361. Thailand: Calming the Political Turmoil

Abstract:
Street protests are threatening to bring down the government led by the People Power Party (PPP) just nine months after it won a decisive victory in general elections. Clashes between pro- and anti-government protesters have left one dead and 42 people injured. Mass action is hurting the economy, including the lucrative – and usually sacrosanct – tourism industry. The replacement of Samak Sundaravej with Somchai Wongsawat as prime minister is unlikely to defuse tensions. The immediate need is to restore the rule of law and authority of the government – not because it is perfect, but for the sake of stability and democracy. In the medium and longer term, the priorities must be to resolve political differences through democratic processes and to address the root causes of the current divisiveness, including the gap between the urban rich and the rural poor. Overthrowing the government – by street protesters or a military coup – will do nothing to resolve the political polarisation that is tearing Thailand apart.

Policy-makers are increasingly concerned by what appears to be a growing body of 'weak,' 'fragile', or 'failing' states. This is understandable, as few issues are so central to contemporary international politics – to questions of development, management of the global commons, or human and collective security – as that of well-organized cooperation between effective states. States retain the central responsibility for assuring the safety and security of their citizens, protecting property rights, and providing public goods to enable a functioning market. Many states do more, taking on critical welfare functions for their populations.

Abstract:
One of the most important roles played by the civilian leadership of a peace operation is to help the parties to a conflict resolve their fundamental political differences through dialogue and compromise, rather than through violence. This role can be described in various ways: diplomatic efforts, mediation, peace-making, political facilitation, political process management or, simply, as the “political role” of the operation. It is an extremely difficult undertaking by any name, where success is difficult to achieve, but mistakes come easily. Some of these mistakes can have fatal consequences for the peace process in which the operation is embedded, and are referred to here as “the seven deadly sins.” These are: ignorance; arrogance; partiality; impotence; haste; inflexibility; and false promises.

Abstract:
The political and security crisis Chad faces is internal, and has been exacerbated rather than caused by the meddling of its Sudanese neighbours. Power has been monopolised by a Zaghawa military clan with President Idriss Déby at the top since 1990, leading to increased violence in political and social relations, ethnic tensions and distribution of the spoils of government on the basis of clan favouritism. Neither return to a multi-party system in 1990, enhanced government revenues from newly exploited oil reserves since 2004, nor elections backed by Chad's Western allies have brought democracy or improved governance. The international community must press for an internal reconciliation process focused on reforming the Chadian state, particularly its administration and security sector, and ending the armed insurgency. At the same time, a regional process must be revived to address longstanding disputes between Chad and Sudan and eliminate the pattern of proxy war and support for each other's rebels.

365. Promoting Peace and Democracy through Party Regulation? Ethnic Party Bans in Africa

Abstract:
Since the sweeping (re)introduction of multiparty systems in the early 1990s almost all sub-Saharan countries have introduced bans on ethnic or – in more general terms – particularistic parties. Such party bans have been neglected in research, and this paper engages in a preliminary analysis of their effects on democracy and peace. Theoretically, particularistic party bans can block particularisms from entering politics but also run the risk of forcing groups to resort to extra-legal or violent means. Neutral or context-dependent effects are also possible. Applying macro-qualitative comparison and bivariate statistics on the basis of a unique inventory of party bans and readily available indicators for the dependent variables, no simple connection can be detected. Rather, context conditions seem to be of superior explanatory power. We also find a systematic connection between party bans and variables that could be conceptualized as the causes of their implementation.

