11. Don't Write Off Iraq

Abstract:
Even as Baghdad works to rein in militias that invite outside attacks, Washington needs to be patient with the country’s contradictions in the near term and give space for it to exert sovereignty in the long term. As President Trump met with Iraqi president Barham Salih today on the sidelines of the UN General Assembly, they were no doubt buoyed by their governments’ mutual conclusion that the recent attack on Saudi oil facilities in Abqaiq did not originate from Iraq. Initial concerns about that possibility were well founded—a previous attack on a major Saudi pipeline was carried out from Iraqi territory this May, and multiple Iraqi militia facilities have been struck since June, reportedly by Israel. Each of these developments was linked to Shia “special groups” with known ties to Iran. On July 1, Iraqi prime minister Adil Abdulmahdi ordered these and other militias to fold themselves under state authority, but so far he has been unable to impose order on them. The government has also failed to prevent them from threatening neighboring countries at Iran’s presumed behest—an especially dangerous lapse given that Iraqi authorities cannot protect the territory these militias hold from external retaliation. To keep other countries from turning Iraq into a proxy battleground, Baghdad needs to rein in the unruliest militias. This is a tall order because Tehran has spent fifteen years building them into a parallel force of its own. Given the willingness these “special groups” have shown when asked to attack U.S. troops, fight on the Assad regime’s behalf in Syria, or secure other Iranian interests, they risk implicating Iraq in Tehran’s regional confrontations with the United States, Saudi Arabia, and/or Israel.

Abstract:
In early April 2019, General Khalifa Haftar instructed the Libyan National Army (LNA) to take Tripoli by force, initiating Libya’s Second War of Post-Qadhafi Succession. Drawing upon the Libya-Analysis proprietary real time militia mapping project, this paper examines the main armed groups involved in the war: ascertaining their strengths, weaknesses, command and control structures, motivations, alliances, military capacities, and financing. It illustrates how all armed groups in Libya exploit the country’s dysfunctional war economy. Unappreciated by most international policymakers, the current conflict has actually increased their leverage to pry Libya out of this downward spiral. Major international players have the tools to prevent Libya from becoming permanently enshrined as a kingdom of militias, but only if they transcend their divergent approaches and rally together to cut off the belligerents’ purse strings. Failure to act is facilitating the growth of global jihadi movements, migrant flows to Europe, and the tragically avoidable humanitarian catastrophe currently engulfing Libya.

Abstract:
As 2019 comes to close, Russian mercenaries are allegedly shifting the balance of forces in Libya, helping General Haftar to reignite his efforts to take Tripoli. Only a few weeks ago, Russia’s brokered ceasefire had successfully stopped Turkey’s advances in the Syrian northeast, pushing Kurdish forces away from the Turkish border and allowing the return of Bashar Al Assad’s forces to the region from where they had been absent since the beginning of the conflict. Similarly, in Idlib, Russia’s position will be essential to determine the course of the conflict.

Abstract:
Despite the existence of global and regional formats for discussing ways to resolve the Libyan conflict, national reconciliation has not been achieved for eight years. This is largely due to the lack of necessary conditions and the existence of conflict at the local, regional and global levels. Russian influence on Libyan events is often exaggerated. Moreover, the media likes to raise this topic, because it allows the various parties to the conflict to divert attention away from the real problems and lack of agreement between the main players fighting for leadership in the Libyan issue. At the same time, the Russian approach assumes rather a tactical nature of interaction with various players on the Libyan settlement.

Paul Rivlin examines the economic effects of the recent drone strikes carried out in Saudi Arabia by Iranian proxies. On 14 September, drones and/or missiles hit the Abqaiq processing facility in Saudi Arabia, the world’s largest oil processing plant. In addition, fires engulfed the Khurais oil field after it was also hit. While there is uncertainty about where the attack came from, it is widely agreed that Iran was behind it. Iran, whose economy is suffering badly from the effects of sanctions as well as massive mismanagement, has used proxies in Iraq, Syria, Lebanon and Yemen against its enemies: Saudi Arabia, Israel and the US. The attacks on Saudi Arabia are among the most dramatic and economically significant in this war.

