Abstract:
In 2010, MCU Press published the first issue of this journal, formerly known as Marine Corps University Journal, to serve as the bridge between the military Services and the professional military educators, strategists, and historians within the greater Department of Defense community. During the ensuing years, the press and the journal have evolved to offer innovative and active content that continues to serve as a forum for interdisciplinary discussion of national security and international relations issues and how they impact the Department of Defense, the Department of the Navy, and the U.S. Marine Corps. Now, 10 years later, we see the need to evolve and offer a wider base for those conversations to take place. To celebrate this 10-year anniversary and to reflect the journal’s change in focus over time, the journal has been renamed the Journal of Advanced Military Studies (JAMS) to honor the constant innovation of our content, our authors, and the topics we present to our readers. JAMS will continue to offer readers thematic, biannual issues that encourage and continue the debates happening across Marine Corps University, the Services, and the Department of Defense. It is no coincidence then that this issue of JAMS focuses on innovation and the future of warfare. Each of the articles presented offers the readers a deep dive into a historical, current, or forward-looking perspective on innovation and the military Services. As with any discussion of the military and abstract concepts such as innovation, we must first set the parameters of our discussion. For many readers, the term innovation evokes thoughts of technology, shiny gadgets, and artificial intelligence. While innovation is not necessarily synonymous with technology, it is certainly a challenge to say what in fact it is—a thing, a concept, an action, the people involved, or all of the above. The experts may not agree on what innovation is, but they can agree that it requires change or transformation to be successful. Sun Tzu’s The Art of War compares the nature of warfare to that of water for “just as water retains no constant shape, so in warfare there are no constant conditions.” More contemporary agents of innovation include military theorists such as Earl H. Ellis, John R. Boyd, Michael D. Wyly, and John F. Schmitt. Lieutenant Colonel Earl Ellis’s work on Advanced Base Operations in Micronesia (Operation Plan 712) in 1921 clearly demonstrated his ability to forecast the future needs for amphibious warfare in the Pacific two decades prior to World War II. Though most readers will recognize former Air Force colonel John R. Boyd for his observe-orient-decide-act (OODA) decision-making loop, his more innovative work may well be seen in the energy maneuverability (E-M) theory, a mathematical study of fighter aviation. Then-major Wyly was tasked with reforming the Marine Corps concept of maneuver warfare in the wake of the Vietnam War. The work of Wyly, Boyd, and William S. Lind would serve as the foundation for Warfighting, Marine Corp Doctrinal Publication (MCDP) 1, that was later formally written by then-captain John Schmitt, along with several other doctrinal publications, including Ground Combat Operations, Campaigning, Command and Control, Planning, Expeditionary Operations, and a revision of Warfighting. The articles in this issue of JAMS continue the discussion fostered by these innovative pathfinders. Our introductory section from the Brute Krulak Center for Innovation and Creativity discusses the conception and creation of the center and some of its most innovative programs, including the award-winning Destination Unknown graphic novel and the center’s first essay contest, the U.S. Marine Corps Postmortem, and offers insight from Marine Corps leaders who consider both success and failure as critical measures for the strength of an organization. For example, Lieutenant General Loretta E. Reynolds contemplates how the Corps “must find a way to manage today’s risks while constantly readying ourselves for the emerging challenges of the future fight.”

12. Providing Healthcare in Armed Conflict: The Case of Mali

Due to ongoing conflict and insecurity in northern Mali, 1.8 million people require humanitarian health assistance, and 2.5 million are considered food insecure. Given the level of need, Mali’s healthcare system is ill-equipped to respond, and humanitarian health actors play an important role filling the gaps. This issue brief maps the challenges these health actors face and assesses their response. It accompanies a policy paper published in 2018 entitled “Hard to Reach: Providing Healthcare in Armed Conflict,” as well as another case study on provision of healthcare in Nigeria. These papers aim to assist UN agencies, NGOs, member states, and donor agencies in providing and supporting the provision of adequate health services to conflict-affected populations. This issue brief concludes with recommendations for how health actors can improve delivery of health services in Mali: UN agencies, international NGOs, and donors should continue to focus on strengthening and supporting Mali’s community healthcare structures. Military, political, and humanitarian actors need to preserve the humanitarian space in Mali. Relevant UN agencies, local and international health NGOs, donors, and the Ministry of Health should place greater emphasis on noncommunicable diseases, particularly mental health. Humanitarian health actors and donors, as well as development actors and global health actors, should improve coordination with each other on the health response. Humanitarian health actors should better ensure that they are accountable for the health services they provide, in particular to affected populations.

13. After Aden: Navigating Yemen’s New Political Landscape

Yemen’s anti-Huthi coalition has begun to splinter, with sharp fighting between Saudi- and Emirati-backed elements in the country’s south. With UN assistance, the Gulf monarchies should urgently broker a ceasefire as a prelude to an expanded peace process encompassing southern secessionists and others now excluded. What’s new? The anti-Huthi alliance in Yemen has reached a breaking point with southern secessionist forces taking over the interim capital, Aden, from the internationally recognised government. The government calls the move a coup and accuses the United Arab Emirates (UAE) of complicity. Saudi Arabia is trying to broker a truce. Why does it matter? If allowed to fester, the intra-alliance discord in the south could tip the country into a civil war within a civil war. That development almost certainly would lengthen the wider conflict, deepening Yemen’s humanitarian emergency and making a political settlement harder to achieve. What should be done? Saudi Arabia, along with the UAE and UN special envoy, should mediate an end to intra-alliance violence and address its causes by expanding the number of groups representing the anti-Huthi bloc in UN-led talks, placing the southern question on the agenda and laying the foundation for a durable peace.

