Abstract:
While international donors have long supported responses to displacement driven by natural disasters, climate change is reshaping the challenge at hand. It can worsen extreme weather events such as storms while also posing slower-onset threats such as desertification and sea level rise, which can directly and indirectly force people to move. The growing scale and complexity of climate-related mobility thus requires a paradigm shift in global funding for responses. This issue brief provides an overview of how development funders are responding to climate mobility issues, highlights entry points for donors interested in engaging on this issue, and outlines common barriers and strategies to overcome them. It examines development assistance provided via both bilateral cooperation and multilateral funding, through multilateral development banks, global climate funds, and more. This research draws on insights shared by representatives of donor governments, philanthropic foundations, and multilateral development banks as part of a multi-year Donor Community of Practice on Climate Mobility.

The policy paper presents a critical analysis of the phenomenon known as “climate migration,” focusing on the Israel-Palestine region. It also highlights the tension between human rights and freedom of mobility, on the one hand, and security on, the other, within the context of regional cooperation. The document urges a just policy in resource allocation and freedom of movement in the region in order to protect human rights, preserve natural assets, bolster community and political stability, and prevent political unrest.

Abstract:
How does the rentier concept apply in the context of the regulation and governance of human mobilities? Given that the hosting of forcibly displaced populations grants political actors the ability to extract revenue in a manner akin to oil rentier states via refugee rent-seeking (Tsourapas 2019), what broader lessons may we draw if we link migration and the rentier state? Similarly, in the case of labor migration in the Gulf, state actors delegate their ‘authority over migration to private actors and turns citizens into migration rentiers’ (Thiollet 2022, 1649). How does rentier state theory explain the politics of migrants and refugees in the Middle East? The relationship between rentierism and human mobilities formed the core of a Project on Middle East Political Science (POMEPS) workshop organized on 22–23 September 2023 at the University of Glasgow. The workshop sought to unpack the linkages between cross-border mobility and rentier state theory in the Middle East.

Abstract:
As it did in other regions, the COVID-19 pandemic prompted initial lockdowns and widespread border closures in South America, severely limiting human mobility and creating new barriers to the integration of refugees and other migrants. Certain dynamics specific to the region complicated the public-health response and subsequent reopening. Intraregional migration and displacement, particularly from Venezuela, had spiked in recent years. Thus, when COVID-19 hit, many countries were already grappling with increased demands on their regularization, integration, and broader social welfare systems. Cross-border mobility in the region has resumed as COVID-19 cases have fallen. Still, the pandemic offers important lessons on how to promote safe and sustainable mobility in the future. These include the value of incorporating migrants and refugees into emergency assistance programs, and the need for robust regional cooperation mechanisms to help governments develop coordinated responses to migration and protection issues. This report is part of a series of studies by MPI’s Task Force on Mobility and Borders during and after COVID-19 that explores opportunities to improve international coordination regarding border management during public-health crises. Other regional case studies in this series look at Asia and the Pacific, Europe, and the Middle East and North Africa. Thematic studies consider the role of digital health credentials in facilitating movement, the use of risk analysis to shape border policies, and the rise of remote work and “digital nomads.” A final capstone policy brief reflects on lessons for future public-health emergencies.

Governments in Asia and the Pacific imposed some of the strictest and longest-lasting limits on human mobility during the COVID-19 pandemic, triggering a collapse in migration, stranding migrants abroad for months, and prompting mass returns that strained health and reintegration systems. But the region also kept COVID-19 cases and deaths relatively low for the first two years. To help inform policymakers’ preparations for future crises, there is a clear need to better understand the costs and benefits of this region’s approach to managing the COVID-19 public-health crisis through strict travel measures. This report is part of a series of studies by MPI’s Task Force on Mobility and Borders during and after COVID-19 that explores opportunities to improve international coordination regarding border management during public-health crises. Abstract:
Many countries in Europe and beyond are contending with acute labor shortages and looking to immigration as one policy option to sustain and support economic growth, alongside efforts to retrain local workers and improve productivity. At the same time, lower- and middle-income countries with fast-growing populations are exploring ways to better link their nationals with economic opportunities at home and abroad. Legal migration pathways that connect unemployed workers in such countries with hard-to-fill jobs abroad are thus gaining interest in both origin and destination countries. To date, however, employment- and skills-based mobility projects have encountered challenges in fully realizing their anticipated benefits. These include difficulties building up project infrastructure and securing private-sector engagement. As a result, many have facilitated the movement of small numbers of people. This policy brief explores the case for employment- and skills-based mobility projects, looking at how different types of cooperation can support legal migration pathways, as well as common challenges these projects face. The brief also discusses strategies for achieving economies of scale and these projects' unique value—including the chance they offer to test new migration corridors or new recruitment models, while broadening cooperation opportunities with partner countries.

Abstract:
The nexus between climate change and migration is not newly emerged; yet it has recently started gaining territory in political agendas. It constitutes a complex phenomenon which involves various fields, making it harder to collect accurate and up-to-date data. Climate migration can take different forms-internal or cross-border, temporary or permanent- and is usually affected by a combination of factors. Therefore, this policy paper advocates for addressing climate migration in relation to existing agendas and frameworks, and not as a stand-alone issue. It also promotes the conceptualisation of climate migration by focusing on how we talk about people who migrate because of climate change and not what we call them. The last section provides a set of policy recommendations, advocating for tailor-made solutions based on regional and national needs and vulnerabilities. Overall, the policy paper underscores the importance of addressing the complexity of climate migration and calls for concerted policy efforts. · Climate change is one of the factors among others that lead to human mobility. · Climate migration is a multicausal and multi-form phenomenon. · Climate migration should not be perceived as a stand-alone issue for which an entirely novel legal and political framework should be adopted. Au contraire, it needs to be addressed in relation with other agendas and existing areas of cooperation. · The focus should be placed on how we talk about people moving for climatic reasons and not what we call them. · Attention should be paid to internal and inter-regional displacement. · One-size-fits-all policy responses are unrealistic; thus, tailor-made solutions should be promoted. · Mitigation policies can be developed through existing frameworks. · Reinforcement of National Adaptation Plans is of significant importance. · Migration can be seen as an adaptation strategy. · Promotion of humanitarian visas as well as bilateral free movement agreements are some policies that need to be reinforced.
