201. Who Debates, Who Wins? At-Scale Experimental Evidence on Debate Participation in a Liberian Election

Abstract:
We examine how candidate selection into the supply of policy information determines its electoral effects. In a nationwide debate initiative designed to solicit and rebroadcast policy promises from Liberian legislative candidates, we randomized the encouragement of debate participation across districts. The intervention substantially increased the debate participation of leading candidates but led to uneven electoral returns for these candidates, with incumbents benefiting at the expense of challengers. These results are driven by differences in compliance: complying incumbents, but not challengers, positively selected into debate participation based on the congruence of their policy priorities with those of their constituents.

Abstract:
How do international migrants affect their origin countries’ politics? Drawing on evidence from the cases of Colombia, Ecuador, and Mexico, Migrants and Political Change in Latin America argues that migrants gain new attitudes and economic resources as a result of experiences in their receiving countries that they then transmit to their origin countries through economic and social remittances and through return migration. Jiménez claims that by transmitting resources and ideas through these three channels, migrants create changes in the politics of their origin countries that they never intended or envisioned. These effects are mediated by local conditions in origin countries such as levels of education and wealth. Moreover, the social networks in which both types of remittances and return migrants are embedded augment their political effects.

Abstract:
Who participates in American democracy? In particular, is it those with high levels of resources who most often vote, protest, contact elected officials, and discuss politics with friends? How unequal is political participation? Political scientists Kay Lehman Schlozman, Henry E. Brady, and Sidney Verba have contributed important answers to these questions over the past few decades. In their first book, Voice and Equality (1995) these scholars traced associations between resource possession and political participation, finding extensive evidence of inequalities in political voice. In their second book, The Unheavenly Chorus (2012), the authors reiterated and updated the analyses of the first. The authors also extended Voice and Equality in a number of ways, primarily by examining organizational-level as well as individual-level participatory inequalities, and by assessing the likely efficacy of various reform strategies. This third volume, Unequal and Unrepresented, “distill[s] two substantial books into a relatively short one…” (p. ix), repeating the core themes of the two earlier volumes. The presentation of the book is slightly different, foregrounding substance (even) more than before by relegating methodological details to footnotes. Thus, the book is perhaps best suited to an undergraduate audience.

Abstract:
The statement that geography matters for politics probably will not be contested by many political scientists. Therefore, it is quite surprising that few studies have systematically explored how the territorial distribution of preferences affects political processes and policy outcomes. This book by Scott Morgenstern is an important landmark study that puts geography high on the research agenda of comparative political science. Three features make this book worthwhile reading for scholars working on the nationalization of elections and parties. First, Morgenstern identifies two dimensions of party nationalization and shows that they are theoretically and empirically unrelated. Static nationalization refers to the extent to which party vote shares are homogeneously distributed across districts at a particular point in time. Dynamic nationalization taps into the consistency in the change of a party’s vote shares across time. The combination of these two dimensions leads to a useful fourfold categorization of nationalized, unstable, unbalanced, and locally focused parties. As Morgenstern shows in Chapters 7, 8, and 9, each type of party has different implications for electoral accountability and bill co-sponsorship among legislators.

In this book Jeffrey Lazarus and Amy Steigerwalt leverage an impressive data collection to make the case that women legislators are more active and more responsive to their constituents than men. Moreover, they offer a theoretical argument to explain why women appear to work harder to meet constituent needs and demands, suggesting that women legislators’ perceptions of their electoral vulnerability—even as incumbents—motivate them to focus their legislative efforts on proving to their constituents that they are worthy of re-election. The bulk of the text is dedicated to analyzing more than 12 measures of legislative activity and responsiveness—from the number and types of bills sponsored to the amount of mail sent to districts and staff allocated to district offices—in the 103rd to 110th Congresses (1993–2005). The analyses focus on between-gender differences in each chamber. Lazarus and Steigerwalt find the strongest evidence that women outwork and out-represent their male counterparts in the U.S. House of Representatives. Findings of gender differences are more limited in the U.S. Senate but still affirm the previous studies showing that women members are more likely to “bring home the bacon” in the form of earmarks (see Anzia and Berry 2011) and to sponsor and co-sponsor more bills and resolutions. The authors also find that women’s roll call behavior and committee assignments align more with constituent needs and interests than those of their male colleagues. Even with these differences by chamber, Lazarus and Steigerwalt fairly conclude that “electing women results in better substantive representation for all constituents” (p. 17). They effectively expand claims already evident in the women and politics literature that women members better represent women's interests by demonstrating how women’s presence in the Congress will better serve all citizens—men and women alike.

Domestic developments in the Pacific Island states matter more than ever to Australia. The challenges to internal resilience in the Pacific Islands are both structural — in the form of issues arising from population growth, urbanisation, land, immigration, health, and gender relations — and particular to the political situation in each Island nation. The inability of Pacific states to match service provision in cities with their growing populations is a major challenge to resilience. Of all political issues in Papua New Guinea, loss of customary land is the most likely to provoke protest and conflict.

Indonesia’s education system is low in quality and the underlying causes are political. Indonesia’s education system has been a high-volume, low-quality enterprise that has fallen well short of the country’s ambitions for an “internationally competitive” system. This outcome has reflected inadequate funding, human resource deficits, perverse incentive structures, and poor management but has most fundamentally been a matter of politics and power. The political causes of poor education performance include the continued dominance of political, bureaucratic, and corporate elites over the education system under the New Order and the role that progressive NGOs and parent, teacher, and student groups have had in education policymaking since the fall of the New Order, making reform difficult.

208. The primacy of praxis: Clerical authority in the Syrian conflict

A close look at the competing claims, actors, and movements for authority within the Syrian civil war reveals three distinct periods of political and religious influence: that of Syrian scholars, who were the first to inject religious language into the revolution; that of Salafi scholars predominantly from the Gulf; and lastly, that of jihadi organizations like ISIS and Hay’at Tahrir al-Sham, who were active on the ground. This paper focuses on which figures relied on action—rather than theoretical abstraction—to establish legitimacy and authority on the ground in Syria. Tracing the conflict from the first clerical attempts to coordinate the Syrian opposition to the conflict’s regionalization, and, later, internationalization, this paper demonstrates that the words of actors on the ground are more likely than those of far-off figures—however popular—to resound effectively.

Many anticipate that as the new prime minister, Imran Khan will change Pakistan and alter its relations with the United States and regional powers. Khan’s first speech to the nation was moderate in tone and substance. He has an ambitious reform agenda that above all promises to deal with corruption. What domestic constraints will he face? Will his being a successful populist, the first since the 1970s, embolden him to pursue transformative policies such as on taxation and land reform? How will his government handle Pakistan’s looming economic crisis? Will he inevitably butt heads with the military over its budget and Pakistan’s policies toward countering terrorism? Is Khan prepared to modify his deeply negative views on the U.S. role in Afghanistan? How far should he be expected to go curbing the Afghan Taliban and pushing it toward peace talks? Can he improve relations with India and also satisfy his religious-political base? These and other questions were addressed in a discussion among a distinguished panel of experts on Pakistan hosted by the Middle East Institute (MEI). The American public and policymaking circles all too often reduce the “Palestinian perspective” to a single, monolithic viewpoint, both in terms of historical experience and yearning for the future. The oversimplification glosses over key complexities that directly result in a varying answers to the question “what do Palestinians want?”. This reduction of the Palestinian perspective contributes to a distortion in how the American policy world, as well as public, view Palestinians. The panelists explore the multiplicity of Palestinian perspectives and narratives looking back on the events since 1948 and looking forward on the future of the Palestinian people.
