51. Beyond the Buzzword: The Three Meanings of “Grand Strategy”

Abstract:
The questions of how to define grand strategy and whether it “exists” continue to vex the study of grand strategy, despite the ever-increasing popularity of the term. Scholars broadly agree that grand strategy refers to something that has the characteristics of being long-term in scope, related to the state's highest priorities, and concerned with all spheres of statecraft (military, diplomatic, and economic). The precise entity or phenomenon that manifests these characteristics is less clear, indicating deficiencies in the methods used by scholars—usually implicitly—to define and operationalize concepts. This article traces the intellectual history and contemporary usage of the concept of grand strategy to identify the phenomenon or object to which the concept refers. This analysis demonstrates that there is no single concept of grand strategy. Instead, there are three, which are labelled “grand plans,” “grand principles,” and “grand behavior,” respectively. Each concept provides a distinct, valuable framework for research and policy prescription.

Abstract:
This research paper examines the extent to which both the United States (US) intervention in 2003 and sectarian conflict in Iraq and the region contributed to the rise and consolidation of the Islamic State (IS). It is argued that the US intervention contributed to the rise of IS by creating a strategic cause for mobilization of insurgency while insufficient counterinsurgency resources and doctrine, and the lack of a post-war plan enabled the insurgency to consolidate. Although the US adapted its strategy and deployed additional resources as part of the “surge,” which succeeded in weakening of the insurgents significantly, the premature withdrawal of US troops allowed for a revival of the insurgency which eventually evolved into IS. The sectarian conflict in Iraq and the region further contributed to the rise and consolidation of IS by helping in prolif-eration of the group’s underlying ideology, increasing funding opportunities for the insurgents and driving the Sunni communities to support the Islamic State

Abstract:
This first paper in the DCAF-STRATIM paper series by Suat Kiniklioglu analyses the development of Turkey's policy towards Syria since the start of the Arab Uprisings. It illustrates the factors which contributed to the shift in Ankara's foreign policy focus towards Syria; from its role as the strongest advocate for regime change, to the sole focus on the prevention of a Kurdish consolidated geographical and political entity in Syria. The author describes how Recep Tayyip Erdoǧan and Ahmed Davutoǧlu saw the Arab Uprisings as a unique Turkish moment that could allow the country to regain its long-lost international grandeur. Ankara detected that the Muslim Brotherhood was on the rise in the region. In Tunisia, the Ennahda Movement; in Egypt, the Muslim Brotherhood (Ikhvan); and in many other Middle Eastern countries - including Syria - Ikhvan-affiliated movements were on the march.€ The author concludes that, contrasting with the initial enthusi­asm about a "Turkish Moment" when the Arab Uprisings erupted, Ankara will have to settle, it seems, for a much more modest outcome than originally envisaged in 2011.

Abstract:
This study will first present a series of striking similarities between the imperial Japanese predicament in China and the contemporary U.S. quagmire in post-Saddam Iraq. Second, the study will provide a theoretical perspective on why the two cases share such commonalities. Third, the study will explore the implications of the perspective to international politics, with a focus on the future of the U.S. hegemony. The study is based on the basic understanding that the developing world across regions today has continued to suffer the ongoing single macro-historical process consequent upon the breakdowns of empires as the once-predominant organizational mode of human societies. The analysis argues for the central importance of a stable national identity for modernization and development as well as freedom and democracy.

Abstract:
The military intervention launched by Russia in Syria in September 2015 has altered the character of this protracted civil war and – quite remarkably – has both advanced and jeopardised Russia’s positions in the Middle East. This risky experiment in power projection constitutes a continuation of traditional Russian policy in this rapidly transforming region, but is also a departure from the strategy of careful manoeuvring aimed at exploiting the confusion in U.S. and European policies. Quite possibly the main drivers for this proactive move were either domestic factors or issues related to the confrontation with the West caused by Russia’s conflict with Ukraine. The present analysis, however, deals only with the Middle Eastern contexts, aims and consequences of this enterprise.

