91. Food Security Robustness: A Driver of Enhanced Regional Cooperation?

Abstract:
Food security encompasses multiple, inter-connected dimensions, from production-related concerns, to market and price dynamics, environmental trends and policy approaches. Given this, 'robustness', the ability to withstand disruptions to the various dimensions, is critical to food security. Yet, countries in Southeast Asia continue to be largely focused on domestic production alone, which is unsustainable in the long run. This Policy Brief suggests that, in order to increase food security robustness, countries could turn to regional-level action. Towards this end, an analysis using the Rice Bowl Index is used to identify possible areas of cooperation and collaboration at the regional level.

La pénétration du pastoralisme qui s'accentue depuis plusieurs années en Afrique centrale génère des conflits à la fois fréquents et ignorés dans un monde rural où l'empreinte de l'Etat est particulièrement faible. Ces conflits s'intensifient sous l'effet conjugué de plusieurs facteurs: l'insécurité croissante, le changement climatique qui pousse les pasteurs toujours plus au sud, l'éclatement des couloirs traditionnels de transhumance, notamment transfrontaliers, l'extension des cultures et l'augmentation des cheptels qui entrainent une compétition accrue sur les ressources naturelles. Même si les défis sécuritaires du pastoralisme ne sont pas de même intensité dans les trois pays étudiés dans ce rapport (Tchad, République centrafricaine et République démocratique du Congo), ils ont deux dénominateurs communs : l'impératif d'une prise en compte de ce problème par les pouvoirs publics et la nécessité d'une régulation de la transhumance qui inclue les différents acteurs concernés.

93. Some Contradictions in Contemporary Cuban Economic Development

Abstract:
In an August 2010 address to the Cuban National Assembly, President Raúl Castro unveiled a plan that would irrevocably alter the Caribbean nation's trajectory. As part of a broader package of economic changes to increase productivity and exports in a number of sectors, the government planned to lay off 1 million state workers over the next five years, half of those in just six months. The announcement was based on the basic principle that the state could no longer afford to keep unproductive companies afloat and provide the public services—like universal education and health care—that are key to Cuba's socialist model. While Cuba is no stranger to economic crises, this time the proposal appeared to be well grounded and more in line with contemporary economic trends. To pick up the slack shed by the public sector, the Cuban government introduced a number of economic "updates," known as lineamientos (guidelines), to the Cuban economy. The idea was to create space for private-sector growth by granting more licenses for Cubans to employ themselves—an incremental first step grudgingly taken toward a more market-friendly system.

Small-scale traditional agriculture provides the foundation of economic, political, and social life in Sudan's Darfur region. Traditionally, it included shifting crop cultivation and agro-pastoral livestock herding, with different ethnic groups specializing in each activity. Under this system, rights over land were not exclusive; various overlapping rights prevailed, and land use was not permanent. These arrangements allowed for the exchange of production inputs (manure for fertilizer, crop residues for animal feed), and permitted the different ethnic groups to coexist peacefully to their mutual advantage.

Who wants to farm? In an era of land grabs and environmental uncertainty, improving smallholder productivity has become a higher priority on the poverty and food security agenda in development, focusing attention on the next generation of farmers. Yet emerging evidence about the material realities and social norms and desires of young people in developing countries indicates a reasonably widespread withdrawal from work on the land as an emerging norm. While de-agrarianisation is not new, policymakers are correct to be concerned about a withdrawal from the sector: smallholder productivity growth, and agricultural transformation more broadly, depend in part on the extent to which capable, skilled young people can be retained or attracted to farming, and on policies that support that retention. So who wants to farm, and under what conditions? Where are economic, environmental and social conditions favourable to active recruitment by educated young people into farming? What policy and programmatic conditions are creating attractive opportunities in farming or agro-food industry livelihoods?

