NATO leaders have cited missile defense as an example of applying the principles of the Smart Defense initiative endorsed at the 2012 NATO Summit to enhance collective defense at minimum cost. As ballistic missiles continue to proliferate and become more accessible to both state and nonstate actors, it is important to foster global partnerships to pursue NATO's missile defense mission and protect North American and European interests. NATO should consider opportunities to further apply the principles of Smart Defense now to reduce future costs of deterring and countering missile proliferation.

Abstract:
The Resolution on the Middle East adopted without vote at the 1995 Nuclear Non- Proliferation Treaty (NPT) Review and Extension Conference calling for the establishment of a zone in the Middle East free of nuclear weapons, and all other weapons of mass destruction (WMD) and their delivery vehicles (DVs), was reaffirmed by the 2000 and 2010 NPT Review Conferences. The 2010 Conference mandated the Secretary- General of the United Nations and the co-sponsors of the 1995 Resolution, in consultation with the states of the region, to convene a conference in 2012, to be attended by all states of the Middle East. The mandate was the establishment of a Middle East zone free of nuclear and all other weapons of mass destruction, on the basis of arrangements freely arrived at by the states of the region, and with the full support and engagement of the nuclear-weapon states. The anticipated 2012 Conference was mandated to take the 1995 Resolution as its terms of reference.

Nuclear weapons have not been detonated in violent conflict since 1945. The decades since then are commonly perceived – particularly in those countries that possess nuclear weapons – as an era of successful nuclear non-use and a vindication of the framework of nuclear deterrence. In this narrative, the fear of massive retaliation and a shared understanding and set of behaviours are believed to have prevented the use of nuclear weapons. Yet the decades since 1945 have been punctuated by a series of disturbing close calls. Evidence from many declassified documents, testimonies and interviews suggests that the world has, indeed, been lucky, given the number of instances in which nuclear weapons were nearly used inadvertently as a result of miscalculation or error.

In 1970, the President's Commission on an All-Volunteer Armed Force delivered its report to the President of the United States, Richard Nixon. In the report, better known as the Gates Commission due to the leadership of former Secretary of Defense Thomas Gates, the members of the Commission stated, "We unanimously believe that the nation's interests will be better served by an all-volunteer force, supported by an effective stand-by draft." They added, "We have satisfied ourselves that a volunteer force will not jeopardize national security, and we believe it will have a beneficial effect on the military as well as the rest of our society." In June of 1973, after years of debate, the statutory authority for the draft expired and the all-volunteer force became a reality.
