101. Global Peace Index 2019: Measuring peace in a complex world

Abstract:
This is the thirteenth edition of the Global Peace Index (GPI), which ranks 163 independent states and territories according to their level of peacefulness. Produced by the Institute for Economics and Peace (IEP), the GPI is the world’s leading measure of global peacefulness. This report presents the most comprehensive data-driven analysis to date on peace, its economic value, trends, and how to develop peaceful societies. The GPI covers 99.7 per cent of the world’s population, using 23 qualitative and quantitative indicators from highly respected sources, and measures the state of peace using three thematic domains: the level of Societal Safety and Security; the extent of Ongoing Domestic and International Conflict; and the degree of Militarisation. In addition to presenting the findings from the 2019 GPI, this year’s report includes analysis of trends in Positive Peace: the attitudes, institutions, and structures that create and sustain peaceful societies. It looks at the relationship between the actual peace of a country, as measured by the GPI, and Positive Peace, and how a deficit of Positive Peace is often a predictor of future increases in violent conflict. It also looks at the dynamic relationship between changes in Positive Peace and changes in the economy.

Abstract:
This article examines different analytical perspectives on Turkish-Russian relations and provides a conceptual history of developing connections between Turkey and Russia since the end of the Cold War. It first reviews evolving political relations, including military cooperation, and then focuses on economic relations, including energy cooperation. Finally, it discusses the socio-cultural aspects of bilateral relations, focusing on the movement of people. It shows how conflicting geopolitical interests have overshadowed the increasing economic cooperation and cultural exchange that had marked the previous two decades of bilateral relations. Although Turkey and Russia have competing regional interests, their dissatisfaction with and resentment of Western policies is one of the major reasons for their reluctant geopolitical cooperation. This article emphasizes the need for a multi-causal and analytically eclectic approach to analyzing Turkish-Russian relations that selectively recombines analytic components of causal mechanisms in competing research traditions.

Abstract:
We show that proximity to military bases during the Pinochet dictatorship in Chile (1973-1990) exposed civilians to more state repression and led to (i) stronger electoral opposition to Pinochet and (ii) a long-lasting strengthening of democratic values. Our empirical strategy exploits the location of military bases during the many decades of democratic rule before the military coup, which we show is unrelated to pre-coup electoral outcomes. We find that residents of counties housing these bases both registered and voted “No” to Pinochet’s continuation in power at higher rates in the crucial 1988 plebiscite that bolstered the democratic transition. These counties also experienced more civilian deaths and forced disappearances during the dictatorship, indicating that increased exposure to repression affected voters’ behavior. After democratization, residents of these counties who were exposed to the military coup report greater support for democracy in surveys, but there are no persistent effects on electoral outcomes.

Abstract:
Integrating China into the liberal trade order was expected to have a moderating effect on Beijing. Instead, under President Xi Jinping, China has asserted its military control over the South China Sea and cracked down on domestic dissent, all while continuing to use unfair trade practices to boost its economy. As a result, a bipartisan consensus has emerged in Washington that the U.S. must rethink the assumptions underpinning its approach to China’s rise. But President Donald Trump’s confrontational approach, including a costly trade war, is unlikely to prove effective. This report provides a comprehensive look at the military and economic aspects of U.S.-China rivalry in the Trump era.

Abstract:
I teach college students at New York University’s campus on Washington Square in Manhattan and in its prison program in upstate New York. My students have never lived in a time when the United States was not at war. Growing up after the Vietnam War, when the United States had converted to an all-volunteer military, the great majority of my N.Y.U. students have not served in uniform, although the military is more likely to be a stop on the itinerary, or part of family experience, for those who end up in prison. For most of them, the wars in which U.S. soldiers and support personnel have been engaged on three continents for the past two decades retain a hazy, distant, and amorphous character; this perception is also typical now among civilian noncombatants. That the consequences of war-fighting remain seemingly remote ironically reinforces war as a natural and unchanging backdrop to social life in the United States today. We are overdue for a major cost accounting and reappraisal of these permanent wars.

Following the end of the Cold War, the Russian Federation lagged behind the United States in terms of advanced technology in warfighting. However, after substantial spending on modernization starting in 2008, the Russian military and the nation’s defense sector have been making great strides at developing remotely operated and autonomous technologies and integrating them in their tactics and combat operations. Russia is also starting to invest in Artificial Intelligence (AI) development with specific military applications. As seen in military documents, medical journals, novels, films, television shows, and memoirs, soldiers’ invisible wounds are not innate cracks in individual psyches that break under the stress of war. Instead, the generation of weary warriors is caught up in wider social and political networks and institutions—families, activist groups, government bureaucracies, welfare state programs—mediated through a military hierarchy, psychiatry rooted in mind-body sciences, and various cultural constructs of masculinity. This book offers a history of military psychiatry from the American Civil War to the latest Afghanistan conflict. The authors trace the effects of power and knowledge in relation to the emotional and psychological trauma that shapes soldiers’ bodies, minds, and souls, developing an extensive account of the emergence, diagnosis, and treatment of soldiers’ invisible wounds.

The United States intervened in Syria’s civil war in two ways: (1) anti-Assad efforts—through aid to rebels to help foster regime change and with airpower, troops and support to a militia—and (2) anti-ISIS efforts—through aid to the Syrian Democratic Forces (SDF) to destroy the Islamic State’s territorial caliphate. The first mission was an ill-considered failure, the second a success.
