Abstract:
With the September 18 parliamentary elections, Afghanistan completes its internationally mandated blueprint for democracy and enters a new phase of state building in uncharted waters. This transition occurs against the backdrop of rising threats to security and an economy dominated largely by illicit production and export of opium. On October 12, 2005, the U.S. Institute of Peace convened a meeting of the Afghanistan Working Group to review the recent parliamentary elections. The presenters at the meeting included Robert Varsalone, resident country director for Afghanistan for the International Republican Institute; Sam Zia-Zarifi, research director for the Asia Division of Human Rights Watch; Larry M. Sampler, former chief of staff for the UN Assistance Mission in Afghanistan; and Barnett R. Rubin, chairman of the Afghanistan Working Group. This USIPeace Briefing , written by Scott Lasensky and Mona Yacoubian of the Institute's Center for Conflict Analysis and Prevention, is based on discussions at a recent seminar. The views expressed do not reflect those of the Institute, which does not take policy positions. Syria is facing unprecedented pressure from the international community on issues ranging from Syrian meddling in Lebanon to its support for terrorist groups. The United Nations investigation into the assassination of former Lebanese Prime Minister Rafik Hariri will release its second report in mid- December 2005. The current crisis has increased speculation about prospects for political change in Syria. The opacity of Syrian politics means there are more questions than answers. Nonetheless, a number of key indicators suggest a changing political environment, in a country where political development has essentially been frozen for thirty-five years.

Iraq will elect a new parliament on December 15th. The new government—whatever its composition—will then be in a race to build a democratic order before the insurgency creates enough chaos to break it down. Whether or not the government succeeds depends on how political events of the past two years have set the stage for the December elections—and on the prospects of creating a national narrative that encompasses all of Iraq's main political and ethno-sectarian groups.

The Niger Delta, an area of dense mangrove rainforest in the southern tip of Nigeria, comprises nine of Nigeria's thirty-six states: Abia, Akwa Ibom, Bayelsa, Cross River, Delta, Edo, Imo, Ondo, and Rivers. The region's oil accounts for approximately 90 percent of the value of Nigeria's exports, but the Niger Delta remains one of Nigeria's least developed regions.

2989. A Special Part of Europe: Nation, State and Religion among Orthodox Slavs

Abstract:
The paper studies how nation, state and religion – in particular: churches – are related among Orthodox South Slavs: Bulgarians, Serbs, Macedonians and Montenegrins. The close relations between (self-conceived) nations and churches go back to the Ottoman Empire, and seem to have been strengthened by the conflicts in Former Yugoslavia since 1990. The close relation between state and nation go back to how the Ottoman empire was dissolved and have also been strengthened by the same conflicts, even though all states proclaim themselves as non- discriminatory in this respect. The close relation between church and state also has long historical roots, but is more ambiguous today, with elements of competition as well as cooperation – and the latter is seen by many as having gone too far under communism. It is notable that where there are attempts to stabilise a separate identity – in Macedonia and Montenegro – establishing separate churches is a part of this on par with defining separate languages, rewriting history, etc. and the churches are seen as important national symbols even among quite secularised groups; and the same is true for the resistance against separation from the Serbian Orthodox Church.

Abstract:
The New Partnership for Africa's Development or Nepad has been enthusiastically pushed by a select number of countries in Africa, as well as by the G-8, as a means to stimulate what has been termed the "African Renaissance" (see www.uneca.org/nepad/nepad.pdf). Nepad was launched in Abuja, Nigeria, in October 2001; it arose from the mandate granted to five African heads of state (Algeria, Egypt, Nigeria, Senegal, South Africa) by the then Organization of African Unity (OAU) to work out a development program to spearhead Africa's renewal.
