Abstract:
New technologies offer access to unprecedented amounts of information and, while the equitable cost of access has been a major problem for distribution of such information, which is now changing. Mobile devices are becoming cheaper so more people from a wider range of backgrounds and speaking a wider range of languages are using the Internet. Support for the many less commonly spoken languages of the world has become a focus in the academic discipline of linguistics. This includes developing a presence for these languages on the web and in mobile devices. This brief report discusses one such example: the Somali-English Dictionary application (app), released in June 2014 by a Melbourne, Australia, team headed by the Somali artist Nadia Faragaab.

I begin this brief note by wishing all of our readers a new year that brings great blessings to all! The contents of this volume range from an arresting and commemorative essay on the life of one of the most mag- nificent of all Somali fannaaniin , Halimo Khalif (Magool), to women in the diaspora, to specific recommendations for addressing the wor- risome issue of job creation for the many young graduates from the universities in Somaliland—the latter a phenomenon so conspicu- ously observable among the Somali youth in every part of the Horn of Africa.

Captain Robert A. Newson, U.S. Navy, is a Naval Special Warfare (SEAL) officer who most recently led strategy and concept development for the Naval Special Warfare Command. Previously, he commanded Special Operations Command (Forward) in Yemen and Naval Special Warfare Support Activity, a cross-functional intelligence operations command, and served as director of the Joint Interagency Task Force – Counter Terrorism. Captain Newson is a graduate of the University of Kansas and the Naval Postgraduate School with distinction. He is a PhD candidate at the University of San Diego.

Abstract:
The Kim Jong Un (KJU) regime, since its inception, has ratcheted up tension on the Korean Peninsula. His decision to dishonor what he had agreed to—a moratorium on nuclear tests and long-range missile launches as well as the return of IAEA (International Atomic Energy Agency) inspectors to Yongbyon—at several rounds of bilateral talks with the United States in February 2012 confirmed the belief that North Korea is a historically unpredictable and unreliable actor. Because the new North Korean leadership needed to fulfill its promise that North Korea would enter an “era of being a strong and prosperous nation ( gangseongdaeguk ),” pursuing economic recovery by easing tension through reconciliation with the international community, including the United States, was of significance. North Korea could have obtained nutritional assistance including corn, soy beans, vegetable oils, and ready-to-eat therapeutic food, but instead it initiated a string of provocations and hostile threats, which brought China's patience to the limits, strengthened UN sanctions, and consolidated the US position not to engage with North Korea before Pyongyang shows concrete steps for denuclearization. Hence, for the international observers, North Korea's gamble seemed to be a grave mistake.

In the last two decades, populists around the world have celebrated a renaissance. As the role of political parties declines, and globalization creates socioeconomic uncertainties that unsettle anxious electorates, anti-establishment figures or movements have found it easy to attract support. Whether Hugo Chavez in Venezuela, Thaksin Shinawatra in Thailand, Narendra Modi in India, or Alexis Tsipras in Greece, populists have been able to mobilize voters by attacking a supposedly collective enemy (mostly, domestic or foreign forces accused of exploiting the country's economic resources) and by appealing to the poor as their main constituency. In some cases, populists have been so successful at the ballot box that established political forces resorted to violence to try removing them—as evidenced by the failed coup against Chavez in 2002, and the military overthrows of Thaksin in 2006 and of his sister, Yingluck, in 2014.

