Discussion paper for the workshop on: “The emerging security dynamics and the political settlement in Syria”, Syracuse, Italy, 18-19 October 2018. The Syrian war encompasses multiple conflicts and a diversity of groups. This paper considers the financial support that two groups in particular have received: the Islamic State (also known as the Islamic State of Iraq and Syria [ISIS] or, by its Arabic acronym, Daesh) and Jabhat al-Nusra (the Victory Front). Both are US-designated foreign terrorist organisations and specially designated global terrorists and employ terrorist tactics, such as suicide bombings, but they also may be considered insurgent groups by their goals and actions of governing territory.

Abstract:
The October issue observes different dynamics of responses to terrorism, in terms of observing case studies, deconstructing methods and improving mechanisms to deal with the evolving threat. The articles focus on key aspects of counter-terrorism – through transnational cooperation and specifically interoperability, countering violent extremism – through counter-ideology and rehabilitation. Overall, while there is no ‘one size fits all’ approach to fight terrorism, there is a need to holistically incorporate diverse approaches that both counter terrorism and counter violent extremism in order to witness tangible and measurable gains. In the lead article, Rohan Gunaratna discusses the circumstances surrounding the death of Bahrun Naim, the effects on the threat landscape in Indonesia and lessons for effective counter-terrorism. Bahrun Naim’s links to the Islamic State (IS) and ability to radicalise and recruit supporters in Southeast Asia until his death, while operating from Syria, highlights the success of social media propaganda and outreach. The article also focuses on his recruitment tactics and network base that enabled him to plan multiple terrorist attacks, highlighting the need for long-term collaboration, cooperation and information sharing between security agencies within and beyond the Southeast Asian region. Next, Patrick Blannin discusses cooperation within the Indo-Pacific region as a key aspect of counter-terrorism efforts. The author puts forward the concept of interoperability, in which two or more states act in a coordinated manner to address a common problem. This will facilitate the translation of policy-making rhetoric into operational responses to security threats. It is argued that improved interoperability will enhance regional counter-terrorism cooperation at the strategic and tactical levels. Muhammad Haniff Hassan delves into the counter-ideology domain and attempts to refute IS’ claims on jihad as a personal obligation where the consent of parents is not necessary. The author analyses the IS’ argument and counters it with the historical story of Uwais Al-Qarni, who did not participate in jihad or migrate to Medina because he was taking care of his sick mother. The author contends that use of historical Islamic examples can assist in countering IS’ extremist arguments that are intended to reduce barriers to engaging in violence. This story can then also be useful in countering the extremist thoughts of groups such as Al-Qaeda and Jemaah Islamiyah (JI). Lastly, Zohreh Vakilpour and Behnam Rastegari focus on the need for a rehabilitation programme in Iran for terrorists, specifically with the rise of the Islamist extremist threat since 2017. The authors state that while Iran has a rehabilitation programme for non-terrorist offenders, it remains limited in terms of legislation on its methods, scope and implementation. This requires improving the existing rehabilitation programme while using the relatively successful rehabilitation programmes for terrorists in countries such as Singapore and Sri Lanka as models for Iran.

73. Safeguarding Medical Care and Humanitarian Action in the UN Counterterrorism Framework

In the past decade, counterterrorism measures have had an increasingly adverse impact on the provision of medical care and the conduct of principled humanitarian action in armed conflict settings. Whether inadvertently or not, they have impeded, and at times prevented, the provision of essential and lifesaving aid, often in violation of international humanitarian law (IHL). This paper aims to assist the Security Council, relevant UN organs, UN member states, and other stakeholders in upholding their obligations under IHL. It maps the UN counterterrorism framework and looks into the extent to which it guides states in complying with these obligations. In doing so, it offers several recommendations for the way forward: All UN resolutions and other UN and national policies that pertain to counterterrorism should contain an exemption for humanitarian activities. Every relevant UN counterterrorism measure should continue to reiterate that counterterrorism efforts need to comply with international law. Humanitarian actors should engage with UN counterterrorism structures more actively, strategically, and systematically. UN bodies that engage in counterterrorism should systematically include humanitarian actors in relevant conversations. The UN Counter-Terrorism Committee’s Executive Directorate and Office of Counter-Terrorism should better integrate IHL considerations into their work. Member states, UN entities, humanitarian actors, counterterrorism and sanctions experts, and other stakeholders should step up efforts to start a wide political discussion on tensions between counterterrorism and humanitarian action.

74. Protecting Civilians in the Context of Violent Extremism: The Dilemmas of UN Peacekeeping in Mali

In the non-permissive environments where they are often deployed, UN peace operations need to be increasingly creative to implement their mandate to protect civilians. They face particularly acute challenges in contexts marked by violent extremism, such as Mali, where attacks by terrorist groups have greatly constrained the capacity of peacekeepers to protect local populations. This paper explores the operational challenges that the UN Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) faces in implementing its protection mandate. It analyzes protection threats related to violent extremism in Mali and explores the protection strategy, tools, and activities developed by the UN mission to address those threats. It highlights some of the practical constraints of operating in a hostile environment and added complications related to the mission’s proximity to non-UN counterterrorism forces. The Malian case demonstrates that each peacekeeping theater needs to be its own laboratory for POC and that approaches, tools, and mechanisms are not directly replicable from one UN mission to another. The report makes three recommendations to improve the delivery of MINUSMA’s protection mandate: Explore the full spectrum of military, police, and civilian tools; Ensure the independence of MINUSMA’s POC activities from counterterrorism agendas; and Design and articulate a political strategy that prioritizes POC.

