131. Nuclear Terrorism in South Asia: Potential Threats/Challenges and Options: Post 9/11 Analysis

Abstract:
Nuclear terrorism has emerged as one of the principal concerns for states maintaining nuclear weapons technology as well as states maintaining peaceful nuclear programs. The idea is that non-state entities, in pursuance of their goals of achieving maximum tactical leverage over states, aspire to either jeopardize nuclear facilities as a means to warrant a radiological anomaly or would, in worst case scenario, acquire or construct weaponized devices. The concept of Improvised Nuclear Device (IND) or Radiological Dispersal Device (RDD) is both argued as a plausibility and as a reality in current global technological layout. More specified to South Asia, where non-state entities are allegedly employed for transnational target acquisition and the where the security paradigms are hampered by technological inferiority, it is speculatively concluded that chances of such occurrences are marginally higher as compare to other nations. Vulnerabilities of South Asia pertaining to radiological terrorism are extended internationally based upon proliferation patterns in South Asia, utilization of proxies for achievement of leverage, comparative technological inferiority of nuclear facilities and auxiliary systems, spread and introduction of terrorism in South Asia, lack of understanding of nuclear terrorism and inability to proactively participate in international non-proliferation regimes and designs. Important considerations in these regards would then have to focus on efficacy of security infrastructure from production to disposal and from civilian to military nuclear installations. Where in South Asia, states have maintained secrecy and state control over nuclear installations, radiological terrorism seems a highly unlikely scenario postulation but being cautious is still operationally necessary.

Abstract:
As we survey the world today, we find the nuclear landscape to be more uncertain and precarious than it has been at any time since the end of the Cold War. In recent years, Russia has taken to routinely rattling its nuclear saber—publicly embracing the value and utility of nuclear weapons while rejecting further nuclear arms control efforts—in an effort to intimidate its smaller neighbors and to test European unity along the North Atlantic Treaty Organization’s (NATO) periphery. North Korea’s expansion and diversification of its nuclear arsenal and associated delivery platforms, combined with Kim Jong-un’s penchant for provocation, has raised the risk of nuclear coercion and undermined confidence in current deterrence approaches. Meanwhile, nuclear competition between Pakistan and India continues to grow, spurred on by Pakistan’s now-open acknowledgment of a range of “tactical” nuclear weapons as part of their “full spectrum deterrence.” And China, unabashed in its desire to assert greater regional dominance, is modernizing, diversifying, and hardening its nuclear forces while simultaneously enhancing complementary capabilities in space, cyber, and advanced missile systems. With 190 state members, the Nuclear Nonproliferation Treaty (NPT) is almost universal. However, it has fallen on hard times. North Korea violated it and withdrew in 2002. Israel, Pakistan, India, and North Korea—the nuclear-armed states most likely to use them—refuse to sign. Others—e.g., Syria, South Korea, and Egypt—have violated its safeguards and yet suffered no serious consequences. Also, with the Iran deal, enriching uranium or re- processing spent reactor fuel, which can bring states to the very brink of bomb making, is now less taboo. Finally, with President Trump’s suggestion that South Korea’s and Japan’s acquisition of nuclear weapons is inevitable, the prospect of the treaty lasting in perpetuity is easily open to question.1

Kim Jung-un’s new year declaration that North Korea will test its new ICBM this year (2017) poses a further challenge to the incoming Trump administration. It is truly a “rogue state” – a country that conducts nuclear tests in defiance of the UN Security Council, and that is willing to sell conventional and non-conventional weapons to other rogue regimes, including Israel’s enemies. The global nuclear non-proliferation regime, as it has evolved since the entry into force of the Nuclear Non-Proliferation Treaty (NPT) in 1970, has been remarkably resilient. Despite predictions of a “cascade of proliferation,” there are currently only nine states with nuclear weapons, and that number has remained the same for the past 25 years.[1] The NPT is nearly universal, with 190 parties and only five non-parties (India, Israel, North Korea, Pakistan, South Sudan). Several countries voluntarily abandoned nuclear weapons development programs (Argentina, Brazil, Egypt); several others were forced diplomatically or militarily to give up the quest (Iraq, Libya, South Korea, Syria); three former Soviet republics inherited nuclear weapons but gave them up (Belarus, Kazakhstan, Ukraine); and one country built a small arsenal before unilaterally eliminating it (South Africa). With Iran’s path to nuclear weapons blocked by the Joint Comprehensive Plan of Action (JCPOA) for at least 10 to 15 years, there are no non-nuclear weapon states currently believed to be pursuing nuclear weapons, according to U.S. government sources. And despite cases of nuclear smuggling and continuing interest of terrorist groups in acquiring nuclear weapons, no thefts of enough fissile material to build a bomb are believed to have taken place.

