881. Dysfunction and Decline: Lessons Learned From Inside al-Qa'ida in Iraq

Abstract:
Al-Qa`ida in Iraq (AQI) is a shadow of its former self, primarily because broad sectors of Iraq's Sunni population rejected it after more than three years of active and tacit cooperation. Anger over AQI's brutal radicalism infused the Sunni backlash against jihadists, but AQI also made two fundamental strategic overreaches that exacerbated its alienation from Sunnis in Iraq. First, it incited a sectarian backlash from Iraqi Shi'a without the means to defend Iraq's Sunnis from the onslaught it provoked. Second, AQI created a formal political entity, the Islamic State of Iraq (ISI), to dominate Iraq after a U.S. withdrawal without adequate support from Iraq's Sunni population.

L'Est du Tchad est une poudrière dont l'explosion pourrait déstabiliser l'ensemble du pays ainsi que les pays voisins et aggraver une situation humanitaire déjà désastreuse. Les conflits locaux fondés sur la raréfaction des ressources ont été exacerbés par des manipulations politiques nationales et régionales. La population a déjà énormément souffert des conflits internes tchadiens, de la crise du Darfour et de la guerre froide tchado-soudanaise. Les deux gouvernements, avec le soutien de leurs partenaires internationaux, devraient reprendre la mise en place de l'accord de Dakar, mais une conférence spécifiquement dédiée au conflit à l'Est du Tchad devrait également être organisée afin que les acteurs locaux et nationaux trouvent des solutions aux causes internes de la crise. Elle devrait être intégrée dans les structures existantes du processus de paix tchadien.

Abstract:
The widely discussed Syrian-Israeli peace park concept is rooted in the assumption that Syrian and Israeli "good will" for cooperation is sufficient to mobilize a long-lasting, firm peace treaty between the two countries. The current discussions on a layout for a peace park provide a description of the mechanisms that will control and maintain the park, but fail to provide the insights for how to keep these mechanisms functioning in one, five or ten years into the future. This paper argues that given the lack of stabilizing factors in an Israeli-Syrian partnership, even if negotiations succeed and an agreement is signed, the probability of failure during implementation is high.

Over the past decade, the United States Institute of Peace (USIP) has trained members of police and military forces around the world to prepare them to participate in international peacekeeping operations or to contribute to post-conflict stabilization and rule of law interventions in their own or in other war-torn countries. Most of the training takes place outside the United States, from remote, rugged bases to centrally located schools and academies, from Senegal to Nepal, from Italy to the Philippines.

Building peace in the Democratic Republic of the Congo's (DRC) troubled regions requires sustained intervention by a wide range of stakeholders to address aspects of the regional political economy that perpetrate cross-border abuse of the country's abundant resources. Violent competition for control of mineral resources, particularly in northeastern DRC, has involved regular forces as well as militia from the subregion and contributed to a flourishing war economy, many years after the Lusaka Ceasefire Agreement in 1999.

Abstract:
President Barack Obama declared in his June 4thaddress at Cairo University that “all of us must recognize that education and innovation will be the currency of the 21st century.” His emphasis throughout the speech on the importance of educational initiatives reflects the central role that education can play in preparing communities for change. This is particularly relevant in regard to the peace process between Israelis and Palestinians. Education can be an important component of fostering positive change in social values, attitudes and skills that are necessary to overcome the pain of conflict and to cope with the frustrations involved in a peace process. Alternatively, education can reinforce conflict-producing myths and stereotypes, serving as a battleground where social groups are demonized, and different communities compete over history and the society's narratives.

889. Understanding the Armed Groups of the Niger Delta

When a group of Western oil workers was kidnapped in the Niger Delta in January 2006, the immediate hike in prices at gas stations around the world served as a timely reminder of the importance of this unstable region to international oil supplies. A previously unknown group announced it was holding the workers. It called itself the Movement for the Emancipation of the Niger Delta (MEND) and quickly sparked panic within the oil industry with a second set of kidnappings and a series of attacks on oil facilities. Anxiety reached new heights when, in an email sent to journalists, MEND claimed responsibility for an attack on an offshore facility, Bonga, in mid-2008. The installation, located a full seventy-five miles from the mainland, had previously been considered too ambitious a target for the militants. By the summer of 2008, oil was trading at $147 a barrel and oil production in the Delta was down by a quarter. Who was this mysterious group, whose members—armed with little more than a few AK-47s and speedboats—were able to massively disrupt oil supplies and wreak havoc on world commodity prices? Where did it come from, and what does it want? Is it a coherent group with clearly defined aims and political ambitions? Or is it merely a disparate ragtag of disillusioned youths, with powerful backers, intent on little more than petty criminality?

Vladimiro's military training showed not only in his butchering prowess, but also in his upright posture, an odd juxtaposition of perfect etiquette and lethal brutality.