Islamic State (IS) has demonstrated unprecedented capabilities in attracting foreign fighters, particularly from Western countries. Between 2011 and 2015, Western foreign fighters coming from North America, Europe, and Australia traveled to Iraq and Syria in order to join IS and the Al-Qaeda affiliate Jabhat Al-Nusra. As IS has been significantly weakened, authorities in many western countries are increasingly worried that returning fighters will come back to their home countries radicalized, battle hardened, and eager to commit terrorist attacks. This concern is clearly manifested in Phil Gursky’s book cover which features a striking image of a Belgian returnee from Syria, Abdelhamid Abaaoud, who has been named by security officials as one of the architects of the attacks in Paris in 2015. ​ In Western Foreign Fighters: The Threat to Homeland and International Security, Phil Gursky, a former analyst at the Canadian Security Intelligence Service, elaborates on the phenomenon of ‘Western Foreign Fighters.’ This book aims at addressing two fundamental issues: “why people leave their homeland to join terrorist groups?” and “do they pose a threat upon their prospective return?”[1] To answer those questions, Gurski relies not only on a detailed analysis of the excerpts and statements by the fighters recently engaged in violent extremism at home and overseas, but also on accounts that delineate historical parallels and differences with previous conflicts sharing similar dynamics. ​ Gurski divides his analysis into eight substantive chapters, an appendix, a glossary and a suggested reading list, using accessible, non-academic prose. He conducts the majority of his historical analysis in chapter three. His discussion of western volunteers—mainly Canadians and Americans—and their involvement in previous conflicts such as the Spanish Civil War and the Boers Wars provides informative and engaging insights, mostly for a general readership.[2] It also sets the stage for shedding light on why Westerners join terrorist groups like IS, and what threat they pose to homeland/international security. The October suicide bombing in the heart of Tunis demonstrated the continued need for Tunisia’s government to refine and bolster its efforts to combat violent extremism. Yet, instability within the ruling coalition threatens to undermine much-needed reforms to Tunisia’s countering violent extremism (CVE) and counterterrorism (CT) strategies, which fail to address the underlying drivers of radicalization. The public’s rising expectations for economic and social progress following Tunisia’s 2011 revolution, which deposed Zine El Abidine Ben Ali’s authoritarian government, have not been met. This has fostered disillusionment regarding democracy’s efficacy and has fed the rise of anti-establishment ideologies such as Islamic extremism. Only a stable governing coalition can develop CVE/CT polices that more effectively obstruct the path to radicalization and redress the persistent governance failures that inspire violent extremism.

79. Future Challenges for Israel’s Iron Dome Rocket Defenses

Abstract:
After Hezbollah fired thousands of rockets at northern Israel during the 2006 Israel-Hezbollah War, the Israeli government began a crash program to find a technological solution to the rocket threat. The result was Iron Dome, which shot down its first rocket on April 7, 2011, and saw large-scale combat during wars in 2012 and 2014. The system has been hailed in Israel and worldwide as a success, with the Israeli military claiming a 90 percent interception rate. Some American defense commentators have even touted Iron Dome as evidence in favor of ballistic missile defense. However, serious questions remain about Iron Dome’s true technical efficacy, both in terms of its past performance and how it is likely to perform in the future under different conditions. Because so much about Iron Dome is classified, information provided by the Israeli military cannot be independently verified. Analyses performed by outside experts—both those questioning Iron Dome’s efficacy and those defending the Israeli government’s claims—are inconclusive. Assuming for the sake of argument that Iron Dome did, in fact, perform as advertised during its previous engagements, it is far from certain that it will be as successful in future engagements, where the volume of rocket fire will be higher and the rockets more accurate. This paper argues that Israel may have already reached “peak Iron Dome,” and the system’s military and political benefits will decrease in future wars until another technological breakthrough is made on rocket defense. This is not to say that Iron Dome was not worth the cost and should not have been procured. But expectations about Iron Dome from the Israeli military, Israeli civilians, and interested parties abroad should be tempered. If they are not, Iron Dome’s decreased success rate in future wars may pose political problems for Israel domestically and give Israel’s adversaries a decisive propaganda victory.

Abstract:
Despite that ISIS may have dealt with heavy blows, whether in the previously-dominated areas or the emerging ones, it is still able to stage terrorist attacks by employing various tactics, key among them the “lone- wolves” and “sleeper cells”. This has been evident in the recent terrorist operations in many countries, such as Tunisia and Morocco, as well as several European countries, which ISIS have threatened to target by using explosive belts, car-ramming and stabbing during Christmas holidays. Notably, some of such attacks have been carried out using tactics and methods that have not been widely used in the past. This raises questions about the ideological transformations that ISIS, its sleeper cells and sub-groups may have witnessed, given the new realities brought about by the war on the organization.