Rina Bassist examines new alliances between international powers as a result of the ongoing Libyan civil war. The April 4 offensive launched by Gen. Khalifa Haftar and the National Libyan Army (LNA) to take control of Tripoli is now, as of May 2019, in its second month; regional actors are becoming fearful of a bloody stalemate. While the ongoing civil war in Libya has pitted mostly local forces against each other, countries such as Egypt, the United Arab Emirates and Russia have allied against Italy and Great Britain, in an intensified diplomatic battle primarily being waged at the UN Security Council. In fact, the ongoing Libyan crisis has shattered traditional alliances. The usual global camps have been turned upside down, replaced instead by new, improbable partnerships. This article will deal with these new emerging alliances which are replacing, in this particular context, the long-established balance of power in the UN Security Council and the international arena. More particularly, we will look into the motives behind the strategic shift, and why world powers have abandoned their initial objectives for Libya.

Abstract:
Foreign actors have long been an underappreciated driver of conflict in Libya, to the detriment of European and UN policymaking in support of a political solution there. These actors facilitate their Libyan client groups’ belligerence and escalate the conflict through financial, media, and military support. Europe must understand the role of other foreign actors in Libya if it is to prevent the conflict from devolving into an intractable proxy war akin to that in Syria or Yemen. Such a war would destabilise Libya’s neighbours, directly threatening European security interests and global energy markets. Major powers such as the United States and Russia are unwilling or unable to play a constructive or unifying role in Libya, putting the onus on Europeans to lead the effort to reach a solution. This will require European countries to neutralise or co-opt other foreign actors’ partisan support for Libyan groups. It will also require them to establish an inclusive international working group on Libya, using a mixture of incentives and disincentives designed to prevent escalation.

Abstract:
Since its 1979 revolution, the Islamic Republic of Iran has incited violent, radical, and often sectarian nonstate groups across the Middle East to serve as proxies in its military campaigns to influence regional and international politics. This “proxy model” has become increasingly salient since the U.S. invasion of Iraq in 2003 and more recently in Iraq and Syria, and is now Iran’s primary tool for advancing its regional intersts. The U.S. and the West in general have largely paid attention only to radical Sunni groups such as al-Qaeda and ISIS. With a few exceptions, such as Lebanon’s Hezbollah, nonstate Shi‘i militant groups have generally avoided the same intense Western scrutiny. This study compares and contrasts regional conflicts that have been shaped by Iranian proxies and Iran’s successful—and unsuccessful—attempts to recruit to its militant groups. It also identifies the key forces that have shaped Iran’s ideological and operational sponsorship of nonstate militant groups, both Sunni and Shi‘i, as well as its motivations and preferred modus operandi.

20. Beyond the proxy powder keg: The specter of war between Saudi Arabia and Iran

An Iran-Saudi Arabia war is unlikely, but it is now more likely than ever before. A military confrontation between Saudi Arabia and Iran should command respect and inspire concern because it could cause tremendous harm to an already volatile Middle East and possibly to the global economy. Iran seems to have an upper hand in a direct military confrontation with Saudi Arabia because of its combat experience, geography, manpower, strategic depth, and greater cost tolerance. However, none of these attributes give Iran any decisive advantages in a contest with Saudi Arabia. Saudi Arabia is neither helpless nor without military options. While it is easy to start a war with Iran, it is anything but to finish it. Saudi Crown Prince Mohammed bin Salman would have to think hard about the capabilities of the Saudi military and the resilience of Saudi society before embarking on such a risky course. In any war dynamic between Iran and Saudi Arabia, U.S. military intervention or support would be the most decisive exogenous factor for both Riyadh and Tehran. The United States has a security commitment to Saudi Arabia, but the extent to which Washington can tolerate subtle Iranian aggression against the kingdom that falls below the threshold of conventional warfare, while potentially upending Saudi stability, is unclear.
