521. Liberal or Illiberal? Discord within the Danish-Swedish Pacific Community

Abstract:
Rather than being amiable, the Danish-Swedish relations have more recently turned somewhat contested. Arguments like the other being quite illiberal have frequently been aired in the public debate. The aim of the paper is hence to explored the rift in order to pursue broader questions about the relationship between two neighbouring countries actually quite similar to each other and broadly recognized not only as liberal and democratic, but also seen as inherently peaceful due to their belonging to the rather pacific community of Nordic countries. Does the crux of the issue consist of similarity having turned too intimate and therefore intolerable, or are Denmark and Sweden instead on their way to sliding apart with their previously rather homogeneous nature in decline and the increase in differences then also amounting to discord and distrust? Answers are sought for by probing the debate and more generally by revisiting relevant theorizations, including the traditional ways of accounting for the pacific nature of Nordic commonality. The findings are then placed in a broader IR-perspective as to use of democracy and liberal values in the construction of similarity and difference, i.e. departures crucial in the ordering of political space.

Abstract:
The Government of Jordan is deeply concerned about the turmoil in Syria, fearing the spillover effect and knowing Syria's historic capacity to undermine Jordanian internal stability. Initial official Jordanian reaction has been cautious, to avoid antagonizing Syria and provoking retaliation. There is great anxiety over what may follow the collapse of the Assad regime. Jordan is under increased pressure from both internal elements and external powers to toughen its public posture toward Damascus. Ultimately, Amman will react carefully to events in Syria, taking actions that best ensure the security of the state and the survival of the monarchy.

Fifteen years have passed since China and Russia formed a 'strategic cooperative partnership' in 1996, and 2011 marks the 10th anniversary of their 2001 Treaty of Good-Neighbourliness and Friendly Cooperation. Considering the significant changes that have taken place in China and Russia over this period, it is well worth assessing the meaning of the China–Russia 'strategic partnership' and their declared 'good-neighbourly' relations.

A year after North Korea shelled an island in the South, killing four people, relations on the peninsula remain tense. South Korea has stepped up its warnings of tough retaliation in the case of further attacks and has frozen most political and economic ties. While Pyongyang has made some efforts to restart talks, it has refused to apologise for the attack and has kept up a torrent of abuse against President Lee Myung-bak, who in turn has maintained his tough line. But the political atmosphere in the South is changing as it enters an election season, with the mood shifting towards a more conciliatory position, including renewed interest in a peace zone in the Yellow Sea.

After 18 years, Russia is finally on the verge of acceding to the World Trade Organization (WTO). No country has struggled for so long to become a member of this important organization. The last impediment was removed on November 9, when Russia and Georgia concluded an agreement on monitoring trade flows across their disputed border. The WTO Working Party, which oversaw the negotiations, then approved Russian accession on November 10, clearing the way for formal membership to be adopted at the WTO ministerial conference to be held December 15–17, 2011 (WTO 2011).

Abstract:
The development of homeland security policies in the post 9/11 context has given rise to several interesting debates at the transatlantic level, the most important of which has focused on the balance between liberty and security. EU-US cooperation in this domain has resulted in a strengthening of the security dimension of numerous policy areas which in the view of civil liberty organisations and certain EU bodies and institutions has entailed an unacceptable intrusion into the private lives of citizens and limitation of their freedoms. The implementation of the commitments to 'work in partnership in a broad coalition to combat the evil of terrorism' and to 'vigorously pursue cooperation' adopted at the Joint EU-US Ministerial of 20 September 2001 has proven particularly difficult. While initial disagreements were mostly caused by the unilateralist approach of the United States and a lack of mutual trust and understanding on both sides of the Atlantic, the discussions have slowly evolved towards increasing consensus on substantive points leading to specific policy choices. Many of the objections expressed by the European Parliament and civil liberties organisations in Europe have concerned the increasing powers of government agencies and the diminishing rights of citizens. The debate has gradually become more heated, fuelled by press reports about the expanding use of personal information collected by private actors for commercial purposes (e.g. PNR, SWIFT) or the application of advanced technologies to protect the homeland (e.g. terrorist profiling and data mining). All this has positioned the transatlantic security dialogue between two poles: security and liberty.

527. Saudi Arabia in the New Middle East

Abstract:
There is arguably no more unlikely U.S. ally than Saudi Arabia: monarchical, deeply conservative socially, promoter of an austere and intolerant version of Islam, birthplace of Osama bin Laden and fifteen of the nineteen 9/11 hijackers. Consequently, there is no U.S. ally less well understood. Many U.S. policymakers assume that the Saudi regime is fragile, despite its remarkable record of domestic stability in the turbulent Middle East. “It is an unstable country in an unstable region,” one congressional staffer said in July 2011. Yet it is the Arab country least affected in its domestic politics by the Arab upheavals of 2011. Many who think it is unstable domestically also paradoxically attribute enormous power to it, to the extent that they depict it as leading a “counterrevolution” against those upheavals throughout the region. 2 One wonders just how “counterrevolutionary” the Saudis are when they have supported the NATO campaign against Muammar al-Qaddafi, successfully negotiated the transfer of power from Ali Abdullah Saleh in Yemen, and condemned the crackdown on protestors by Syrian president Bashar al-Assad, and how powerful they are when they could do little to help their ally Hosni Mubarak in Egypt.

529. Towards an Enhanced Polish-Spanish Partnership

In Autumn 2011, parliamentary elections took place in Poland and Spain. In both countries centre-right parties came out triumphant, but the new governments will hold power in extremely challenging times. The much-desired economic recovery in the EU has yet to come to pass and economic issues will dominate national political agendas. Poland Prime Minister Donald Tusk's coalition government of Civic Platform (PO) and its junior partner, Polish People's Party (PSL), will have to make significant reforms to reduce public debt and minimize the risk of recession. In Spain, however, Mariano Rajoy's People's Party (PP), the majority government, will have much harder work to do. It will need to restore international confidence in the Spanish economy, implement further measures aimed at stimulating economic growth and reducing the country's record-high unemployment. The success will depend on close cooperation among EU member states. Indeed, it is not only European economic recovery at stake but also the future of European integration. The present difficulties have been feeding euroscepticism and doubts about the integrity of the EU. With their strong record as the most vocal supporters and beneficiaries of the membership to the bloc, Poland and Spain could champion efforts advocating solidarity and further integration in the EU. The urgency and scale of the issues concerning the Union give a perfect opportunity for these new governments to renew a common agenda and enhance their bilateral relationship.

530. India in Afghanistan: Valuable Partner of the West

On 4 October 2011, India and Afghanistan signed the Agreement on Strategic Partnership, the first of its kind to be endorsed by President Hamid Karzai's government with any foreign country. This comprehensive deal envisages strengthening cooperation between both partners in four key areas: politics and security; trade and economy; capacity development and education; and social, cultural, civil society and people-to-people relations. It foresees more coordination in regional and international forums, including Afghan support for a permanent seat for India in the reformed UN Security Council; establishes a regular Security Dialogue to coordinate the fight against international terrorism, organized crime, illegal trafficking in narcotics and money laundering; calls for more trade, investments and the promotion of regional economic cooperation. Moreover, the deal stipulates joint efforts to develop the Afghan economy and civil service, improve women's rights and in other areas. The deal is the natural fruit of India's decade-long, low-profile engagement in Afghanistan. During these years, India was extending strong political support and significant development assistance to the Afghans. It has risen to the position of a major trade and investment partner of Afghanistan and an “all-weather” friend.
