Abstract:
Brexit is done. The formal negotiations are over — even though the Trade and Cooperation Agreement paves the way to many further negotiations between the UK and the EU. Our understanding of what Brexit does mean in practice is just beginning. Now the UK is finally able to embark on its new course, we believe that the need for social science to play a role in informing public and political debates is as great if not greater than ever. The contributions that follow underline the scale and scope of the agenda that confronts the United Kingdom. It is meant both as a guide to the issues that will loom large of the months and years to come and as a signal that we intend to deploy the best social science research in order to understand and address them.

13. Where are the Global COVID-19 Resources for LGBTI Communities?

Abstract:
As COVID-19 spread across the globe in 2020, and its health and broader political and socioeconomic implications became evident, lesbian, gay, bisexual, transgender, and intersex (LGBTI)2 communities organized. To meet new challenges, LGBTI organizations across the world stepped up, aware that legal and social discrimination and marginalization would make their communities particularly vulnerable to impacts of the pandemic. LGBTI community response included: delivering essential food to communities of unemployed trans men in rural Guatemala; providing housing for LGBTI communities escaping unsafe living environments in Macedonia; ensuring that lesbian, bisexual, and queer female sex workers have access to essential medicines in Uganda; and other examples in communities around the world. As governments, donors, and service providers have largely failed to acknowledge the specific needs of LGBTI people in responding to COVID-19, LGBTI organizations have filled the void to provide basic protection and support for their communities. Many of these organizations have traditionally focused on advocacy and community organizing to advance and protect the human rights of LGBTI people. Now, in the era of COVID-19, they have become direct service providers, out of necessity—albeit with limited resources and capacity. In April 2020, the Global Philanthropy Project launched a short survey to understand the initial response of global LGBTI philanthropy to the pandemic, soliciting data from all GPP member organizations as well as non-GPP members within the top 20 funders of global LGBTI issues. A key outcome from that report was an identified role for GPP to monitor shifts in resources flowing to LGBTI movements and communities, as well as the broader impact of COVID-19 on international development and humanitarian assistance funding.

Abstract:
A handbook on Data-driven Decision Making and Urban95: Data-driven Policy Tool (harita.kent95.org). The majority of the world population now lives in cities, while relations between technology and individuals and institutions and things are stronger than ever. The resultant growth in the volume and diversity of data has rendered the issue of data-driven policy development, which has been in existence since the 1990s, much more visible. We can define the concept of data-driven decision making as institutions that provide urban services making use of data to develop accurate, effective and measurable policies when planning how, to whom, with what content and where in the city these services will be provided. This has recently become an important topic in Turkey. We frequently encounter the importance especially of local administrations making use of data when making and following their strategic plans. In order to make use of data in developing urban policy, we first of all need to have a sense of what urban data is and the channels by which it is produced, providing us a holistic perspective. We can usually speak of five types of data in this context: The first is public administration data produced by local administrations and state agencies. The second is official statistical data such as census or household/workplace surveys gathered through questionnaires under the direction of the national statistical institute. The third is operational data on services provided by local administrations or specific institutions – institutions providing transportation service for example. The fourth is scientific data on environmental conditions such as the air, water level, pollution and noise. The fifth consists of composite indicators or estimates produced through combining and analyzing these four types of data. While most of the data in urban dashboards consist of traditional data updated monthly or yearly, operational and scientific data’s level of inclusion of real time big data in particular is increasing.

While former US President Donald Trump frequently denied man-made climate change, the Biden administration has pledged to make climate change a priority, including for national security. In line with years of thinking within the defense sector, the Biden-Harris team refers to climate change as a “threat multiplier,” pointing to risks of regional instability and resource competition driven by worsening environmental conditions. This perspective also aligns with the initiatives of other countries that have pushed climate security in the UN Security Council and other international bodies.

Abstract:
Discussions on waste policy in Lebanon tend to focus on the country’s corrupt practices and the health and environmental impact of bad waste management. This paper examines an overlooked aspect: the story of waste pickers — many of whom are economic or forced migrants — who are essential to Lebanon’s garbage management. Through an ethnographic study of a group of underage waste pickers, it argues that it is time for policy debates on garbage in Lebanon to integrate the perspective of waste workers.

17. Iraq’s New Electoral Law: Old Powers Adapting to Change

Abstract:
In December 2019, the Iraqi parliament approved a new electoral law following demonstrations calling for fundamental political change. However, it took over 11 months for the president to ratify it as Iraq’s political parties fought over the shape of electoral districts. This article examines the disputes that surrounded the adoption of the law and the compromises that led to diluting its potential for reform. It concludes that while the new law represents a small step in the right direction, it ultimately is insufficient to respond to the aspirations of protestors looking for an overhaul of their political representation.

18. Tunisian Youth and Political Life: From Stagnation to Revival?

Abstract:
Tunisian youth are no different from their peers across the world when it comes to their indifference to public life. This apathy towards politics is not new; it goes back before 14 January Revolution. A 2008 national survey of youth showed that around 83% of Tunisian youth were not concerned with politics and 64% were not concerned with elections or joining civil society associations. Nonetheless, the Tunisian youth surprised observers and played an essential role in the revolution that led to the fall of Ben Ali. Immediately after, however, they returned to their position of indifference. The political tensions and episodes of instability that accompanied the democratic transition disappointed the youth greatly and led to apathy towards politics in all its forms. Successive elections were the most glaring example of this attitude: the youth abandoned the ballots and stopped taking initiatives of political work, either as candidates or as voters. The rise of Kais Saied as a presidential candidate seemed to have reignited the Tunisian youth’s interest in politics. They walked with him through all the stages of his elections. They led his most unusual campaign at the smallest cost; they confronted media attacks against him and provided him with alternative and new media platforms that improved his image. This support brought the youth and Kais Saied closer together. Saied also showed great understanding of the youth’s economic and social demands and gave them priority. He shared their anger at the political establishment, so they decided to stand by him to punish the establishment that they see as the source of their successive disappointments. The results of the presidential elections, in which one candidate won the bulk of the votes of the youth participating in the elections, generated many questions about the reasons for the youth’s support of Kais Saied, and the hopes that they hanged on him. What can we infer from this experience that can benefit the youth political participation generally? How does this experience help us understand the actual needs that push young people to participate in public life?

Abstract:
As countries begin to roll out vaccination for COVID-19, the Lebanese caretaker government has yet to provide details about its vaccination strategy, raising concerns about its ability to provide vaccines due to the country’s economic and governance crisis. This paper, written by public health professionals, raises a number of questions about the vaccination strategy that the government should address and calls for an open, inclusive, and transparent process to placate the worries of citizens given the privatization and politicization of the country’s health sector.

20. Invisibility and Negrophobia in Algeria

Abstract:
After independence, Algeria’s ruling elites chose to suppress identity issues because they saw diversity as a source of division and a threat to their hold on power. The Hirak has challenged the official narrative and called for an overhaul of the established regime, but issues of Black Algerians and anti-black racism still remain absent from public debates. This paper discusses the absence of Black Algerians in on-going debates about democratization, national identity, and belonging in Algeria, and suggests ways in which to address this exclusion.
