exacerbate this already stressed environment. Most South African crops are grown in areas that are only just climatically suitable and with limited water supplies.

At the 2008 summit in Hokkaido, Japan, G-8 leaders called for a 50 percent global reduction in greenhouse gas (GHG) emissions by 2050 to avoid “the most serious consequences of climate change.” Meeting this goal will require transforming the way energy is produced, delivered, and consumed across all sectors of the economy and regions of the world. The International Energy Agency (IEA) estimates that the building sector alone will need to reduce annual emissions by 8.2 gigatons below business-as-usual by 2050, an amount equal to nearly one third of global emissions today (IEA 2008a).

While natural gas can play a critical role during the transition to a secure, low-carbon economy, there are both climate and energy security risks associated with a dramatic shift to natural gas. The international community is currently in the midst of negotiating a follow-up agreement to the Kyoto Protocol, due to be concluded at Copenhagen in December this year. The European Union has so far taken extensive measures internally to comply with its commitment under the Protocol, and has thereby led the global effort to slow down climate change. At Bali in December 2007, the European Union played an active role in brokering a deal with developing countries on the Copenhagen building blocks, while US climate politics were still largely in gridlock.

The Russian Cabinet discussed a draft 'climate doctrine' on 23 April 2009. The document, opened for comments 28 May 2009, is a political declaration on the approach to climate change. The debate around the doctrine was largely based on the scientific report published by the Hydrometeorological Service of Russia (Roshydromet) in February 2009. This document recognizes climate change as a human-induced phenomenon and acknowledges the main characteristics of the changes expected.

Under the Kyoto Protocol, Japan has pledged to reduce its GHG emissions during the first commitment period by 6% relative to 1990. However, Japan's national GHG inventory indicates that emission levels for 2007, the latest year for which official estimates are currently available, have reached 1.374 billion tons of CO2 equivalent, representing a 9% increase relative to the base year.

Climate change is already affecting the lives of people in the developing world. Increased floods and droughts, rising sea levels, changing patterns of rainfall and falling crop yields are making it harder and harder for poor people to escape poverty. Oxfam is projecting that, on current trends, the average number of people affected by climate-related disasters each year may have risen by over 50 percent by 2015 – to 375 million people – potentially overwhelming the humanitarian system.
