221. A United Nations Peace-Keeping Force for Ukraine?

Abstract:
The war scenery in Eastern Ukraine in 2015 showed Kiev in a disadvantageous military position, in its efforts to stop the separatists’ advances in the occupied territories. At the same time, the possibilities that the self-proclaimed authorities of the “Donetsk and Lugansk Popular Republics” would honor the military clauses of the 2014 and 2015 Minsk Agreements were remote. Neither were the authorities in Kiev inclined to honor the political clauses for which they were responsible. This difficult situation led the President of Ukraine to present a proposal for the deployment of a peace -keeping mission under the mandate of the United Nations Security Council. Nevertheless, such an initiative was not given on that occasion, any support or follow -up.

Abstract:
Long considered a natural partner for peace through economic diplomacy and bilateral trade agreements, business has increasingly become ignored or demonised. The private sector comprises a wide diversity of organisations and is the part of the economy that is not run by a state, but by individuals and companies for profit. Small businesses/micro-companies serve as a good starting point for a conflict resolution process because they often constitute the only form of economic activity in a conflict zone. MNCs have a range of options to respond to conflict, but cannot openly take part in conflict resolution and peacebuilding initiatives, and rarely become involved officially. Track Two diplomacy is their more likely area of involvement. The United Nations has frequently supported the view that the private sector can be a powerful agent of change. However, the UN still engages only two players in conflict resolution and peacebuilding: civil society/NGOs and armed actors. UN peace operations have never been expressly mandated to consult with business or use its influence to build peace. Combining the resources, expertise and leverage of all possible actors would produce a more formidable force for peace. World affairs would benefit from integrating the private sector into a new UN system of governance; new routes are possible for a truly inclusive approach, recognising the business sector’s positive contribution to sustainable peace through informal mediation and collaborative engagement.

En 2004, le leader d’Al-Qaida, Ayman al-Zawahiri, déclarait: “Plus de la moitié de la lutte a lieu dans les médias… nous sommes au cœur d’une bataille médiatique dans la course pour gagner les esprits et les cœurs de notre Oumma (Communauté musulmane)”[1] Alors que l’incitation à la violence est largement connue du grand public, un autre pan entier de la stratégie de communication djihadiste l’est beaucoup moins : l’utilisation de la poésie, de la musique ou encore de la narration comme vecteur de son idéologie, notamment au travers de plateformes en lignes.[2] La pieuvre artistique et médiatique mise en place par l’État Islamique depuis sa création lui a permis d’exploiter toutes les possibilités du web. Que ce soit à travers la publication de revue et communiqués ou encore la production de vidéos et photos, tous les volets de la stratégie de l’État Islamique ont eu pour cœur opérationnel internet et ses milliers de fenêtres qu’il ouvre vers le reste du monde.[3] Ainsi, l’Etat Islamique est actif en ligne sur tous les fronts : diffusion de son idéologie, levée de fonds, recrutement de sympathisants, coordination et revendication de ses attaques, etc.

Abstract:
The Israeli and Palestinian communities are growing ever closer physically while remaining separated politically. Any solution must adequately address the needs of both sides. This report attempts to look at actualities and trends with a fresh and analytical eye. At first glance, the two halves of this report contain two very different views of a resolution to the Israeli-Palestinian conflict: one presents the case for a two-state solution, the other suggests that it is time to look at the idea of a single state with all its variations. But the two halves do not differ on the facts of the current situation. Nor do they differ much on the trajectory. The same facts can be used to support two different conclusions: Do we need new ideas or new determination and political will behind previous ones? The two chapters also highlight an important political reality: any solution must adequately address the needs of both sides. Imposed solutions will not work. The section authored by the Baker Institute does not deny that a one-state reality is emerging and the two-state solution is in trouble, but it argues that the two-state solution should not be abandoned as it provides the most coherent framework for a democratic Israeli state living in peace and security next to an independent and sovereign Palestinian state. Carnegie’s section recognizes that a one-state reality is emerging, whether desirable or not, and calls for scrutinizing solutions that take this reality into account instead of wishing it away. At a time when ideas to solve the conflict are being speculated about without much context, this report attempts to objectively analyze and present the two major options for a negotiated peace between the Israelis and the Palestinians and to explain the consequences of both for the parties involved and the international community. It is our hope that it will serve as not only a reminder of past efforts but also an incubator for future ones.

225. Unheard Voices: What Syrian Refugees Need to Return Home

Abstract:
As the Syrian regime regains territory, there have been growing calls in neighboring countries for refugees to go home. Yet refugees have conditions for a return—conditions that political efforts to resolve the Syrian conflict have largely ignored. To understand refugee attitudes toward return, the Carnegie Middle East Center listened to the concerns of Syrians—both male and female, young and old—struggling to build meaningful lives in Lebanon and Jordan. What is most striking is that despite the increasingly difficult challenges they face, a majority are unwilling to go back unless a political transition can assure their safety and security, access to justice, and right of return to areas of origin. Economic opportunity and adequate housing are important but not requirements. Above all, their attitudes make it clear that both a sustainable political settlement and a mass, voluntary return are contingent upon international peace processes that account for refugee voices.

