131. Revolutions and International Relations: The African Case

Abstract:
In 1974, during the oil crisis, two apparently disconnected events shook the African continent and placed it at the center of the international agenda. A military coup in February in Ethiopia, the long-lived and oldest African empire, ended the monarchy in September, thus marking the beginning of a revolution and of a socialist regime. Meanwhile, in April, the longest fascist regime in Europe was overthrown (in the Carnation Revolution) and the first (and last) maritime empire crumbled. Angola, Mozambique and the Lusitanian enclaves in Africa became independent, under the leadership of national liberation movements of Marxist orientation. The fifteen years of armed struggle in the former Portuguese colonies gave place, in 1975, to civil wars and to an international conflict in Southern Africa between Cuba and the Warsaw Pact, who supported the new regimes, on one side, and South Africa and the NATO nations alongside the insurgents on the other. Likewise, the Horn of Africa became a hotspot in the Cold War. As always, revolutions became inter-state conflicts fomenting the heated debate between academic internationalists. Finally, what is the place of revolutions in International Relations? Do they comprise of a dysfunction within the world system? Here, we propose to discuss this question, focusing on the African revolutions of the 1970s.

Washington needs a new strategy to help bring stability and reform to Bahrain. Abstract:
Since the early days of the Syrian uprising in 2011, President Bashar al-Assad’s regime has made it a priority to keep state agencies running, allowing Assad to claim that the regime is the irreplaceable provider of essential services. Breaking the regime’s monopoly on these public services and enabling the moderate opposition to become an alternative source of them would weaken the regime and prevent the radical jihadist Islamic State from emerging to fill power vacuums across the country.

134. Authoritarian Regime Learning: Comparative Insights from the Arab Uprisings

Abstract:
This paper examines the learning of authoritarian regimes in the early phase of the Arab uprisings. Differentiating conceptually between learning and policy change, we analyze and compare the authoritarian regimes of Algeria, Bahrain, Jordan, and Syria and their reactions to the challenge of "late riser" oppositional protests. We first show that the four regimes initiated very diverse measures in the domains of repression, material co‐optation, and legal reforms. With regard to the sources of learning, we find that proximity is a determining factor, in terms of both geography and political similarity. Using the case of Bahrain, we then demonstrate that structural factors such as internal power structures, regional and international pressures, or state capacity can decisively constrain the implementation of learning‐induced policy change. 135. Regime Type, Inequality, and Redistributive Transfers in Developing Countries

Abstract:
The debate on whether democracy and inequality increase the level of redistribution in a country is still ongoing. We construct a model that predicts a higher probability of redistribution in democracies than in autocracies. Further, with higher initial inequality, there should be more redistribution in democracies but not necessarily in autocracies. We test these predictions using data on social transfers in developing countries for the period 1960–2010. We confirm that democracy increases redistribution and, to some extent, that there is more redistribution with rising inequality. Hence, on the basis of a direct measure of redistribution, we present evidence to confirm the median voter theorem.

Narrated by dozens of activists and everyday individuals, this book documents the unprecedented events that led to the collapse of dictatorial regimes in Tunisia, Egypt, Libya, and Yemen. 137. How Do Non-Democratic Regimes Claim Legitimacy? Comparative Insights from Post-Soviet Countries

Abstract:
The analysis using the new Regime Legitimation Expert Survey (RLES) demonstrates that non‐democratic rulers in post‐Soviet countries use specific combinations of legitimating claims to stay in power. Most notably, rulers claim to be the guardians of citizens’ socio‐ economic well‐being. Second, despite recurrent infringements on political and civil rights, they maintain that their power is rule‐based and embodies the will of the people, as they have been given popular electoral mandates. Third, they couple these elements with input‐based legitimation strategies that focus on nationalist ideologies, the personal capabilities and charismatic aura of the rulers, and the regime’s foundational myth. Overall, the reliance on these input‐based strategies is lower in the western post‐Soviet Eurasian countries and very pronounced among the authoritarian rulers of Central Asia.

138. Russian Ideology After Crimea

Abstract:
Following the annexation of Crimea in March 2014, the Russian public has embraced an increasingly conservative and nationalistic ideology. Any repudiation of this ideology, let alone the transformation of the country as a whole, will only happen if demand for change from the bottom coincides with a desire for modernization from the top. The new social contract demands that the Russian people surrender their freedom in return for Crimea and a sense of national pride. It seizes on changes that have already occurred in the minds of many Russians. The new ideology is based on a deliberate recycling of archaic forms of mass consciousness, a phenomenon that can be termed the sanctification of unfreedom. Confined to a besieged fortress, surrounded by external enemies, and faced with a domestic fifth column, the people of Russia have begun to experience Stockholm syndrome and have thrown their support behind the commander of the fortress, President Vladimir Putin. They have adopted his logic and even defended his interests, believing that they are members of his team. Freedom of expression has been significantly curtailed through a system of bans and strict forms of punishment, including criminal prosecution, which have both didactic and deterrent components. Pressure on democratic media outlets has also increased drastically. Ideology in Russia is a mass product that is easy to absorb; it is legitimized by constant references to the past, glorious traditions, and occasionally fictional historical events.

Abstract:
Authoritarianism under military auspices has been reimposed in Egypt since mid-2013. The state has outlawed protests, strikes, and sit-ins in the public sphere and has subjected public spaces and private media to tight surveillance. It also has mounted repression of the independent labor movement. When taken together, these factors suggest that the labor movement is likely to wane in the near future. Whether this will last over the long term remains uncertain.

Abstract:
The Kurdistan region of Iraq enjoys more stability, economic development, and political pluralism than the rest of the country. And public opinion under the Kurdistan Regional Government (KRG) demands rule-of-law-based governance. But power is concentrated in the hands of the ruling parties and families, who perpetuate a nondemocratic, sultanistic system. These dynamics could foster instability in Kurdistan and its neighborhood, but could also provide a rare window of opportunity for democratization.
