North Central Europe has become the central point of confrontation between the West and a revisionist Russia. Under President Vladimir Putin, Russia is determined to roll back the post-Cold War settlement and undermine the rules-based order that has kept Europe secure since the end of World War II. Moscow’s invasion and continued occupation of Georgian and Ukrainian territories, its military build-up in Russia’s Western Military District and Kaliningrad, and its “hybrid” warfare against Western societies have heightened instability in the region have made collective defense and deterrence an urgent mission for the United States and NATO

Abstract:
The historically severe drought in Syria from 2006-2011 led to the migration of rural communities to already overburdened urban centers, which concurrent with the state’s mismanagement of freshwater resources, helped foment the social unrest and the uprisings against President Bashar al-Assad. The ongoing conflict has had repercussions around the globe with refugees fleeing to, and having an unmistakable political impact upon, neighboring states and Europe. The war in Yemen was rooted in the Arab Spring, but while the attempts to overthrow President Ali Abdullah Saleh were eventually successful, the political transition was not. The overextraction of Yemen’s groundwater led to an unprecedented water crisis that has been exacerbated by the civil war. Terrorist cells, militant insurgencies, and foreign interventions have undermined efforts to reform the Yemeni government and address this humanitarian catastrophe.

Abstract:
In the broader Disarmament, Demobilization and Reintegration (DDR) programs, the terms ‘rehabilitation’ and ‘reintegration’ are erroneously used as synonyms. The manifestation of these two distinct phases of a program can be seen in many affected parts of the world. Sri Lanka is one such place where the rehabilitation program was launched after an extended war against insurgency. The vigilantes constituted by the Sri Lankan armed forces, known as Civil Defense Forces (CDF) has been controversial. This paper differentiates the theory and practice and explains what could be done to enhance the capacity and effectiveness of the programs.

Abstract:
Political leaders regularly make grand, public statements about the importance of the Women, Peace and Security (WPS) agenda for promoting national and international security, but their policy actions have fallen far short of their rhetorical declarations. There are two main reasons for this. First, political leaders are the point persons for their male-dominated security establishments. These establishments do not prioritize women and gender issues in national and international security affairs. Second, the WPS agenda has been framed as a “women’s” issue, which makes it easier for the establishment to marginalize the WPS cause.

Abstract:
For decades after World War II, Japan chose to focus on soft power and economic diplomacy alongside a close alliance with the United States, eschewing a potential leadership role in regional and global security. Since the end of the Cold War, and especially since the rise of Prime Minister Shinzo Abe, Japan's military capabilities have resurged. In this analysis of Japan's changing military policy, Andrew L. Oros shows how a gradual awakening to new security challenges has culminated in the multifaceted "security renaissance" of the past decade. Despite openness to new approaches, however, three historical legacies—contested memories of the Pacific War and Imperial Japan, postwar anti-militarist convictions, and an unequal relationship with the United States—play an outsized role. In Japan's Security Renaissance Oros argues that Japan's future security policies will continue to be shaped by these legacies, which Japanese leaders have struggled to address. He argues that claims of rising nationalism in Japan are overstated, but there has been a discernible shift favoring the conservative Abe and his Liberal Democratic Party. Bringing together Japanese domestic politics with the broader geopolitical landscape of East Asia and the world, Japan's Security Renaissance provides guidance on this century's emerging international dynamics.

This paper analyzes cyber’s role in deterrence and defense—and specifically the military-civil nexus and the relationship between the Department of Defense (DoD), the civil agencies, and the key private operational cyber entities, in particular the Internet Service Providers (ISPs) and electric grid operators. The focus of the paper is on high-end conflict including actions by an advanced cyber adversary, whether state or nonstate, and not on the “day-to-day” intrusions and attacks as regularly occur and are generally dealt with by governmental agencies and the private sector without military involvement. High-end conflict can be expected to include attacks within the United States homeland as well as in forward theatres.

Throughout the world, citizens are increasingly flexing their muscles and shaping their governments’ decisionmaking on domestic and foreign affairs. Expanded access to information, facilitated by new media and communication technologies, has greatly empowered nonstate actors and strengthened their role in international politics. In this environment, the U.S. government cannot afford to solely engage in state-to-state diplomacy. The new global landscape requires foreign ministries and diplomats to go beyond bilateral and multilateral diplomacy and broaden and deepen relationships with a broad and diverse range of actors. The public diplomacy (PD) toolkit of informational, educational, and cultural programs is central to this objective by creating and maintaining relationships with influential leaders and opinion-makers in civil society, commerce, media, politics, and faith communities worldwide. This paper attempts to capture the lessons that the U.S. government and PD experts have learned over the past eight years in applying PD tools in order to chart an effective course for the incoming administration.
