Abstract:
This SSR Backgrounder explains the concepts of urban safety and security and describes the various safety and security challenges that urban SSG is confronted with, ranging from road safety and property crime to urban warfare and environmental disasters. It outlines the different roles of the security sector at local and national levels in provision, management and oversight of safety and security in cities. The SSR Backgrounder then links good SSG to urban development and specifically sheds light on the contribution of good SSG to gender equality and disaster management in cities. Gendarmeries and constabulary-type police go by many names, but all combine characteristics of both the military and civilian police. Because of their unique skill sets, demand for such forces to face new threats to domestic and international security has increased everywhere. However, the mixed military–civilian characteristics of gendarmeries and constabulary-type police pose special challenges for democratic civilian control and the appropriate use of force, especially in domestic law enforcement. This SSR Backgrounder describes the roles and functions of gendarmeries and similar forces and explains how applying the principles of good SSG enables them to fulfil their legitimate mission of protecting both state and human security with respect for human rights and the rule of law. Abstract:
Illicit drug use exacts a high cost on abusers, their families, and ultimately society as a whole. Livelihoods are lost, relationships are destroyed, children suffer, and the wider community pays a hefty price through a resulting worsened crime situation. Singapore has hence adopted a harm-prevention approach to drugs, incorporating educational, legal, and rehabilitative measures. While we acknowledge that there is a variety of approaches to drug policy globally, our approach has worked well for our local context and enabled people here to live to their fullest potentials. Singapore’s experience with drug abuse began in the 19th century when opium addiction ravaged Chinese immigrant communities, leaving many with serious health problems and substantial debt. The colonial government took many years to outlaw and stamp out opium abuse because of the financial contributions from the opium trade, and the problem continued well into the middle of the 20th century. In the 1970s, heroin abuse spread at an epidemic pace in Singapore, causing many to lose their jobs and some to lose their lives. In the span of two years from 1973 to 1975, the number of heroin addicts had increased two-hundredfold.1 Society suffered as addicts turned to crime and prostitution to fund their addictions.

105. Drug Policy and Deprivation of Liberty

Abstract:
This paper shows how the deprivation of liberty for non-violent drug crimes is a wrong and ineffective response, notably because it does not take into account the social and psychological root causes of drug consumption, nor does it consider the economic and social marginalization of low-level actors in the trade. Furthermore, people who are incarcerated are vulnerable, exposed to risks, particularly health risks, for which they are not well-equipped and do not receive adequate care. In this report, members of the Global Commission on Drug Policy analyze the last thirty years of over incarceration in closed settings, from prisons to migrant administrative detention and from mandatory treatment to private rehabilitation centers. The paper highlights the responsibility of the State towards people who are incarcerated, and demonstrates how their health and well-being are at risk.

Between 2006 and 2012, two men working on opposite sides of the struggle between global jihadis and the United States faced off in New York City. Jesse Morton was the founder of Revolution Muslim, a group that proselytized—online and on New York City streets—on behalf of al-Qa`ida. Mitchell Silber led efforts to track the terrorist threat facing the city as the director of intelligence analysis for the NYPD. After serving a prison sentence for terrorist activity, Morton now works to counter violent extremism. In our feature article, they tell the inside story of the rise of Revolution Muslim and how the NYPD, by using undercover officers and other methods, put the most dangerous homegrown jihadi support group to emerge on U.S. soil since 9/11 out of business. As the Islamic State morphs into a ‘virtual caliphate,’ their case study provides lessons for current and future counterterrorism investigations. Five years ago this month, terror came to Boston, and Boston stood strong. Nicholas Tallant interviews William Weinreb and Harold Shaw on the lessons learned. Weinreb stepped down as Acting United States Attorney for the District of Massachusetts in January 2018. He was the lead prosecutor of the 2015 investigation and trial of Boston Marathon bomber Dzhokhar Tsarnaev. Shaw has served as the Special Agent in Charge of the Federal Bureau of Investigation’s Boston Division since 2015. Between July and October 2017, a team of researchers conducted field interviews with young Sunni Arab men coming out from under Islamic State rule in the Mosul area. The resulting study by Scott Atran, Hoshang Waziri, Ángel Gómez, Hammad Sheikh, Lucía López-Rodríguez, Charles Rogan, and Richard Davis found that “the Islamic State may have lost its ‘caliphate,’ but not necessarily the allegiance of supporters of both a Sunni Arab homeland and governance by sharia law.” Amira Jadoon, Nakissa Jahanbani, and Charmaine Willis examine the evolving rivalry between the Islamic State and other jihadi groups in the Afghanistan-Pakistan region. Nafees Hamid profiles Junaid Hussain, a hacker from the United Kingdom, who until his death in August 2015 was the Islamic State’s most prolific English-language social media propagandist and terror ‘cybercoach.’

