101. The Taliban Resurgent: Threats to Afghanistan's security

Abstract:
The success or failure of the U.S. mission in Afghanistan has reached a critical juncture. Newly appointed Defense Secretary Ashton Carter announced on February 21, 2015 that the United States is considering a number of changes to the U.S. mission in Afghanistan, including slowing the drawdown timetable and rethinking the U.S. counter-terrorism mission. On March 16, 2015, anonymous U.S. officials confirmed that the United States is likely abandoning its plans to cut the number of U.S. troops to 5,500 at the end of the year. The United States could allow many of the 9,800 troops in Afghanistan to remain beyond 2015. A visit by Afghan President Ashraf Ghani to Washington, DC from March 22-25, 2015 is intended to discuss these issues.

102. Sudan's Spreading Conf lict (III): The Limits of Darfur's Peace Process

Abstract:
The violence in Darfur's decade-old war spiked in 2013, as the mostly Arab militias initially armed by the government to contain the rebellion increasingly escaped Khartoum's control and fought each other. Recent fighting has displaced nearly half a million additional civilians – in all 3.2 million Darfurians need humanitarian help. The Doha Document for Peace in Darfur (DDPD) signed in Qatar in 2011 is largely unimplemented, notably because it was endorsed by factions with limited political and military influence, blocked by the government and suffered fading international support. The main insurgent groups remain active, have formed an alliance that goes beyond the region and increasingly assert a national agenda. If Darfur is to have durable peace, all parties to the country's multiple conflicts, supported by the international community, need to develop a more coherent means of addressing, in parallel, both local conflicts and nationwide stresses, the latter through a comprehensive national dialogue; eschew piecemeal approaches; embrace inclusive talks; and recommit to Sudan's unity.

Abstract:
When the Arab Spring reached the Mediterranean shores of Syria in early 2011, there was an ephemeral exuberance that Bashar Assad's dictatorship would be replaced with a democratic order. Today, Syria has descended into an existential civil war among religious sects and ethnic communities. The country has transformed into a battleground for a proxy war among regional and global powers that pursue irreconcilable objectives. Balkanization of Syria appears underway as the government, the Kurds, and the opposition to President Bashar Assad's regime control different swaths of the country, while the civil war has ominously metastasized to Syria's neighbors. Alarmingly, a large number of foreign born jihadists and terrorists with possible links to al Qaeda have also flooded the country to foment mischief. Amidst all the destruction, the complex civil war has reached a stubborn stalemate with no breakthrough in sight.

Abstract:
A bank is considered insolvent when its liabilities (deposits) exceed the value of its assets (reserves, loans, and securities). If assets exceed liabilities, any losses experienced on the asset side of the bank balance sheet result in a corresponding loss in the bank's capital. Insolvency occurs only in the event of losses exceeding the value of capital. All else equal, a bank with more capital is at lower risk of insolvency because the value of the bank's capital fluctuates with the value of assets.

Abstract:
ON FEBRUARY 2, 2014, al-Qa`ida released a statement declaring that "it has no connection" with the "group" called the Islamic State in Iraq and the Levant (ISIL). The statement further highlighted that al-Qa`ida was not responsible for founding the ISIL and was not privy to the deliberations that led to its establishment. That is why, the statement continued, "The ISIL is not a branch of al-Qa`ida, the latter is not bound by organizational ties to it and is not responsible for the ISIL's actions."

Abstract:
The Kurds in Syria, Turkey and Iraq face complex challenges. Among the current Kurdish realities, the emergence of Kurdish self-governing areas in northern Syria controlled by what is considered to be the Syrian branch of the Kurdistan Workers' Party (PKK) generates considerable uncertainty. The complex civil war in Syria and antagonism between the Kurdish Democratic Union Party and a fragmented Kurdish political spectrum generate many questions as to the future of these Kurdish areas in Syria. In the case of Turkey, old and new internal and regional factors have threatened the dialogue under way between Turkey and the PKK. These include the lack of clear state policies to resolve the conflict, Turkey's current internal crisis, the complications of cross-border dynamics, and the mutual impact of the Kurdish questions in Syria and Turkey. In Iraq, tensions continue between the Kurdistan Regional Government and the country's central administration. The consolidation of Kurdish autonomy – with new elements such as the energy agreement between Erbil and Ankara – continues to generate uncertainty in a context where many issues remain unresolved.

Carol Cohn's December 2012 anthology Women and Wars uses descriptions of the varied roles of women during conflict to push forward an agenda for full inclusion of their perspective in securing the peace. Women and Wars fills the vacuum left by the "women as victims" approach that characterized the early 2000's, with a diverse array of options for understanding the roles and perspectives that women have during conflict, including: soldiers, civilians, caregivers, sex workers, refugees and internally displaced persons, anti-war activists, and community peacebuilders.

Damascus is the Syrian regime's center of gravity. The capital of Syria has long been viewed by the rebel forces as the key to winning the war in Syria, and its loss is unthinkable for Bashar al-Assad. Thus the struggle for Damascus is existential for the regime as well as the opposition. An operational understanding of the battle for Damascus is critical to understanding the imminent trajectory of the war. This report details the course of the conflict as it engulfed Damascus in 2013; laying out the regime's strategy and describing the political and military factors that shaped its decisions on the battlefield.

This report outlines constitutional and legislative options for a political transition in Syria under the umbrella of the Final Geneva Communiqué, issued by the Action Group on Syria on 30 June 2012, and revived in early May 2013 at a meeting in Moscow between the U.S. and Russia. The Communiqué embodies the greatest degree of consensus that the international community has been able to achieve regarding the Syrian conflict, detailing a potentially viable path to a negotiated end to the civil war. Since May 2013, efforts by UN and Arab League Joint Special Envoy Lakhdar Brahimi and others to host a peace conference on Syria (dubbed "Geneva II"), have reinforced the importance of developing possible constitutional and legislative modalities for a transition.

Abstract:
The Federal Reserve System is no longer just an unconstitutional monetary institution promoting a continuing inflation; it has also become, with quantitative easing, an unauthorized fiscal agent for the U.S. government. The fiat currency and equally fiat bank reserves it creates are much in contrast to the private currency and bank reserves that the commercial banks' clearing house associations provided in the latter half of the 19th century. It is that episode I review here.
