Abstract:
The murder of Saudi Arabian columnist Jamal Khashoggi on October 2nd in the Saudi consulate in Istanbul has been a clarion call for the Washington foreign policy community, one that is redefining the United States’ relations with the Saudi Kingdom and, by extension, US strategy in the Middle East. The Khashoggi affair will outlive President Donald Trump; the reputation of Saudi’s leadership is beyond repair, and with Global Magnitsky sanctions and the newly proposed bipartisan Saudi Arabia Accountability and Yemen Act, the US Congress appears ready to act where the executive has fallen short. The CIA has concluded that Saudi Arabia’s Crown Prince Mohammed bin Salman (MbS) ordered Khashoggi’s murder. Trump, who has threatened “severe consequences” for whomever is found responsible, seemed over the past month to be looking for a way out of naming, shaming, and punishing MbS himself. In his statement on November 20th, Trump confirmed many observers’ worst fears about this president’s worst instincts, saying that US security, economic, and political interests transcend this incident. For a sitting US president to balk at the notion of holding an ally accountable and making even a symbolic effort to address such a gruesome crime with clear chains of responsibility constitutes a new low in US foreign policy

52. The evolution of the EU law against criminal finance: the "hardening" of FATF standards within the EU

Abstract:
This article examines the recent evolution of the EU anti-money-laundering (AML) and counter-terrorist financing (CTF) legislative framework, focusing on the relationship between the main international standards in the field and the newest EU legislation. It suggests that international soft law norms—in particular, the Financial Action Task Force (FATF) Recommendations—have had a decisive influence on the latest development of legislation at the EU level and within its member states. It further argues that mainly the preventive component of the AML/CTF legislation will be strengthened by the EU instruments adopted in mid-2015. However, this Article concludes that the adoption of global soft standards has posed significant challenges to the EU legislative framework. The arguments are developed in four parts. The Article first highlights the main regulatory prescriptions that stem from the study of the phenomenology and the economics of AML/CTF regulation and underpin the current international regulatory paradigm. Second, it explores the evolution of the main international instruments in the field with a special focus on the role played by the FATF Recommendations. It also illustrates the relation between these instruments and the adoption of the new EU AML/CTF legislation from two different, but complementary, angles: (1) noting that the current international AML/CTF framework has a multidisciplinary approach, the Article focuses on the framework's repressive component and assessing the limits of the EU criminal approach against money laundering and terrorist financing; and (2) examining the recent EU preventive legislation and addressing the main challenges posed to the EU legislative framework when attempting to accommodate global standards, especially regarding tensions with fundamental freedoms and human rights protected within the EU.

This new report provides a practical roadmap that tackles the real implications and recognizes the difficulties of transitioning from illegal to legally regulated drug markets. It offers concrete answers regarding the organizational capacity of state institutions to regulate and control a legal market of potentially dangerous products. It highlights the challenges facing impoverished populations that constitute the “working class” of the illegal drug markets. It offers possible ways forward to deal with the risks inherent to the resilience of organized crime. Finally, this report calls for a reform of the prohibition-based international drug control system, which is compromising a universal and holistic approach to the “drug problem.”

Abstract:
In this paper I wish to present the complexity of Jewish-Polish relations from the 19th century until the interwar period, with emphasis on sociolinguistic issues. I will illus- trate the circumstances of the contact between the Polish and Hebrew languages. Poles and Jews, who lived side by side, developed successful relationships, but mainly in the criminal underworld. That was reflected in a sociolect – a dialect of criminals that constituted a mix- ture of Polish, Yiddish, Russian, and several other languages, including quite a few Hebrew words, which with time adopted new meanings. Moreover, I will provide some examples of Hebrew words used in Polish criminal jargon, as well as those which have been coined in every-day Polish. Then I will refer to some Hebrew words that are not connected with a world of crime and are still in use in spoken Polish.

Abstract:
Concerns about personal security have been prominent in Papua New Guinea for many years. Personal security figures regularly in travel advisories issued by foreign governments. International news coverage of Papua New Guinea is often about violence or crime, reinforcing the country's reputation as a dangerous and lawless place. A visitor to Port Moresby, the sprawling national capital, sees evidence of this in the elaborate security arrangements that shape the urban landscape. Drivers of insecurity in this young nation are complex and multidimensional, stemming from the legacies of a recent colonial past, along with the ongoing challenges of state consolidation and the uneven effects of economic globalisation. The main security threats are non-traditional, including urban crime, gender-based violence, corruption, arms trafficking, border protection, resource poaching, climate change, natural disasters, and transnational crime. Although some view China's growing presence as a potential threat, its activities in Papua New Guinea have been largely confined to diplomacy, development assistance and investment. Prime Minister Peter O'Neill has acknowledged the absence of any "distinct conventional external threat", while PNG's National Security Policy recognises the developmental and political character of the country's security challenges.

