81. Opportunities and Challenges of Ensuring Stability in Kenya’s 2017 General Elections

Abstract:
With Africa having steadily begun the litany of elections billed for 2017, the orderly manner in which Somalia’s elections took place restored a glimmer of hope in those who think only the worst for Africa’s democratic and electoral maturity. With over 20 elections scheduled to take place before December 2017, the African Union Commission (AUC) has identified potential fault lines across Kenya’s election processes, and those in Liberia, as sites for election-related violence. Accordingly, among other things, the AUC has trained approximately 50 long-term election observers to be deployed to Kenya, Liberia and other states – based on empirical evidence that these particular cases could be cause for concern. This Policy and Practice Brief (PPB) examines the prospect for a peaceful election in Kenya, and offers insights on what can be done to mitigate any possible election-related violence. With respect to the state of readiness of election management bodies (EMB), the Supreme Court and the government to deliver credible elections, this PPB examines and brings to light challenges that could potentially trigger election-related violence, with the view to make recommendations on how to mobilise key stakeholders to invest in supporting local and under utilised institutions or existing processes and practices capable of mitigating election-related violence. Some of these stakeholders are critical in ensuring the identification of conflict triggers, forewarning about them and preventing their escalation to national crises and conflict. Civil society organisations (CSOs), regional and international organisations should, in the build-up to the 8 August election, effectively co-ordinate their pre-assessment field visits to Kenya so as to identify potential options to avert the likelihood of election-related violence in the country.

Abstract:
The years 2015 and 2016 were crucial for the Economic Community of West African States (ECOWAS) from the perspective of its efforts to ensure sustainable peace and stability in the region, through supporting the conduct of peaceful elections and the orderly transfer of power. A total of 10 of its 15 member states held elections in 2015 and 2016. ECOWAS has a rich history of managing political transitions and elections in the past 18 years, following the adoption of the 1999 Protocol Relating to the Mechanism for Conflict Prevention, Management, Resolution, Peace-keeping and Security (referred to as “the mechanism”), as well as the 2001 Supplementary Protocol on Democracy and Good Governance. This Policy and Practice Brief (PPB) examines ECOWAS’ interventions around the electoral processes of its member states, with particular focus on its management of the 2016 post-election impasse in The Gambia. This highlights how effective a mediation process can be when mandates are grounded within institutions’ normative and legal instruments, and when international actors work in partnership with regional organisations with respect to the principles of subsidiarity, complementarity and comparative advantages. The lessons from this intervention might therefore be relevant to other regional economic communities (RECs), the African Union (AU) and the United Nations (UN) in avoiding the pitfalls of working in silos or engaging in a multiplicity of interventions, which are often at cross-purposes.

Abstract:
Post-conflict peace is fragile, about half of all conflicts break out again during the twelve post-conflict years. In Africa this risk is even higher. Using survival analysis this paper suggests that while it is difficult to find correlates of peace stabilization, there are some policy relevant results. How a conflict ends is important. Negotiated settlements are fragile but the chances of peace surviving can be significantly improved through the deployment of UN peacekeeping operations. The data suggest that many operations start before the end of the armed conflict, thus they should be viewed as ‘peace preparation’ operations. The paper recommends the use of additional case studies, given that the small sample size prevents further quantitative examination of these important issues.

Abstract:
Since the beginning of the Astana process, Moscow seems to be in a race against time to establish the foundations of a solution in Syria before arriving in Geneva: first, by reforming the opposition’s delegation to the negotiations, an effort Moscow has been working on ever since the military intervention in Syria began, and second, by redrawing the solution’s main parameters, which Moscow exerted great effort towards during marathon negotiations conducted with the former US Secretary of State, John Kerry. Through these negotiations, Moscow has been able to change the rules at Geneva by prioritising an agreement to change the constitution, followed by the formation of a non-sectarian representative government, and then calling for presidential elections with Assad’s participation, so ‘the Syrian people can decide his fate’.

Abstract:
The European Institute of the Mediterranean (IEMed) and Casa Árabe, with the collaboration of ICEX (Spain Trade and Investment), organised in 2016 an international conference entitled "Post-conflict re-construction in MENA: Previous experiences and stakeholders’ inclusive involvement in the future reconstruction of Libya, Syria and Iraq". The aim was to tackle the different aspects and challenges related to reconstruction in post-conflict countries in the region. Given the dimension and complexity of the subject, the conference was structured in a double meeting, bringing together stakeholders, academics and experts. The first one took place in Barcelona on the 11 April 2016 and the second one on the 19 September 2016 in Madrid. This document gathers and assesses the main conclusions and recommendations reached in both meetings. While conflict is a normal, healthy part of all communities, teaching people how to deal with conflict without resorting to violence by helping them to use new approaches to overcome barriers can be effective in bringing about progressive change.1 Educating for peace is crucial due to the normalization of violence and its influence on well-being. As a human right, students must learn about a healthy life, for everyone can be sustained without violence as a response to conflict. In peace education lessons about the sources of and responses to conflict, students analyze current problems and how they can be avoided, as well as responsibly managed. They need a vision of a peaceful future as a foundation for peacemaking and skills for constructing it.

What explains democratic participation in United Nations peacekeeping operations? Although the division of the burden of UN peacekeeping operations has attracted a considerable amount of scholarly attention, neither the impact of domestic variables, nor the interaction between the domestic and international determinants of peacekeeping contributions has been systematically analysed. This article aims to fill this gap in academic research. First, insights from research on peacekeeping burden sharing, democratic peace theory and integrated decision models are combined in a multi-causal framework. Subsequently, two-step fuzzy set Qualitative Comparative Analysis is used to assess whether this model explains diverging contributions to the 2006 enhancement of the UNIFIL operation. The results of this analysis show that contributions result from a complex interplay between domestic and international conditions. Two combinations of international level conditions allowed for large contributions. In the absence of significant military engagements, military capable states and states with a high level of prior involvement in UNPOs had an incentive to participate. Actual contributions, however, only materialized if such a conductive international context was combined with favourable domestic conditions: only states governed by a left-leaning government that was not constrained by either proximate general elections or a right-leaning parliament with extensive veto powers participated in the operation.

Abstract:
Studying the evidence related to the burden of injury of a population is a critical component of developing strategies to prevent and reduce violence. In many countries around the world, national observatories have been established to collect data to measure and monitor armed violence in an effort to inform and strengthen evidence-based armed violence reduction initiatives. These observatories collect data on violent incidents to enhance awareness of the extent and distribution of armed violence in varying geographic and socio-economic settings. An observatory’s ability to inform effective violence prevention strategies depends in large part on the efficient collection and timely sharing of quality data (Gilgen and Tracey, 2011).