Abstract:
The article discusses the interconnections between the participation of the Brazilian military in peace missions and civil-military relations in the country. For its elaboration a bibliographical revision and the collection of primary sources, like governmental documents, articles published in newspapers and magazines and interviews were realized. It is concluded that, instead of contributing to the improvement of the articulation between foreign policy and defense policy, the Brazilian participation in peace operations has been instrumentalised by the political class and indirectly contributing to the militarization of public security and the policialization of the armed forces.

227. The U.S.-Japan-ROK Trilateral: Better at Deterrence than Diplomacy?

Once more, the United States, South Korea, and Japan have confronted a crisis with North Korea. The pattern is now well established. First, there is a provocation—a missile test, a nuclear test, and even worse, the use of force. Next, the United States and its allies in Northeast Asia muster their forces, strengthen their trilateral policy coordination, and sanction the belligerent Pyongyang. The three nations advocate for the accompanying effort by the United Nations Security Council to condemn North Korea’s behavior. Setting aside their political differences, Seoul and Tokyo intensify their military cooperation and Washington calls for greater trilateral unity in confronting a shared security challenge. In 2017, policymakers in Seoul, Washington, and Tokyo found themselves in a similar cycle but with the threat of war ever more real. The dramatic escalation of tensions between President Donald J. Trump and the North Korean leader Kim Jong-un seemed to bring the region to the brink of a second Korean conflict. But today, just as dramatically, an accelerated series of high-level summits suggests that the Korean Peninsula could be on the brink of peace. President Moon Jae-in met with Kim at Panmunjom, and both Kim and Moon stepped across the line of demarcation at the Demilitarized Zone (DMZ) between North and South Korea. The two leaders have embraced a “new era of peace,” with the promise of ending the state of war on the peninsula. Trump has also said he is willing to meet Kim to discuss denuclearization. CIA director Mike Pompeo visited Pyongyang on April 1 to test out that proposition, and as secretary of state, Pompeo had the lead in setting the stage for a meeting in Singapore. The Moon-Kim meeting set up the premise of a negotiated denuclearization process. Trump and Kim will define the contours of that path forward.

228. Pursuing Sustainable Development under Sectarianism in Lebanon

The 2030 Agenda calls for inclusiveness, which can contribute to stability and peace as well as development in Lebanon. However, while Lebanon’s power-sharing model was instrumental in ending fifteen years of civil war, it is outdated as the country embarks on a process to achieve the 2030 Agenda and advance the seventeen Sustainable Development Goals (SDGs). Although sectarianism is impeding political processes and development in Lebanon, the SDGs can provide an opportunity for the country to address some of the political model’s limitations. Based on two weeks of field research, this paper explores how Lebanon is confronting challenges related to the environment, education, economic growth, poverty, and gender, all while hosting more than a million Syrian refugees. This paper is part of the International Peace Institute’s (IPI) SDGs4Peace project, which seeks to understand how the 2030 Agenda is being rooted at the national and local levels and to support the implementation of the Sustainable Development Goals. The project focuses on five case studies: the Gambia, Greece, Guatemala, Lebanon, and Myanmar. Implementation of the 2030 Agenda provides each of these countries an opportunity not only to buttress existing aspirations but also to build new partnerships that transcend traditional approaches.

229. Advancing Sustainable Development between Conflict and Peace in Myanmar

Over the last five years Myanmar has gone through fundamental changes as it transitions toward peace and democracy. This transformation provides Myanmar with a unique opportunity to build a peaceful and inclusive society and advance on the path to sustainable development and sustaining peace. Yet at the same time, Myanmar remains submerged in conflict and lacks national consensus on the future of the state. Achieving the 2030 Agenda in Myanmar will therefore require an inclusive and conflict-sensitive approach that takes into account the views not only of the central government but also of ethnic-minority groups. Based on an eighteen-day field study in Myanmar in 2017, this paper examines the country’s progress toward sustainable development and sustaining peace from these divergent perspectives. This paper, co-funded by the Fafo Research Foundation, is part of the International Peace Institute’s (IPI) SDGs4Peace project, which seeks to understand how the 2030 Agenda is being rooted at the national and local levels and to support the implementation of the Sustainable Development Goals. 230. Greening Peacekeeping: The Environmental Impact of UN Peace Operations

Abstract:
The 2010 cholera outbreak in Haiti, triggered by the UN mission there, killed more than 9,000 people and affected nearly 807,000. This disastrous case drew attention to the negative effect UN peace operations can have on the surrounding communities and environment—something peacekeepers had started paying attention to with the deployment of new large-scale operations in the 2000s. As operations have grown in size, so too has the size of their environmental footprint. This report looks at the environmental impact of peace operations and how the UN has responded, including through policies and guidelines, dedicated staff, and training material. In particular, it assesses the challenges the Department of Field Support faces in implementing its Environment Strategy. Based on this assessment, which includes a detailed examination of the UN mission in Mali, the report puts forward a series of short-, medium-, and long-term recommendations. It concludes that a UN presence should not be a source of stress but should improve local environmental sustainability and build resilience.