10496. Global Strategic Patenting and Innovation—Policy and Research Implications

As an exclusionary property right, patents invite their use as a strategic weapon to shape markets and to reap monopoly rents through patent monetization. The increasing variety and global reach of strategic patenting strategies pose new and under-researched challenges for the international distribution of innovation gains. This think piece explores the proliferation of strategic patenting strategies, and highlights the growing complexity and uncertainty of the international patent system that result from the increasing use of patents as market deterrents and as a new asset class. Part One of the paper introduces four manifestations of strategic patenting that are well documented in the literature, i.e. the use of standard-essential patents (SEPs) as entry deterrents; aggressive patent infringement litigation that has galvanized the smart phone wars, with Apple as the pioneer; the proliferation of patent monetization services; and the use of cross-border patent licensing as a tool for corporate transfer pricing and tax planning. While existing research provides important insights into the drivers, we lack systematic theoretical and empirical research on how strategic patenting affects the international distribution of innovation gains. Part Two seeks to shed light on two recent forms of strategic patenting which need both theoretical and empirical case study research, i.e. the rise of Sovereign Patent Funds (SPFs), and first signs of patent-avoiding latecomer strategies, with China's Xiaomi as the most prominent example. The paper concludes with questions for policy and further research.

10497. Myanmar: Cross-Cutting Governance Challenges

Since 2010, Myanmar has been in the midst of a multifaceted transition, involving economic reforms, the resolution of multiple long-standing civil conflicts, and a nascent transition to democratic rule. These transitions are coinciding with a resource-led economic boom. We assess the current status of governance institutions, as well as their performance in comparison to ASEAN and selected other countries. Specifically we discuss outstanding problem areas related to economic governance, particularly in the legal system, the business regulatory framework, and bureaucratic capacity, as well as the potential use of external policy anchors, particularly in the Extractive Industries Transparency Initiative (EITI) process, to strengthen Myanmar's ongoing reform effort.

Gavi, the Vaccine Alliance, pools donor funds to increase immunization rates in developing countries. Vaccines have saved millions of lives. Results from new research at the Center for Global Development suggest Gavi could save more lives by shifting support away from lower-cost vaccines provided to middle-income countries toward more underused vaccines and support to the poorest countries.

10499. The Cost and Cost-Effectiveness of Alternative Strategies to Expand Treatment to HIV-Positive South Africans: Scale Economies and Outreach Costs

Abstract:
The South African government is currently discussing various alternative approaches to the further expansion of antiretroviral treatment (ART) in public-sector facilities. Alternatives under consideration include the criteria under which a patient would be eligible for free care, the level of coverage with testing and care, how much of the care will be delivered in small facilities located closer to the patients, and how to assure linkage to care and subsequent adherence by ART patients. We used the EMOD-HIV model to generate 12 epidemiological scenarios. The EMOD-HIV model is a model of HIV transmission which projects South African HIV incidence and prevalence and ARV treatment by age group for alternative combinations of treatment eligibility criteria and testing. We treat as sunk costs the projected future cost of one of these 12 scenarios, the baseline scenario characterizing South Africa's 2013 policy to treat people with CD4 counts less than 350. We compute the cost and benefits of the other 11 scenarios relative to this baseline. Starting with our own bottom-up cost analyses in South Africa, we separate outpatient cost into non-scale-dependent costs (drugs and laboratory tests) and scale-dependent cost (staff, space, equipment and overheads) and model the cost of production according to the expected future number and size of clinics. On the demand side, we include the cost of creating and sustaining the projected incremental demand for testing and treatment. Previous research with EMOD-HIV has shown that more vigorous recruitment of patients with CD4 counts less than 350 appears to be an advantageous policy over a five-year horizon. Over 20 years, however, the model assumption that a person on treatment is 92 percent less infectious improves the cost-effectiveness of higher eligibility thresholds over more vigorous recruitment at the lower threshold of 350, averting HIV infections for between $1,700 and $2,800 (under our central assumptions), while more vigorous expansion under the current guidelines would cost more than $7,500 per incremental HIV infection averted. Granular spatial models of demand and cost facilitate the optimal targeting of new facility construction and outreach services. Based on analysis of the sensitivity of the results to 1,728 alternative parameter combinations at each of four discount rates, we conclude that better knowledge of the behavioral elasticities would be valuable, reducing the uncertainty of cost estimates by a factor of 4 to 10