57. The Modern Practice of Intervention by Invitation in Africa and Its Implications for the Prohibition of the Use of Force

Abstract:
This article examines how two prominent criteria for permissible military intervention by invitation as developed in doctrine are currently implemented by states as well as how this impacts the prohibition of the use of force. Controversies concern, in particular, the determination of the authority entitled to extend the invitation, as recently illustrated by the Russian claim that its military intervention in the Crimea was based on the invitation of (former) President Yanukovych. Does the inviting authority need to enjoy democratic legitimacy and/or be in de facto control of a state’s territory? Furthermore, it remains highly contentious whether an invitation for forcible intervention may be extended during a civil war. By analysing modern state practice in Africa – where most of the contemporary invitations for military assistance occur – and comparing it with recent developments in other regions, the author concludes that effective control rather than democratic legitimacy is (still) the point of departure for determining the legitimate government of a state. Once recognized, incumbent governments enjoy a large discretion when inviting military assistance from foreign governments. They seem to retain the right to military assistance even in situations of civil war and while exercising limited control over the territory.

Abstract:
This article presents a critical engagement with the issue of force and intervention undertaken with the consent of the state in whose territory it ultimately occurs and offers a critical assessment of Erika de Wet’s article ‘The Modern Practice of Intervention by Invitation in Africa and Its Implication for the Prohibition of the Use of Force’. It considers the different interpretative approaches suggested for consent and the Charter of the United Nations’ prohibition of force as well as the principle or principles that have come to govern the issuing of valid consent in international law. The contribution turns to some of the methodological positions taken in exploring the continuing validity of the so-called ‘effective control principle’ in modern African practice, and, as it does so, it probes the utility of questions for the jus ad bellum of ‘other’ international law (such as developments within the jus in bello and the law on self-determination).

Abstract:
In the aftermath of the 2003 U.S.-led invasion of Iraq, scholars of international relations debated how to best characterize the rising tide of global opposition. The concept of “soft balancing” emerged as an influential, though contested, explanation of a new phenomenon in a unipolar world: states seeking to constrain the ability of the United States to deploy military force by using multinational organizations, international law, and coalition building. Soft balancing can also be observed in regional unipolar systems. Multinational archival research reveals how Argentina, Mexico, and other Latin American countries responded to expanding U.S. power and military assertiveness in the early twentieth century through coordinated diplomatic maneuvering that provides a strong example of soft balancing. Examination of this earlier case makes an empirical contribution to the emerging soft-balancing literature and suggests that soft balancing need not lead to hard balancing or open conflict.

Our Spring 2015 volume captures the troubling developments of the past year in the Middle East and North Africa. In 2014, the Syrian conflict that has so beguiled the international community spilled over into Iraq, with the swift and shocking rise of the Islamic State in Iraq and al-Sham (ISIS). ISIS is causing the ever-complex alliances in the region to shift in peculiar ways. In Iraq, US airstrikes provide cover for Iranian-backed militias fighting ISIS; while in Yemen, the United States supports a Saudi intervention against a different Iranianbacked armed group that has taken control of the Yemeni capital. Meanwhile, simmering political disputes in Libya escalated into a full-blown civil war, sparking concern in neighboring Egypt, where the old authoritarian order remains in control despite the country’s popular revolution. The Gulf countries contemplate their responses to record-low oil prices, continuing negotiations between the United States and Iran, and the threat of ISIS. And Tunisia remains one of the region’s only bright spots. In November, Tunisians voted in the country’s first free and fair presidential elections. This year’s Journal brings new analysis to many of these complex events and broader regional trends. We begin with the positive: an exclusive interview with former Tunisian Prime Minister Mehdi Jomaa. In this year’s feature articles: Brian Katulis zooms out to assess the Obama administration’s record in the Middle East over the past six years; Michael Wahid Hanna refutes the notion that the Iraqi and Syrian borders will need to be redrawn as a result of ISIS’ takeover; and Faysal Itani analyzes the US coalition’s strategy to defeat ISIS, arguing that it cannot succeed without empowering Sunni civilians. Muhammed Idris and Joelle Thomas turn to economics in an assessment of the United Arab Emirates’ efforts to go green. Tamirace Fakhoury points out a blind spot in the study of the Middle East and North Africa: how large diaspora communities affect political dynamics in their home countries.
