Abstract:
Harnessing Agriculture for Development is the result of a process of research and consultation conducted within Oxfam International from the end of 2007 to mid 2008, before the full impact of the current financial crisis was felt across the developing world. It is being published at a time when we face a particularly uncertain and unstable future, with heightened perceptions of risk, but when we also have a unique opportunity to generate the kinds of policy change required to achieve a new global balance.

Abstract:
The Doha Round is the longest-running trade liberalization negotiation in the postwar era. Despite its longevity, the end is not yet in sight as parties disagree on the depth of liberalization necessary in agriculture and nonagricultural market access (NAMA). This rift is prolonging the Round's completion and hindering the discussion of other important issues on the negotiating agenda, particularly services. To shed light on the debate concerning the benefits from Doha, this paper first estimates, using three metrics, the potential gains from liberalization in agriculture and NAMA resulting from the specific “modalities” set forth in papers drafted by the chairs of the Doha negotiating groups. Next, the study estimates the benefits that could result from sector initiatives in chemicals, electronic/electrical goods, and environmental goods that go beyond the tariff cuts outlined in the negotiating modalities. Finally, prospective gains from liberalization of services barriers and improvements in trade facilitation are also analyzed. Overall, we estimate that the boost to global exports from concluding the Doha Round could range between $180 billion and $520 billion annually. Likewise, the potential GDP gains are significant, between $300 billion and $700 billion annually, and well balanced between developed and developing countries.

Another World Food Summit is being held in Rome to discuss world food security, in the midst of a chronic global food crisis in which one billion (one in six) people go to bed hungry every day of their shortened lives. During the two-and-a-half days of the Summit, more than 60,000 people, 70 per cent of them children, will die of hunger-related causes.

Worldwide, 1.7 billion small-scale farmers and pastoralists are highly vulnerable to climate change impacts. They live on marginal rural lands characterised by conditions such as low rainfall, sloping terrain, fragile soils, and poor market access, primarily in Africa and Asia. Such farmers are vulnerable because their farms depend directly on rainfall and temperature, yet they often have little savings and few alternative options if their crops fail or livestock die.

Abstract:
Between June 2008 and July 2009, over 40 billion dollars were pledged by the main donor countries to provide emergency response to the food crisis and to sustainably invest in agriculture in developing countries. In addition, the donor and beneficiary countries, the United Nations, the World Bank and other actors called for better coordination of interventions on the ground, as well as increased investment in national strategies and policies. These two elements were identified as essential points for action in the joint statement on food security made at L'Aquila, during the last G8 summit.

276. Agricultural Dumping Under NAFTA: Estimating the Costs of U.S. Agricultural Policies to Mexican Producers

Abstract:
With the opening of the Mexican economy under the North American Free Trade Agreement (NAFTA), Mexican agriculture came under new competitive pressures from U.S. exports. It was widely recognized at the beginning of NAFTA that Mexico had geographically-based comparative advantages in supplying off-season fruits and vegetables to a hungry U.S. market. NAFTA's liberalization of agricultural trade produced the expected results, with more staple crops and meats flowing south and more seasonal fruits and vegetables flowing north. In agriculture, tariffs and quotas have now mostly been eliminated. Not so agricultural subsidies, which were left largely undisciplined by NAFTA. High U.S. farm subsidies for exported crops, which compete with Mexican products, have prompted charges that the level playing field NAFTA was supposed to create is in fact tilted heavily in favor of the United States.

277. Crossing Borders, Changing Landscapes: Land-Use Dynamics in the Golden Triangle

Over the last half-century, public policy has affected land-use practices across the borders linking China, Thailand, and Laos. Political and economic reforms have facilitated labor mobility and a shift in agricultural practices away from staple grains and toward a diverse array of cash crops, rubber being one of the foremost. China has promoted the conversion of forests to rubber agroforestry in southern Yunnan—profitable for farmers, but a concern in terms of biodiversity and long-term viability. In Thailand, the response is at the other end of the spectrum as the government's concerns about land-use practices and watershed management have led to policies that dramatically constrain land-use practices and limit tenure rights. In Laos the future is not yet clear. Government policies provide weak support for both private land ownership and protected areas. In a global environment where national policy has such a dramatic effect on land use and land cover, the factors behind land-use change merit close examination.

278. FORMA: Forest Monitoring for Action--Rapid Identification of Pan-tropical Deforestation Using Moderate-Resolution Remotely Sensed Data

Abstract:
Rising concern about carbon emissions from deforestation has led donors to finance UN-REDD (Reducing Emissions from Deforestation and Forest Degradation in Developing Countries), a program that offers direct compensation for forest conservation. Sustainable operation of UN-REDD and other direct-compensation programs will require a transparent, credible, frequently updated system for monitoring deforestation. In this paper, we introduce FORMA (Forest Monitoring for Action), a prototype system based on remotely sensed data. We test its accuracy against the best available information on deforestation in Brazil and Indonesia. Our results indicate that publicly available remotely sensed data can support accurate quarterly identification of new deforestation at 1 km spatial resolution. More rapid updates at higher spatial resolution may also be possible. At current resolution, with efficient coding in publicly available software, FORMA should produce global updates on one desktop computer in a few hours. Maps of probable deforestation at 1 km resolution will be accessible with Google Earth and Google Maps, with an open facility for ground-truthing each pixel via photographs and text comments.

So far the private sector has made only small progress in responding to the needs of, and opportunities in, the market segment of small-scale agricultural enterprises, after the widespread withdrawal of the paradigm of government funded and controlled agricultural development. The unmet needs for finance of producer associations and other forms of SMEs (small- and medium-sized enterprises) in agriculture, for transactions in the size range £5,000 to £500,000, constitute the missing middle. The crucial issue is how to overcome the barriers to scaling-up the private sector's response.