Abstract:
This IFPA National Security Update examines electromagnetic pulse (EMP), the potentially catastrophic threat it poses to the United States, the potential impacts of an EMP event, and sets forth as a national priority a two-pronged strategy to counter the EMP threat that includes ballistic missile defenses and the protection of critical U.S. infrastructures. In early 2017, the Institute for Foreign Policy Analysis initiated an online series entitled National Security Update. Its purpose is to examine key foreign policy/defense issues and to set forth policy options. These updates are made available to the broad policy community within and outside government, including key policy makers in Washington, D.C.; members of Congress and their staffs; academic specialists; and other members of the private-sector security community. Abstract:
The emergence of an advanced nuclear industry has renewed the pursuit of small modular and advanced reactor technologies to supply low carbon energy. By the same token, these developments potentially expose gaps in current safeguards practices, particularly for reactor designs utilizing novel coolants and fuel forms–underscoring calls for the early application of Safeguards-by-Design to effectively and efficiently detect diversion and misuse. Other innovations may necessitate additional measures to credibly assure the absence of undeclared activities. This paper discusses three types of advanced nuclear and nuclear-related technologies as illustrations of these challenges: 1) micronuclear reactors, 2) molten salt reactors, and on the balance-of-plant side, 3) thermal energy storage and dry cooling. It then identifies high-level safeguards development needs associated with these on-the-horizon technologies so as to elevate safeguards considerations in the minds of reactor developers and investors.

There was general agreement that the JCPOA was a very positive solution to a complex issue, providing a constructive and peaceful way forward for the Middle East in particular, and the non-proliferation regime in general. The deal contained in the JCPOA is working as intended. Iran has been determined by the IAEA on multiple [6] occasions to be in full compliance with its obligations, and now has the most comprehensive safeguards and verification regime in history. World powers have followed through with some sanctions relief thereby aiding the Iranian economy. Furthermore, there have been other positive dimensions, including an effective joint commission process, greater transparency among parties, as well as communications and interactions taking place in a more positive atmosphere. At the same time, it was recognized that the deal is unstable: although the terms of the JCPOA were ring-fenced from the wider geopolitical environment of the Middle East, political manoeuvring can threaten its continued implementation. The spill-over of non-nuclear issues, often labelled under “Iranian behaviour”, should not be allowed to derail the process. It was noted in a positive sense that all the main candidates in the Iranian Presidential campaign have signalled their desire to continue with the JCPOA. However, several participants felt that some of Iran’s regional policies could undermine this, risking a negative reaction from the US and other states. Some argued that given Iran’s disputed compliance history with IAEA safeguards agreements (which even two years later remains heated) and, in general, the uneasy relations in the past between Iran and IAEA, it is important that Iran continue to strictly comply to the letter of the JCPOA. The US domestic context provides perhaps the greatest potential risk to the sustainability of the JCPOA. It was noted that President Trump may not, after all, ‘tear up’ the deal. The possibility was raised that, because many in his national security team were seen as hostile to Iran, any minor safeguards violation may be seized upon to terminate the deal. Such a hard-line approach could isolate the US from a global consensus and weaken its hand in other relevant matters. There is further danger that Congress could act alone in enacting a bill (of which many are on the table) that would be in contravention of the JCPOA. This possibility was considered unrealistic by some participants. Some details of Security Council resolution 2231 were seen as problematic in a number of ways: the explicit provisions on ballistic missiles were viewed as an unnecessarily punitive measure unrelated to the main goals of the JCPOA; equally, some of the inquiry and resolution mechanisms were seen by some as unbalanced. The JCPOA should in any case be understood as a temporary solution. Even though continuing to implement it effectively would build more confidence, ultimately trust between Iran and some Western states will likely never be high. However, the deal does hold the potential for transformative progress in Iran-US relations, pending further steps to de-escalate and normalize relations. Many of Iran’s neighbours worry that the remaining latent nuclear capacity has only delayed the possibility of a nuclear-armed Iran down the road; at the same time, many regional states are also pursuing nuclear fuel cycle programs. The JCPOA should also offer the international community an opportunity to consider how to extend some measures indefinitely and extend them to other countries. Regional stability and non-proliferation could be enhanced by extending some of the JPCOA provisions to the Middle East and beyond it. As such, Pugwash should make efforts to convene and organize meetings to explore far-reaching initiatives that are in the spirit of the agreement; for example: initiatives to discuss ‘internationalizing’ the nuclear fuel cycle; forward-looking regional agreements, such as a threshold of uranium enrichment, a ban on plutonium reprocessing, or limits on stockpiles of LEU; innovative safeguards measures, such as advanced monitoring technology, enhanced access to centrifuge production facilities, or explicitly set times for snap inspections; further multilateral scientific and technical cooperation, such as the SESAME project.