14. The Philippines: Militancy and the New Bangsamoro

The new autonomous Bangsamoro region in Muslim Mindanao promises to address longstanding local grievances and drivers of militancy in the Philippines. But the Bangsamoro leadership faces steep challenges in disarming thousands of former militants, reining in other Islamist groups and transitioning from guerrillas to government. What’s new? A new autonomous region in Muslim Mindanao marks the culmination of 22 years of negotiations between the Philippine government and the secessionist Moro Islamic Liberation Front (MILF). This breakthrough follows a five-month battle in 2017 for Marawi City by pro-ISIS fighters who, though on the defensive, still pose a threat. Why does it matter? The Bangsamoro Autonomous Region should represent the end of the Moro conflict with the Philippine state. Proponents portray it as an “antidote to extremism”. But the new administration has to confront a corrupt, inefficient local bureaucracy, clan conflict and ongoing violence by pro-ISIS groups. What should be done? The Bangsamoro government, with Manila’s and donors’ support, should respond to the grievances of those in Muslim Mindanao sceptical of the new autonomous region, help 30,000 MILF fighters return to civilian life, try to win over Islamist armed groups outside the peace process and redouble efforts to deliver social services.

16. Does Hezbollah Want a War with Israel Now?

Voices in the Arab media have recently suggested that war between Israel and Hezbollah may erupt this coming summer. This debate began even before the rise in tension between the United States and Iran in the Gulf, which once again brought to the fore the possibility of Iran using Hezbollah as a proxy against Israel. In recent speeches, however, Hezbollah Secretary General Hassan Nasrallah acted quickly to calm the waters, while delivering messages designed to deter Israel from taking measures against Hezbollah. Nasrallah asserted that Hezbollah was capable of striking strategic sites on the Israeli home front and conquering parts of the Galilee. These statements indicate that as far as Hezbollah is concerned, the current circumstances are not convenient for a conflict with Israel, due to Hezbollah's continuing involvement in the war in Syria and a wish to avoid undermining Hezbollah's recent achievements in the Lebanese political system. Also important is Hezbollah's deepening economic plight, resulting in part from American sanctions against the organization and its patron, Iran, although these economic difficulties have not yet affected Hezbollah's continued investment in its military buildup and deployment for a future war with Israel. Nevertheless, even if Hezbollah has no interest in a large scale conflict with Israel at this time, escalation as a result of particular measures by Israel in Lebanon and the organization's response, or from Hezbollah's own actions against Israel aimed at serving Iranian interests, cannot be ruled out. Israel must therefore prepare in advance for the possibility of a military campaign in the north.

Abstract:
Eight years since the start of the Syrian crisis, the conflict in that country has transitioned from a war between the government of President Bashar al-Assad and its rebel opponents into an interstate competition among different foreign actors that have intervened in the war. The United States is a party to this competition because, through the campaign to counter the Islamic State group known as ISIS, Washington and its coalition partners have assembled a zone of control in northern and eastern Syria that encompasses nearly one-third of the country’s territory. Through this coalition zone, the United States has strong influence over the distribution of several key natural resources—oil, agricultural land, water, and electricity production—that are essential to stabilizing Syria and that are coveted by the Assad regime and its allies. Syria’s fragmentation therefore provides the United States and its partners with significant leverage to influence the end state that emerges as the outcome of the conflict. This potential leverage would be a powerful complement to the current American strategy to work toward the irreversible progress in the Geneva process through sanctions and maintaining an international consensus to deny Assad’s regime reconstruction assistance. Currently, the United States has committed to retaining a residual military presence in northern and eastern Syria to combat the re-emergence of ISIS or a successor organization, but without the United States investing financially in the rehabilitation and stabilization of those areas. Simultaneously, Washington seeks to force changes in the Assad regime’s behavior, policies, or composition by applying economic pressure via U.S. sanctions and closing off the regime’s access to reconstruction funding. This study examines how the United States can leverage Syria’s fragmentation to achieve U.S. policy goals through several policy options. The options are based on two key metrics: first, the level of U.S investment in Syria, and second, whether the United States should seek to change Assad’s behavior, remove Assad, or resign itself to the reality that he will stay and to re-engaging with him.

19. Financing Armed Groups During Ceasefires

Abstract:
While the financing sources of non-state armed groups (NSAGs) both during active hostilities and after peace agreements has received much attention in the academic and peace-practitioner fields, information about the funding of NSAGs during the time between active fighting and the conclusion of a peace agreement is much less available. This study aims to fill that gap by investigating the sources of financial support for armed groups during ceasefires and peace negotiations. Through information gathered from the selected cases of ETA in the Basque Country, the LTTE in Sri Lanka, the KNU in Myanmar, GAM in Aceh, and several armed groups in Mali, the study examines the various internal and external options available for NSAG funding when a unilateral or bilateral ceasefire is in place and analyses whether ceasefires represent a fundraising constraint or an opportunity for non-state belligerents. The study also makes projections for the longer-term prospects of NSAGs’ receiving financial support to sustain their post-war security, political and socio-economic transformations. Lastly, some general lessons are drawn for third parties involved in supporting peace processes with NSAGs.