This report assesses Georgia’s progress in reforming the State Security Service. The report is the first comprehensive document that assesses the institutional and legislative environment of the State Security Service in the aftermath of its reform and also analyses data on the State Security Service’s activities. The aim of the report is to deliver a critical analysis of the institutional independence, mandate, oversight and accountability, as well as the quality of transparency, of the State Security Agency. The report identifies challenges and makes recommendations based on its findings in order to support subsequent reforms within the security sector. The report is a component of the Transparency International Georgia (TI Georgia) and Human Rights Education and Monitoring Center (EMC) project on ‘Advocacy for the Creation of the Modern System for the Security Sector’ implemented with financial support from the Open Society Foundation (OSF). The project aims to advocate for an accountable, human rights-oriented and a modern security service, carrying out its activities in compliance with international standards. DCAF contributed to the international practice chapter of this report.

109. Cyber Deterrence in Singapore: Framework & Recommendations

Abstract:
As a small state, Singapore’s ability to create deterrence against cyberattacks is very limited. There is limited value in pursuing classic deterrence through denial and punishment because: (i) technology is relatively cheap and widely available; (ii) there is difficulty in accurately attributing blame; and (iii) there is difficulty in identifying and punishing attackers. If there is no detection or ability to punish, Singapore’s credibility suffers. The report suggests six ways that Singapore can improve its cyberattack deterrence: 1. Develop a response mechanism to guide deterrence 2. Create resilient systems 3. Share collective responsibility in cybersecurity 4. Increase capabilities through the improvement of penetration detection 5. Create norms with enforcement capabilities 6. Strengthen international law enforcement, cooperation, and legislation It is also not feasible to measure deterrence in cyberspace the same way as nuclear deterrence, where a no-attack scenario denotes that deterrence is successful. Rather, deterrence should be seen as a mitigating effort that leads potential attackers to believe it is not in their best interest to attack. These efforts at deterrence can be further enhanced by improving the accuracy of attribution, the detection of cyber incidents regardless of size, and ensuring that timely action is taken against cyberattackers.

The Urban Security Exchange: Data, Design and Innovation for Urban Security was held on January 22 and 23, 2018 in San Salvador, at a critical time for Central American countries. On one hand, in early 2018, the capitals of the Northern Triangle countries – Guatemala, Honduras and El Salvador – reported significant reductions in their high homicide rates; while on the other, these positive results highlighted the complex efforts necessary to maintain this downward trend amidst the struggle against violence. Effectively, El Salvador, Guatemala and Honduras present some of the highest homicide rates in the world. In 2018, El Salvador leads the ranking and its capital, San Salvador, is one of the most violent cities on the planet. Nevertheless, such cities were able to reduce their homicide rates between 2016 and 2017. In El Salvador, the rate dropped by 34%, in Honduras, 22% and in Guatemala, 4%. This context of persistently high homicide rates in spite of reductions was a key element throughout the discussion endorsed by the Urban Security Exchange.