56. Homicides of children and adolescents in Brazil

Abstract:
Brazil is the world's most homicidal country in absolute terms. It also exhibits some of the most prolific lethal violence against children and adolescents. The following assessment demonstrates an exponential increase in the total number and prevalence rate of child and youth homicides between 1980 and 2014 — 476.4% and 485%, respectively. Such violence is not evenly distributed. Several northeastern states exhibit the highest rates of intentional homicide in Brazil, with the most common victims consisting of 16- and 17-year old black males.

Abstract:
This book is a lively journalistic read, filled with stories and details of encounters between jihadists, smugglers, organized crime, drug smuggling across the Sahara, kidnapping of rich tourists, and European ransoms. The author, an Italian journalist, describes herself as a ‘chronicler of the dark side of the economics of globalization’ and has written several books on ISIS, terrorist financing, and money laundering. In Merchants of Men, Napoleoni argues that the proliferation of failed states and the breakdown of law and order in regions like the Sahel, accelerated by the burgeoning cocaine business in the region, have enabled a rapid increase in trafficking and kidnapping. The profits of these merchants of men have flourished, aided by the secrecy of European governments surrounding the ransoming of their citizens (notably, the U.S. does not, publicly at least, pay ransoms). Napoleoni raises these and a number of intriguing issues in the preface. She points to the “false sense of security about the globalized world” that allows both “young, inexperienced members of the First Nations Club” and humanitarian aid workers to explore the world and bring aid to conflict zones — and become the primary target of kidnappers. She gives (unsourced) statistics about the growth of the kidnapping industry and its mirror, private security companies, and asks whether “the economics of kidnapping are immune from the laws of economics,” because as competition has increased between kidnappers and private security firms, prices have gone up instead of down. She argues that when the migrant crisis erupted in Europe in 2015, the business of hostage taking — already set up with “a sophisticated organizational structure in place and plenty of money from trading hostages” — switched to trafficking in migrants and refugees. The profits of these merchants of men have continued to increase since then.

58. The Legal Aspects of the MH17 Disaster: What Next?

The most often discussed legal avenue is criminal law, under which individual perpetrators can be held accountable for the crimes they committed. Not only those directly responsible but also those who ordered, conspired to or aided and abetted the shooting down of MH17 can be held responsible. These individuals can be prosecuted both at the national level in domestic courts or at the international level, at the International Criminal Court (ICC) or a specially established tribunal. Criminal law, however, requires a high burden of proof. Not only needs to be proven that an individual has committed a criminal act but also that the individual did so with the required knowledge and intent, making it difficult to prosecute individuals. Under the circumstances of the MH17 situation, investigations are strenuous. Jeroen Akkermans, who was one of the first investigative journalists present at the crash site, underlined the problems with gathering evidence.

Sexual harassment has become social evil in the modern era throughout the world. It is continuously raised with the passage of time among university students and teachers. Especially female students are facing such kinds of negative activities at the workplace. Some female students create an attraction for male students at higher educational sector in Pakistan because it is natural phenomenon because it is true that the esthetic sense exists in the nature of female. It is noted that sexual harassment has become a common issue in every field of life. Especially from the social and cultural aspects it has become a dilemma of our society. It is also found in educational institutions. It is against the dignity of humanity and especially for family ownership. The female students cannot take the report because they do not want to be mistrusted in front of their guardians. The purpose of this study is to investigate the feelings and responses of harassed students on facing sexual harassment on the university premises. Empirical data were collected from 260 students (144 male and 116 female) of 12 departments of University of the Punjab, Pakistan. A stratified random sampling technique was used to collect the data. A questionnaire of 53 items was developed and tested. All the questions were close ended, based on five point Likert scale (from strongly agreed to strongly disagreed). The reliability of the questionnaire was 0.83. Findings of this paper show that seldom complaints were reported on sexual harassment faced by the students in the university. They reported that the male students code such kinds of negative and sexual comments and use vulgar language towards female students. A great care is to be taken for this concern on large scale. It is recommended that awareness sessions should be conducted for the students and the faculty and trainings should be provided. Along with formal policies, the informal culture of the higher education institute should facilitate the victims in preventing and seeking justice