En dépit des progrès enregistrés dans la mise en œuvre de l'accord de paix avec le Parti pour la libération du peuple hutu – Forces nationa les de libération (Palipe-hutu-FNL), dernier mouvement rebelle en activité dans le pays, le Burundi traverse une crise politique dange-reuse qui risque de compromettre la tenue d'élections libres et démocratiques en 2010 et d'affecter la stabi-lité du pays. Le retour du chef rebelle Agathon Rwasa à Bujumbura, et la signature de l'accord politique de Magaliesburg le 11 juin 2008 sont des pas importants pour le processus de paix burundais. Toutefois, le processus de désarmement commence à peine, et la question de l'intégration du mouvement rebelle dans les institutions politiques et les corps de défense et de sécurité n'est toujours pa s réglée. Dans ce contexte, l'absence de dialogue avec les partis politiques d'opposition est dommageable à la bonne gestion du pays. Il est urgent que les acteurs politiques locaux et les partenaires extérieurs du Burundi prennent la mesure de ces risques et s'efforcent de les conjurer par un renouveau du dialogue national.

367. Special Report No. 204: Using Quantitative and Qualitative Models to Forecast Instability

Abstract:
Preventing violent conflict requires early warning of likely crises so that preventive actions can be planned and taken before the onset of mass violence. For most of the post–World War II period, policymakers and intelligence agencies have relied on experts to make qualitative judgments regarding the risk of instability or violent changes in their areas of study. Yet the inability of such experts to adequately predict major events has led to efforts to use social and analytical tools to create more “scientific” forecasts of political crises. The advent of quantitative forecasting models that give early warning of the onset of political instability offers the prospect of major advances in the accuracy of forecasting over traditional qualitative methods. Because certain models have a demonstrated accuracy of over 80 percent in early identification of political crises, some have questioned whether such models should replace traditional qualitative analysis. While these quantitative forecasting methods should move to the foreground and play a key role in developing early warning tools, this does not mean that traditional qualitative analysis is dispensable. The best results for early warning are most likely obtained by the judicious combination of quantitative analysis based on forecasting models with qualitative analysis that rests on explicit causal relationships and precise forecasts of its own. Policymakers and analysts should insist on a multiple-method approach, which has greater forecasting power than either the quantitative or qualitative method alone. In this way, political instability forecasting is likely to make its largest advance over earlier practices.

368. Moving Beyond the 4Ps – An Integrated Conflict Management System for the African Union.

Abstract:
The 1992 Agenda for Peace was a landmark development in the conflict management field, but it did also produce side-effects. The UN, AU, EU and others have developed conflict management capacities that have encouraged the bureaucratic compartmentalization of the 4Ps across different units and departments. This report introduces an integrated conflict management model that is, instead, focussed on the multi-dimensional (political, security, socio-economic, rule of law and human rights) nature of conflict systems, and the need to coherently combine the collective efforts of a wide range of internal and external actors to build momentum towards peace. The report argues that, in the AU context, such an integrated conflict management model would be more effective and efficient than the existing 4Ps model. The AU, being smaller, newer and more open to further development and capacity building than the UN and EU, has a better chance of breaking free from the inadequacies of the bureaucratic 4Ps model, and adopting an integrated conflict management model.

Abstract:
The conflict in the Niger Delta has posed a fundamental domestic challenge to Nigerian security for more than a decade. Despite pledges to address continued instability in the Delta, the administration of Nigerian President Umaru Yar'Adua has not yet initiated a process to resolve the political, economic and security problems in the region. Oil production continues to diminish as a result of militant attacks, and is currently 20 to 25 percent below capacity. Meanwhile, militia members in the Niger Delta continue to engage in criminal activities such as kidnapping and oil bunkering1 to maximize profits for themselves and their political patrons.

On September 11th, 2006, just over a year after the passing of John Garang, and 18 months after the signing of the Comprehensive Peace Agreement (CPA) on January 9, 2005, the Woodrow Wilson International Center for Scholars and the National Defense University convened a conference to assess the progress that had been made in implementing Sudan's landmark CPA. The conference brought together experts and policymakers to discuss the state of CPA implementation, the relationship between the CPA and political developments elsewhere in Sudan, notably in Darfur, and the ways in which the international community might assist in building a sustainable peace in Sudan.