Abstract:
The adverse effects of climate change are a genuine risk for global food security. Especially the populations of low income countries are highly depending on the agricultural sector and so particularly vulnerable to the adverse effects of climate change. This paper evaluates a local program of adaptation to climate change in the Bolivian lowlands. The departmental government of Santa Cruz began a pilot-program to secure departmental food security and to acquire knowledge for the design of future politics of adaptation to climate change. In a Farmer Field School, implemented by a cooperating Nongovernmental Organisation, farmers were taught sustainable agricultural practices to make their crops more resistant against natural disasters, related to the effects of climate change. This theory-based cased study examines – using the method of fuzzy-set- Qualitative Comparative Analysis those conditions, which enabled and disabled the implementation of the program. It thus tries to shed light on the question, if transferred knowledge can lead to action. Based on this analysis recommendations are made for future designs of such types of cooperation.

98. Crying over Spilt Milk: The History of Dairy Supply Management and Its Role in Recent Trade Negotiations

Canada's system of dairy supply management, where domestic supply is matched with domestic demand, has come under fire in recent years, criticized for being a regulated model in an increasingly deregulated world. This background paper explores the historical evolution of dairy in Canada, and why supply management was eventually implemented in the 1960s, bringing rationality and organization to an industry where none had existed before. It also examines the role of international trade negotiations, largely sponsored by the General Agreement on Tariffs and Trade (GATT) and, after 1995, by the World Trade Organization (WTO), in addressing issues of agricultural protectionism and exceptionalism. It was not until the Uruguay Round (1986–1993), however, that agriculture was included in these negotiations, as neither the European Union (and its antecedents) nor the United States demonstrated any interest. While Uruguay was a tentative beginning, the subsequent Doha Round has dissolved over agricultural problems. In all these venues, supply management has been protected by Canadian governments, but rising international pressure has led Canada to begin to reconsider its support, especially as bilateral trade negotiations and partners are unequivocally opposed to dairy supply management.

Indiana is better known for the Indy 500 and sports teams than for a thriving art culture, so most art lovers would be surprised to stumble upon the cutting-edge exhibit of serigraphic prints—a contemporary art form that uses block-size ink stencils to print images onto canvas—on display this winter at the Fort Wayne Museum of Art. Charles Shepard, the museum's executive director and curator of the groundbreaking exhibit—Graphicanos: Contemporary Latino Prints from the Serie Project—likes to point out that there is a thriving art world beyond the traditional centers of New York and San Francisco. And he believes presenting often-ignored contributions of Latino artists in the American “heartland”—not usually seen as a center of Latino culture—reflects the rich diversity of U.S. society today. “Every part of our diverse culture is making art in some form,” Shepard says. “And as a museum, we should be looking at that.” The museum hosts an annual Día de los Muertos celebration every November, which attracts about 2,000 visitors from a variety of cultural backgrounds. The event became so popular that it inspired him to collaborate with the late Sam Coronado, a Mexican-American serigraphic print artist, for the Graphicanos exhibit.

100. Rubber Plantations Expand in Mountainous Southeast Asia: What Are the Consequences for the Environment?

For centuries, farmers in the mountainous region of mainland Southeast Asia have practiced shifting cultivation, with plots of land cultivated temporarily and then allowed to revert to secondary forest for a fallow period. Today, more than one million hectares have been converted to rubber plantation. By 2050, the area under rubber trees in the montane regions of Cambodia, Laos, Myanmar, Thailand, Vietnam, and China's Yunnan Province is predicted to increase fourfold. Preliminary research suggests this massive land-use change could lead to drier conditions at the local level plus surface erosion, loss of soil quality, sedimentation and disruption of streams, and risk of landslides. And it appears that when primary or secondary forests are converted to rubber, carbon emissions are likely to increase. Despite environmental concerns, both local farmers and outside entrepreneurs are likely to continue expanding rubber plantations because of high economic returns. Production systems that provide the best balance between economic return and environmental sustainability are needed to improve the long-term outlook for the region.
